Abstract:During the 30 years of reform,China's education policies have taken great strides towards reviving the education system and promoting educational equity.Decision making has become more open and transparent,the quality of education has also increased.Nevertheless,to further promote equity of education,it is necessary to use the concept of entitlement as the ethical-legal foundation of education equity.The concept of entitlement emphasizes equality of access to public goods,and prioritizes the necessity of requiring basic education for everyone.At the operational level,there are structural weaknesses that need to be addressed,mostly caused by the multi-agency nature of educational policy formation.Therefore,it is necessary to build intra-agency negotiation mechanisms to solve the problem of poor coordination between macro-development policy and concrete education policy.It is also important to build an accountability mechanism that emphasizes effects,and to strengthen the education regulatory system.These changes will permit the transition from an adhoc policy-making style to a scientific and democratic style of policy-making.
