Abstract:Traditionally, the interactive relation between different states has been regarded as the fundamental motive force of formulation and implementation of international rules. But globalization, especially the economical globalization, has made the international law connected with personal interests. The interactive relation between natural person and state has become the primary motive force of international law development. Based on this, the international law can further regulate the process of economic globalization, and each state and national can fairly enjoy the benefits of globalization
