Abstract:The heated argument between Xinhua News Agency and Fujian media in 2006 once more reflects the dilemma of China's public opinion supervision system,which is the most difficult part of China's public opinion supervision.How to fully display the function of China's public opinion supervision is decided by how to walk out of the above-mentioned dilemma.Therefore,relevant existing system,the degree of exterior propelling force as well as the capacity to accept certain reform of the existing system must be investigated.

Abstract:This paper mainly discusses the relationship between bank supervision and behavior of China's public listed firms' managers based on the review of the western debt governance theories. That the debt governance is of no effect in China is attributable to the soft budget constraints incurred by the poor state - owned banks' supervisory policies. The reform aimed to reduce the bad debts proportion has significantly decreased the agency costs in china' s public listed firms' since 1999. But the effect of debt governance has not been visible. Therefore further reform is need for banking industry.

Abstract:Purpose - The purpose of this paper is to discuss recent developments in school developmental supervisory evaluation in the Pudong New Area of Shanghai in the Chinese Mainland.Design/methodology/approach - The main research approach is qualitative, using documentary analysis and interviews of an inspector, principals and teachers from two primary schools.Findings - There were perceived positive and negative impacts of school supervision and evaluation.Originality/value - The paper highlights the implications for fostering a shared school-government community of school supervision and evaluation, promoting a dynamic approach for addressing contextual differences as well as achieving better coherence among educational reform, supervision and evaluation policies.

Abstract:Report to the Eighteenth National Congress of the Communist Party of China puts forward that the people's right to know,to participate,to express,to supervise should be protected.Meanwhile,together with supervision by public opinion,inner-party supervision,democratic supervision and legal supervision are the "four kinds of oversight" of the supervisory authority of people.This paper tries to put supervision by public opinion in the context of China's reform of the political system and analyze the current systemic dilemma of the supervision by public opinion.It will also focus on the impetus of both the ruling party's own needs and the civil society needs,then discuss the possibilities of a new pattern of the supervision by public opinion which is free,rational and constructive.

Abstract:Abusive supervision refers to subordinates’ perception of constant hostile ver‐bal and nonverbal behavior from leaders ,excluding physical contacts ,such as teasing ,publicly ranting and deliberately snubbing .Abusive supervision research has flourished since 2009 , and dozens of papers based on different theoretical perspectives have been published in do‐mestic and foreign journals .This paper firstly introduces the development of concept and measurement of abusive supervision ,and sorts out theoretical interpretation logic and short‐comings of current abusive supervision research from five theoretical perspectives :personal characteristics ,resources and self-regulation ,surrounding effects ,social exchange ,social learning and social information processing .It makes prospects for future research to provide references for future research directions and emphases .

Abstract:T hrough a biblimetric content analysis of the articles published in recent tend years (2004 13) by the Journal of Public M anagement ,the authors have identified the discipli‐nary orientation ,areas of study ,researcher community ,and methods used in domestic public administration research . Evidences show that in the past ten years ,the discipline of public ad‐ministration has gained clarity in its research foci . It has formulated multiple areas of research guided by public values and government practices . Research methods have been significantly improved ,and positivist and empirical analyses are the norm . However ,the field is still in need of strengthening its scholarly identity and be positioned to answ er China's “big questions” in public administration .

Abstract:This study provides a systematic review of the development of Chinese public administration in English language journals. An analysis of articles in the top 25 English-language public administration journals worldwide from 1996 to 2016 confirmed increases in both the number and significance of studies of Chinese public administration. A systematic content analysis of abstracts of previous studies was performed and showed that social development and administrative reform were among the most important topics. With respect to the methodology of this study, qualitative methods were more frequently used than quantitative or mixed methods. Finally, implications for future research on Chinese public administration are discussed.

Abstract:This article mainly discusses about the supervision effect of the system of independent directors and audit committee which have been proposed by Chinese Securities Regulatory Commission since 2001.We empirically examine and match 51 financial fraud companies using data gathered from shanghai and shenzhen stock exchange markets in the period 2002-2004.Our findings show that the supervision effect of Audit committee is more significant than that of independent directors.Thus,we give policies makers some recommendations for reference in this article.

