Abstract:The responsibilities and functions in project safety risk management for designers and contractors are discussed. Generally the process of risk management is divided into three stages: the risk identification, evaluation, and decision making. The former two are mainly the designer's responsibility, for which a model of sub-system risk management approach is put forward. The model is exemplified and analyzed with real cases. The feasibility in risk identification and evaluation period is proved. The evaluation criteria of occurrence probability of unexpected events and severity of outcomes are rationally set up in evaluation method, which provide the scientific basis in risk evaluation of the construction safety.

Abstract:On the basis of an analysis on the present security situation of China’s urban populations, this paper seeks to profile the current emergency management systems and to establish a model for emergency planning system. It proposes that on the basis of relative assessments of the urban population security, proper handling of policy can be used to avoid the risk of urban population. As for population security issues that policy control cannot solve or in the instance of the occurrence of accidents, the establishment of emergency management plans that correspond to the risk to the population can reduce the damage and loss caused. This means that the city will be suitable for sustainable development.

Abstract:Based on a systematic study of the objects,contents,surveys and methods,an approach of investigation and evaluation to the production safety management of urban rail transit engineering is made,and then applied to the current status of the production safety management for a certain project of urban rail transit.The practical result shows that this method in evaluating the current status of the safety production management of urban rail transit engineering is pertinent in the promotion and prevention of the production safety management,and could also help to enhance the management level in urban rail transit engineering construction in China.

Abstract:The safety management of urban railway engineering construction involves many different aspects and a wide scope, playing an important role in guaranteeing the safety of construction projects. Management agencies have more stringent requirements on the quality of railway construction. The overall quality of a construction project should meet the construction requirements before the project can be carried out. In this article, the problems in the actual work of the entire life cycle of safety management are explained, and the lessons and experience pertaining to the safety and quality of urban railway construction projects are discussed. Analysis of factors influencing safety management for metro construction in China

Abstract:With the rapid development of urbanization in China, the number and size of metro construction projects are increasing quickly. At the same time, and increasing number of accidents in metro construction make it a disturbing focus of social attention. In order to improve safety management in metro construction, an investigation of the participants' perspectives on safety factors in China metro construction has been conducted to identify the key safety factors, and their ranking consistency among the main participants, including clients, consultants, designers, contractors and supervisors. The result of factor analysis indicates that there are five key factors which influence the safety of metro construction including safety attitude, construction site safety, government supervision, market restrictions and task unpredictability. In addition, ANOVA and Spearman rank correlation coefficients were performed to test the consistency of the means rating and the ranking of safety factors. The results indicated that the main participants have significant disagreement about the importance of safety factors on more than half of the items. Suggestions and recommendations on practical countermeasures to improve metro construction safety management in China are proposed.

Abstract:With the rapid development of China's economy, the state has put forward higher requirements for urban and rural construction planning. The construction of municipal roads has entered a high-quality development stage. However, affected by the construction environment, construction period, facilities, and other factors, municipal road construction still has a series of quality problems. This paper focuses on problems in municipal road construction, analyzing issues comprehensively from the perspectives of construction management systems, construction safety supervision, and equipment management. Countermeasure proposals are then provided to address these issues and improve the safety management of municipal engineering projects. The insights gained also offer valuable references for the construction management of municipal road projects in the industry. In conclusion, this paper aims to identify and address key challenges in municipal road construction through a comprehensive analysis of construction management, safety supervision, and equipment management. The proposed countermeasures not only contribute to enhancing the safety management of municipal engineering projects but also offer valuable insights for the industry's overall construction management of municipal road projects.

Abstract:With the expansion of urbanization, the interaction between different hazards has become increasing evident. In order to promote sustainable development of urban areas, it is particularly important to systematically analyze and evaluate urban safety and security under the coupling effect of multi-hazard risks. In response to the practical needs of urban safety and security assessment practice, this paper constructs an application-oriented urban safety and security quantitative assessment methodology. First, following the comprehensive risk management perspective, the logical relationship between urban safety and security elements is analyzed. It proposes “comprehensive screening, key analysis, and comprehensive evaluation” as a new assessment concept. Second, a system of urban safety and security assessment methods consisting of a weighting method and a function model is constructed. The function model includes two sub-models: a quantitative risk assessment model that considers triggering effects and a quantitative assessment model of emergency capacity that considers the evolution of emergencies. Finally, the method was applied to a coastal urban area in south China. The case study proved that the proposed method system can not only effectively evaluate various disaster risks and emergency capacity but also provide evidence for the formulation and implementation of urban safety and security management measures.

Abstract:The underground municipal water pipeline gallery project is a water conservancy engineering, with high risk, which makes important contributions to urban industrial and civil water use. Based on the 4M principle (Man/ Machine/ Mecdium/ Management) of accident prevention, this paper uses the systematic risk management theory method to identify and classify the risks of underground water pipeline gallery engineering from “Point-Line-Area-Volume”. The results show that the risk factors in the tunneling area are accounted for the largest proportion. The highest risk factors appear in job positions. Based on the Internet of Things technology, cloud computing technology and wireless transmission technology, this paper proposes a new smart water conservancy system to monitor the risk factors. It is described for illustrating the architecture and functional modules. In addition, it is investigated about the application of these smart monitoring methods in actual projects. The results imply that the efficiency of intelligent safety monitoring methods is more than 7 times that of personnel inspections. The research conclusions can provide references for the implementation of risk identification and smart monitoring of underground municipal water pipeline gallery projects, and further improve the level of project safety management and disaster control.

Abstract:Construction accidents are a significant hazard to the community, affecting sustainable development. This paper summarizes the safety situation of the construction industry in China over the past ten years. Detailed analysis is performed on fatal accidents that occurred in 2018 to reveal the spatiotemporal distribution pattern and characters of construction safety accidents. The construction failures are mainly attributed to management aspects rather than technical aspects. A case involving a major accident during shield tunnel construction in Foshan, Guangdong, in 2018 is investigated in detail. Strategic environmental assessment (SEA) is used to analyze the management issues of the Foshan metro project during planning, geological investigation, design, and implementation of construction works. The SEA result shows that the safety risk was very high with a low total SEA score. Based on the analysis, a guideline for safety construction management for sustainability is proposed.

Abstract:Due to an increasing amount of dam damage or break in resent years, great importance is attached to dam safety management in many countries. This paper analyzes the status of Chinese dam safety management according to the integral safety concept for dam including structural safety, dam safety monitoring, operational safety and emergency planning. Comparing with the safety management of large and medium-sized dams, the level of small-sized dam's safety management is relatively low. It also studies application of risk management technologies in China and presents a quantitative method to calculate the vulnerability to dam-break flood at downstream area.
