Study on the implementation of health inspection function in 81 county-level health inspection agencies in 9 provinces

Abstract:Objective:To evaluate the implementation of the health inspection function and items of health inspection agencies at the county level, based on the explication of the practical operational degree of items carried out by those agencies. Methods: 81 agencies at the county level were investigated by stratified cluster sampling to provide the information about the operational proportion of the health inspection function and items as well as the practical operational degree of items carried out by the sampled agencies. Results: (1) for the sampled agencies, the average operational degree of items carried was 60.5%, among which east areas 67.7%, middle areas 53.3%, west areas 60.5%; of 10 functions, the average operational degree of case investigation function was the highest, while that of propagation & education on health legality function was the lowest; (2) for the sampled institutes, the average rate of implementation was 36.4% only,among which east areas 40.2%, middle areas 30.6%, west areas 38.5%; of 10 functions, the average rate of implementation of case investigation function was the highest, while that of health license function was the lowest. Conclusion: The operational degree of items carried out by health inspection agencies at the county level was generally lower, as well as the implemented rate.
