Abstract:On the base of a research on 59 foreign medical journals and 51 domestic sci-tech journals,the Announcement of Author's Contribution is a way to regulate how to sign the papers.It is an efficient and feasible way to prevent dishonorable behaviors and conflicts.

Abstract:When it comes to the volume of Englishlanguage articles published in international journals, Chinese scientists are second only to those in the United States (Editorial, 2010), but this is not the case for academic journals published in English. The total world-wide number of English-language academic journals published in 2011 was 67 546 (Ulrich’s Serial Analysis System, 2011); however, current statistics for China are not yet available, potentially because the management department concerned is somewhat slow and inefficient in their work. Our own research determined that according to the following resources: The Academic Department of China Association for Science and Technology (2011) claimed that as of June 2009 China published 212 English-language Sci-Tech journals; The General Administration of Press and Publication (GAPP) of the People’s Republic of China reported that between 2005 to 2009, the number of academic journals approved to publish in English was 25 (Institute of Media for Foreign Language Teaching of Zhejiang University, 2010). Based on these statistics, we estimate that the total number of academic journals published in English in mainland China is, so far, still under 250, less than 5% of the academic journals ever published in the country, despite the fact that the Chinese government has recently encouraged publishers to produce English-language academic journals. Academic journals are believed to be one of the most effective methods to disseminate a country’s technological achievements and a nation’s cultural concepts. In order to make China’s knowledge base and cultural ideas accessible to the rest of the world, many Chinese-language academic journals publish titles, key words and abstracts in English. China’s academic journals hope to attract international attention and be included in citation indexes such as Science Citation Index (SCI), Engineering Index (EI), Social Science Citation Index (SSCI), and Arts and Humanity Citation Index (A&HCI). In order to accomplish this, China’s academic journals need editors who possess English-language proficiency and are able to judge, proofread and polish texts or abstracts written in English by Chinese writers; however, there is doubt as to whether these journals have enough qualified English-language editors. The quality of China’s academic journals in regard to English language proficiency is unclear. This paper reports on the findings of four projects commissioned by GAPP and offers reasons for the deficiency of English language capacity of Chinese editors of academic journals through a survey of the qualification of 518 English editors for 469 Chinese academic journals, and proposes suggestions to solve the problems identified. An Analysis of the International Academic Influence of Academic Journals in China over the Three Decades Since Reform and Opening Up

Abstract:Academic journals,by which academic influence of a country is indicated,provide important sources for research.The number of papers collected by the three US science citation databases(SCI,SSCI,AHCI) is an important index of a discipline's international academic influence.An analysis of academic papers indexed by the three science citation databases over the last three decades in our country reveals that great gaps exist in the number of papers indexed by each database,which embodies great imbalance in the development and international academic influence of the three subjects,of which natural science developed at a high speed,social science developed rapidly,and art and humanities developed slowly.In order to enhance the international academic influence of our country,policies should be stipulated to balance the development of different subjects.The way to classify subjects should be reformed: the philosophical social science should be divided into two subjects——social science and art humanities.Correct methods should be used in evaluating different subjects and measures should be taken to assist academic journals in entering international citation databases and thereby promote the internationalization.
An Emerging Trend of Equal Authorship Credit in Major Public Health Journals

Abstract:Background This study aimed to identify the longitudinal trends and characteristics of the practice of explicitly giving equal credit to multiple authors of publications in public health journals. Manual searches were conducted to identify original research articles, published in five public health journals with the highest IFs according to the “2012 JCR Science Edition” between January 1, 2004 and December 31, 2013, which awarded equal credit to multiple authors ( Epidemiologic Reviews , Environmental Health Perspectives , the International Journal of Epidemiology , Epidemiology , and the Annual Review of Public Health ). The Instructions to Authors in the five journals were also examined with regard to information about giving equal credit to multiple authors. Findings Statistically significant differences were noted in the annual prevalence in Environmental Health Perspectives , International Journal of Epidemiology , and Epidemiology ( r = 0.753, P = 0.012; r = 0.894, P = 0.000; r = 0.522, P = 0.122, respectively). The first two authors listed in the by-line received equal credit in the majority of articles, but this practice was also extended to authors in nearly every position on the by-line in some publications. The authors given equal credit in articles appearing in Environmental Health Perspectives , International Journal of Epidemiology , and Epidemiology were primarily from European and North American countries. Finally, none of the journals provided specific guidance regarding this practice in their Instructions to Authors. Conclusions An emerging trend of giving equal credit to multiple authors is observed in the public health journals. This practice should be better addressed in the guidance provided by journals to authors.

Abstract:Layout,contents and items in Notice to Contributors of 103 journals were analyzed,and we found that there existed some problems including casual styles,incomplete contents,ignoring morality requirements for authors and less legal consciousness.Based on the role of Notice to Contributors in the journals,we provide some measures to optimize the contents of Notice to Contributors.