Abstract:The supervision of the public opinion is an important part of legal supervision system. There was no public opinion supervision system that could influence the government power operation through public opinions in the modern sense of the term. With the development of the foreign newspapers in China and the importation of western bourgeois views on journalism into China, the Chinese began to realize the importance of the tools for mass media and the supervision system of the public opinions. At the end of the Qing Dynasty and the beginning of the Republic, the banning of speech freedom and press freedom was removed step by step, and people's right for the freedom of speech and press began to be legalized.

Abstract:Effective supervision proves vital for the guidance of healthy development of private hospitals in China. Based on study and analysis of the current situation and problems of private hospitals supervision in China, the authors reviewed previous studies, leveraged " system+ mechanism+ technology" resources, and attempted to explore and build an integrated, omnidirectional, efficient and diversified linkage supervision system. Such a system was based on the information technology and fits the development trend of private hospitals in the Internet-plus era. The authors attempted to combine such supervision modes as government supervision, social supervision, industry self-discipline, and institutional autonomy, so as to develop a " four-dimensional supervision system" . This system works on such aspects as the supervision subject, supervision content, supervision mode and means, as well as classified supervision of private hospitals. The paper hence proposed relevant specific measures and supporting mechanisms, and provided policy suggestions, and references for improving the comprehensive and effective supervision of private hospitals.

Abstract:In the course of China's endowment insurance reform,the cost of system transformation has always been the focus,while the supervision of endowment insurance hasn't caught the eye of theorists and practioners.In our current endowment insurance system,weak supervision results in many problems,which influence the safe and stable running of endowment insurance system.This article analyses the benefit conflict among different economic entities and its influence on the supervision of endowment insurance in China.In conclusion,this paper states that the benefit conflict among different economic entities should be well coordinated,because this will contribute to the supervision of the daily performance.
Does Supervision Down to the Countryside Level Benefit Rural Public Goods Supply? Evidence on the Extent of Households’ Satisfaction with Public Goods from 2005 to 2019

Abstract:This paper mainly studies the effect of village-level power supervision reform on the rural supply of public goods. In this paper, the panel data of 100 villages in five provinces of China from 2005 to 2019 are used to identify and analyze the impact of the supervision policy on the supply of rural public goods. The study adopted PSM-DID as the identification strategy to alleviate the endogenous problem of the model; it found that the supervision policy significantly improved the supply of public goods in villages, and increased the satisfaction of villagers with the village economic base and public social services. There is regional heterogeneity in the improvement effect of policy on public goods supply, which mainly reflects the regions with weak economic development. This policy mainly promotes the optimization of public goods supply by strengthening villagers’ public participation, and promoting the improvement of the current situation of public goods by restraining village cadres’ duty behaviors. It is also found that the coupling of clan power and village formal authority can inhibit the positive effects brought by the policy, and only in areas with strong clan power can the negative effects be mitigated. Moreover, there is an alternative relationship between the assessment pressure of village cadres and the supervision force sent to the countryside, which will form a situation of excessive supervision and inhibit the optimization of village public goods. The conclusion of this paper provides empirical support for the view that “top-down external institutional supervision and bottom-up internal democratic supervision should be effectively integrated” in the theory of village power supervision.

Abstract:This paper gives a brief introduction of domestic status of supervision on occupational health and explores the main factors resulting in this problem.Several issues were discussed involving in austere situation of supervision on occupational health,including imperfect administration system,incomplete tripartite consultation mechanism,lag of construction of laws and regulations,insufficient investment in occupational health and effect of special development period of the economy.Thus,in order to improve condition of supervision on occupational health,measures should be taken such as rationalizing the supervision system and perfecting operational mechanism of occupational health,constructing laws and regulations related to occupational health,increasing investment in occupational health and accelerating commercialization of occupational health technique service,and especially realizing integrated administration of occupational health and occupational safety according to experience of developed country.

Abstract:As a part of the environmental management system,the environmental supervision of construction projects is now in its experimental stage,with needs of further perfection in terms of managerial system. Based on researches into the implementation of environmental supervisions in China,the background,development and present state in this area are introduced,the accomplishments so far made are concluded,and the progresses of this work in some provinces,cities and autonomous regions are compared. Moreover,the deficiencies in the supervision works carried out by the environmental administration departments both at national and local levels are analyzed. Suggestions are accordingly proposed to improve and strengthen our environmental managerial system so as to give it a more important role in real operations.
