Abstract:Objective: To evaluate the equity in hospitalized service utilization among China's urban residents to discuss the influence of urban resident basic medical insurance on equity of hospitalized service utilization. Methods: Using standardization and decomposition of concentration index. Results: Results show that the average number of need-but-not hospitalization of urban residents form 2007 to 2010 was declining in a downward trend. The corresponding standardization concentration indexes were 0.195,-0.218,0.160 and-0.212.Statistics differences were significant on 1% level. This fact indicates that the inequity still existed in hospitalized service utilization and the poor were more likely to miss necessary inpatient services.Personal income and urban resident basic medical insurance were two major factors that could improve the equity in hospitalized service utilization. Conclusion: The paper argued that urban resident basic medical insurance has essential effects on the equity of hospitalized service utilization.Yet,the effectiveness of the issue was limited. In order to guarantee people's basic right of improving health and access to medical services,it is suggested that a comprehensive reform, including financial and delivery system of health services, should be carried out.