Abstract:Current research performance assessment criteria contribute to some extent to author inflation per publication. Among various indicators for evaluating the quality of research with multiple authors, harmonic counting is relatively superior in terms of calculation, scientific ethics, and application. However, two important factors in harmonic counting are not yet clearly understood. These factors are the perceptions of scientists regarding the (1) corresponding author and (2) equally credited authors (ECAs). We carry out a survey investigation on different perceptions of author position versus contribution among medical researchers with different subfields and professional ranks in China, in order to provide several pieces of evidence on the aforementioned factors. We are surprised to find that researchers with different professional ranks tend to largely acknowledge their own contribution in collaborative research. Next, we conduct an empirical study to measure individual’s citation impact using inflated counts versus harmonic counts. The results indicate that harmonic h -index cannot reflect the high peak of harmonic citations. Therefore, we use (1) harmonic R -index to differentiate authors based on the harmonic citations of each paper belonging to their respective h -cores; and (2) Normalization harmonic ( h, R ) index as a meaningful indicator in ranking scientists. Using a sample of 40 Ph.D. mentors in the field of cardiac and cardiovascular diseases, harmonic counts can distinguish between scientists who are often listed as major contributors and those regularly listed as co-authors. This method may also discourage unethical publication practices such as ghost authorship and gift authorship.

Abstract:Service consciousness is one of the most important qualities that sci-tech periodical editors should have.However,publication frequency is so long in China that large quantity of authors submit their manuscripts to foreign periodicals.To solve the problem,Chinese Journal of Practical Internal Medicine took steps to shorten publication frequency and achieved good results in recent years.This paper takes Chinese Journal of Practical Internal Medicine as an example,elaborating the importance of shortening publication frequency,the reason of the prolonged publication frequency and the way to shorten it.The paper points out that only with the sense of responsibility and serving consciousness can editors treat manuscripts and authors in highly responsible and painstaking attitude and win more authors and manuscripts.

Abstract:The primary objective of this inquiry was to explore the nexus between authorship attribution in medical literature and accountability for scientific impropriety while assessing the influence of authorial multiplicity on the severity of sanctions imposed. Probit regression models were employed to scrutinize the impact of authorship on assuming accountability for scientific misconduct, and unordered multinomial logistic regression models were used to examine the influence of authorship and the number of bylines on the severity of punitive measures. First authors and corresponding authors were significantly more likely to be liable for scientific misconduct than other authors and were more likely to be penalized particularly severely. Furthermore, a negative correlation was observed between the number of authors' affiliations and the severity of punitive measures. Authorship exerts a pronounced influence on the attribution of accountability in scientific research misconduct, particularly evident in the heightened risk of severe penalties confronting first and corresponding authors owing to their principal roles. Hence, scientific research institutions and journals must delineate authorship specifications meticulously, ascertain authors' contributions judiciously, bolster initiatives aimed at fostering scientific research integrity, and uphold an environment conducive for robust scientific inquiry.

Abstract:Based on a survey on digital publishing copyright for all 1 050 journals sponsored by the China Association for Science and Technology (CAST) in 2011, we found that 64. 3% of these journals signed Copyright Transfer Statement (or Copyright and License Agreement) to authors. We also analyzed 265 copyright transfer statements of these journals, and found that the description of " Information Network Transmission Right" in these statements was less accurate. Some of the statements do not involve permission of use and related fee regulations.

Abstract:The Science Citation Index (SCI) was introduced primarily as a method of information retrieval but has alsobeen used as an objective measure of the quality of an academic article. The SCI also provides the scientific communitywith a citations database indicating the number of cited references in indexed articles. In fact the impact factor is awidespread used and acknowledged source for judging the quality of a researcher. For several reasons, the SCI seems to bemore relevant. Because of this importance, there have been many pros and cons regarding the feasibility and potentialutility of the SCI as a mean of academic evaluation in the Chinese scientific community. Overall, China' s share in theworld scientific literature is much less than that of many other countries. Data on the observed citation impact of Chineseresearch in different fields, including medicine, show that the work done in China in general is not integrated well intointernational research. This article intended to introduce some basic aspects with respect to the SCI and to present apersonal view on its role as an international stage of academic merit.

Abstract:Author affiliation disclosures are arguably a critical yet poorly understood and largely unregulated phenomenon in scholarly and scientific publishing. First, this paper argues that affiliation attribution practices are burdened by misunderstandings and misuses. Second, it suggests that universities, research institutions and publishers should urgently engage in a conversation aimed at clearly defining expectations and promoting best practices. Third, it introduces affiliation contribution statements as a concrete initiative in the direction of increased accuracy, transparency, and accountability.

Abstract:China' s academic journals publishing should follow the international publishing rules and trends and abide by China' s regulations related to publishing.Data of the 2th ISMTE Asian Pacific Conference in Beijing were analyzed and reviewed.We find that the foreign leading journals adopt service technologies such as JATS & BITS,ORCID and Crossref in their operating practice and always construct responsible editorial teams.Through this review,we can compare domestic journals with foreign counterparts,find out the problems existing in the domestic journals.It is hoped that the review will provide some reference for the development of academic journals.

