Abstract:The systematized legislation for the governmental responsibilities should be included in responsible government,the government ruled by law as well as service government.The word responsible government means the governmental responsibilities,which consists of the governments responsibility for morality and justice,responsibility for politics and responsibility for law.The core-responsibilities among them is the responsibility for law,which should be emphasized and recognized.Using responsibility for morality and justice and responsibility for politics to take place of the responsibility for law is far beyond the requisition of being the nomocracy-government. Service government is an objective need for the development of the contemporary service administrative and the beneficialadministrative.It should be processed in the legal framework,under the responsibility for law and the monitor of law.the nomocracy-government requires the systematized legislation for the governmental responsibilities,which means to seriously confine the contents of the governmental responsibility for law,and the modes of the burden of the governmental responsibility for law,and the methods of investigating its responsibilities.Governmental responsibilities for law include protection of civil right,public benefit,public environment and public security.So called administrative recuperation responsibility and administrative compensation responsibility of government are not the content of governmental responsibilities itself.They are the mode of burden of the governmental responsibilities and the responsibility of redress.
