Evaluation on Public Service Development During China's "Eleventh Five Year" Plan Period

Abstract:This article takes focus in basic public services proposed in the "12th Five Year Plan" as the basic framework,aiming at establishing index system of basic public services and assessing the level of development of basic public services progress in the "Eleventh Five Year Plan" period from three dimensions,which are the basic level of public services,basic public services and basic public services differences.We find that there is significant increase over the level of basic public services in all regions and there are some differences in progress in basic public services,public service level progressing faster in backward areas,basic public services narrowing in regional disparities and there is convergence of basic level of public services during "Eleventh Five Year Plan" period.