Abstract:With the opening of Chinese publication market,many international publishing groups are entering Chinese journal market.English language science journals of Chinese universities have many problems such as comprehensiveness,low influence,and narrow distribution.The cooperation with international publishing groups is helpful for oversea circulation;and therefore,can enlarge the readership and authorship and promote the international influences of the journals.The characteristics of the English science journals of Chinese universities lead to the situation that they focus more on the influence than the financial benefits in the cooperation.We should be more active in the cooperation with international publishing groups,make full use of the services that they can provide,and be credible to gain double wins.

Abstract:The perennial problem of author name ambiguity has attracted increasing attention in the academic community. Drawing on the literature, this article first highlights the pervasiveness of the problem and discusses its adverse consequences. It then analyzes the behavioral causes of the problem in the Chinese context and attributes them to personal, cultural, and institutional factors. Informed by this analysis and recognizing ORCID as a promising solution, we propose an ORCID-based "Prevention plus Cure" campaign against author name ambiguity. The prevention objective relies on researchers' consistent use of ORCID, while the cure objective involves retrospectively integrating ORCIDs into backfile publications. We also outline the responsibilities of various stakeholders to ensure the success of the campaign. Furthermore, we argue that universal adoption of ORCID can help curb authorship-related misconduct, discern predatory journals and publishers, and track researchers' undesirable records of academic publishing. We then analyze the current status of ORCID adoption in China, identify potential challenges, propose tentative solutions to address them, and highlight ORCID as a tool that can be utilized to empower China's combat against research misconduct. In conclusion, we emphasize the importance of conducting empirical research to inform more effective promotion of ORCID adoption in China.

Abstract:Background: The rapid acceleration of authorship inflation-increasing numbers of authors per publication in collaborative research-has rendered the traditional "substantial contributions" criterion for authorship and the lack of transparency in author contributions increasingly problematic.Methods and results: To address these challenges, a revamped approach to authorship is proposed, replacing the rigid requirement of "substantial contributions" with a more flexible, project-specific criterion of "sufficient contributions," as determined and justified by the authors for each project. This change more accurately reflects and accommodates the proliferation of scientific collaboration ("team science" or "group science"). It broadens the scope and granularity of roles deserving of authorship by integrating the Contributor Roles Taxonomy (CRediT) and Method Reporting with Initials for Transparency (MeRIT) systems. It mandates in-text documentation of who did what (e.g., who collected what data) and moves beyond the typical binary (all-or-none) classification by assigning a gradated contribution level to each author for each role. Contributions can be denoted using an ordinal scale-either coarse (e.g., lead, equal, and supporting) or fine-grained (e.g., minimal, slight, moderate, substantial, extensive, and full). To support the implementation of the revamped approach, an authorship policy template is provided.Conclusions: Adopting proportional, role-specific credit allocation and explicit documentation of contributions fosters a more transparent, equitable, and trustworthy scientific environment.

Abstract:With the rapid growth of scientific research input and output in China, academic journals have attracted increasing attention as the records and communication of scientific research achievements. Combining literature research and discussion from the forum sponsored by the academic divisions of Chinese Academy of Sciences on Frontiers in Science and Technology with the theme of "scientific publishing in the new era". this paper analyzes the current situation of China's scientific journal publishing and the opportunities and challenges it faces, and puts forward suggestions and solutions for scientific journal development in China. Based on the analysis of the current situation and development trend of international scientific publishing, this paper reviews the scientific journal publishing in the open science environment from aspects of open access publishing of journals and papers, open peer review, open data, preprint platforms, and journal business models. It also discusses how new technologies promote the innovation and development of scientific publishing from aspects of digital publishing and communication, big data. blockchain technology, artificial intelligence, and interaction and integration based on various new technologies and media. In addition, this paper also briefly introduces the prediction by the International Association of Scientific, Technical and Medical Publishers for the development trend of academic publishing industry in the next 3-5 years with the themes of "trust & integrity". "entering the AI era-creative humans & smart machines". "diversity in a multi-user environment", "focus on the user-connect the dots". and "let's go upstream-seeking the source of trust and truth" from 2017 to 2021. This paper holds that compared with world-class scientific journals. China's scientific journals lag behind in the ability to attract high-level research results. prevention and treatment of academic misconduct, brand reputation, and international influence. To rank among the world's first-class scientific journals, China's scientific journals must be in line with international standards in dealing with scientific research integrity, comply with the norms of international journals on academic integrity and publishing ethics, and improve their ability to deal with academic misconduct. Journal publishers should cooperate with the management department and the academic community to form an organic whole and jointly build a healthy academic ecosystem. With the rapid development of scientific research in China and a friendly publishing environment supported by policies to promote world-class journals, China's scientific journals are facing unprecedented development opportunities. This paper puts forward suggestions and solutions for the development of China's scientific journals in the new era as follows: (1) Pay attention to the development trend of open science and integrate into the development environment of open science; (2) strengthen international cooperation and seek continuous development in the cooperation; (3) innovate the concept of scientific publishing service and expand new publishing technologies and methods; (4) perfect the standards for publishing ethics and enhance the ability to deal with academic misconduct; (5) build high-level talent teams for scientific publishing and improve the scientific literacy of science communicators; (6) seek win-win social and market benefits and explore the sustainable model for scientific journal publishing in China.
