Abstract:A water crisis has prompted the Chinese government to develop an ambitious water conservancy plan. However, the plan may not achieve water sustainability and may cause unintended environmental and socioeconomic consequences, unless it accounts for complex human-nature interactions ( 1 ). Water shortages, for example, force people to find alternatives, such as treatment facilities, whose land and energy requirements aggravate food and energy production, which need large amounts of water. Other nations face similar challenges and share real water from China along international rivers and/or virtual water through trade. Water problems are particularly challenging in China, which has the largest population, fastest-growing economy, rising water demand, relatively scarce water, dated infrastructure, and inadequate governance. We highlight China's water crisis and plan, and then offer recommendations.

Abstract:With rapid industrialization and urbanization, scarce water resources are more and more being transferred from low-value agricultural use to high-value industrial and domestic uses in China. Along with water shortages, inefficiencies are apparent in Chinese agricultural water utilization. The causes of these inefficiencies include attenuated property rights, artificially low water prices, lack of farmer participation in irrigation districts management and fragmented government management. It is concluded, against the background of a transitional economy, that the lack of economic incentives in the allocation of water is the principal reason why shortage and waste coexists in Chinese irrigated agriculture. The challenge now facing decision makers is how to resolve the conflict between increasing food demand and decreasing water supply without undermining the growth of cities and the industrial sector. Owing to failures in both markets and government in water allocation, it is argued that it is necessary to establish a quasi-market for water.

Abstract:China has experienced enormously rapid development since the open door policy introduced in 1979. Population has increased by 30% to 1.3 billion, and the annual GDP growth rate was 9.8 % in the last few years. However, frequent water disasters in recent years have caused significant damages to China's regional growth and societies. There are huge contemporary challenges for Chinese water resource management. In this paper, we examine three major challenges for China's water resource management, which are water scarcity, water pollution and flood management. We discuss some of China's past management strategies and its future water management plans which come with major new investment. China will be further developed during this century and we provide some thoughts on water resource management that could be undertaken in China to increase resilience in face of a capricious future.
The groundwater crisis and sustainable agriculture in northern China

Abstract:In northern China, groundwater is the main water source for industry and agriculture. Most food is produced in irrigated farmland. Groundwater withdrawal has exceeded the permitted exploited power. The adverse ecological and environmental impacts of groundwater withdrawal are outlined. These include subsidence, salinization, desertification and seawater intrusion. Four methods for solving the groundwater crisis in northern China are described: development of water-saving agricultural practices and efficient water utilization; water transfer from south to north; water protection to combat pollution; and development of research on multi-water sources.

Given the fact of shortage and uneven distribution of water resource in coastal area from China, efficient water utilization is critical against the background of fast urbanization and growing demand arising from industrialization in coastal area from China. Meanwhile, environmental degradation is aggregating the constraint of water shortage on social economic development, industrial point pollution and non-point pollution arising from agricultural activities and municipal solid waste have emerged as the most challenging issues over water environmental management. Fragmented government management, the lack of interagency coordination, and the lack of public participation in EIA are the fundamental reason for the deterioration of riverine environments and overexploitation of water. The challenging issue facing decision makers now is how to resolve the conflict between increasing food demand and decreasing water supply without undermining the progress of urbanization and the industrial sector. A shift of strategic focus is urgently needed for Chinese Government to integrated water management by integrating water allocation and water quality management.

Abstract:China's per capita available water is only 2220 M3, about a quarter of the world average. As a result, China faces an imbalance between the supply and demand of water for agricultural and general population use. Poor water resource development, wasteful usage, and water pollution are all exacerbating the problem. Water-related issues have seriously hampered economic development in China, especially in recent decades, while the country has undergone rapid economic growth. Implementing a sustainable water resource strategy is therefore vital. To meet the goals of national economic reconstruction and development, and to solve the water shortage problem, China's "Water Agenda 21" was formulated in 1998. This paper focuses on the implementation of this strategy and discusses China's approach to solving its water-shortage problems in order to safeguard sustainable socioeconomic development.

Abstract:Under the guidance of sustainable development concept,and especially since the release of "Rio Declaration",China has made many explorations and practices in rational development,efficient utilization,effective protection and integrated management of water resources,thus established a new approach to sustainable water development with a focus on ensuring drinking water safety of rural residents and cattle,promoting the construction of a water-saving society system,protecting and restoring water eco-system,enhancing the capacity of urban-rural water supply system and emphasizing public participation.With only 6% of the world's fresh water resources,China succeeds in supporting 22% of the world's population and sustaining 10% of economic growth rate.Under the combined effects of natural water resources conditions,socio-economic scale and development stage as well as global climate change,China is confronted with such prominent problems as a conflict between water supply and demand,water environmental pollution,water ecological degradation and frequent occurrence of extreme and accidental events.The Chinese Government has attached great importance to solving the above problems by scientifically formulating the strategy of sustainable water resources utilization,improving water resources infrastructure system,and reforming the public policy and governing system for water resources management in order to conscientiously guarantee national water security and back up sustainable socio-economic development by sustained utilization of water resources.To this end,we have undertaken major projects as follows: comprehensively building a society featuring water-conservation and pollution-prevention;implementing the most stringent water resources management system;strengthening water resources and eco-environmental protection;construct national smart grid project system;establishing water resources risk management system and intensify scientific and technological support for water resources,etc.

Abstract:Challenged by insufficient water resources and by degraded water quality caused by widespread pollution, China faces an imbalance between the supply and the demand of water for supporting the rapid social and economic development while protecting the natural environment and ecosystems. Climate change is expected to further stress freshwater resources and widen the gap between the demand for and supply of water. As a legacy of the earlier planned economy, water resources management has been primarily supply-driven, which largely fails to account for the economic nature of water resources in relation to their natural characteristics. This paper presents a historical perspective on the water resources management policies and practices in China, and recommends demand management and pollution control as key measures for improving water resources management to adapt to climate change based on the current political, socio-economic and water resources conditions. The past and future impacts of climate change on water resources in China and the general adaptation strategies are also presented. How demand management through increasing water use efficiency, improving water rights and rights trade, and effective regulation enforcement, along with pollution control could improve China's water resources management are discussed in details. Ultimately, China should develop a sustainable water resources management strategy based on both supply- and demand-side management options to make the limited water supplies meet the demands of economic development, social well-being and the conservation of ecosystems in the context of global climate change.

Abstract:Due to the rapid development of economy, China has been facing severe water shortage and water pollution problems. This paper discusses three strategies developed for the urban water resource management in China, which is essential for the sustainable development of its economy. These strategies include setting high priority for demand control and water conservation, controlling pollution from the sources and increasing investment for wastewater treatment; and developing untraditional water resources, such as rainwater harvesting, wastewater reclamation, seawater utilization, etc. It is hoped that these strategies may not only solve the water shortage and water pollution problems at low capital and operational costs, but also meet the present and future needs on water resources in China.

Abstract:Water scarcity has become the leading factor constraining the economy development in China. Competition for limited water resources between agriculture and highly valued domestic and industrial water uses is rapidly increasing. It has been inevitable that water is transferred out of agriculture. This paper looks into the impacts and potential adverse impacts of transferring water out of agriculture on rural development, from the field survey in Zhuanzhougou Village, Xinglong County, Hebei Province in China. The consequences are that transferring water out of agriculture not only seizes the water for rural economy development, but also endangers environment and water supply in future, and it can infringe on farmers' water rights to a certain extent. It is argued that comprehensive reforms are required to reverse those adverse impacts on rural development. So it is necessary to improve the water rights system in china as quickly as possible. Moreover it is very important to adopt supporting measures, such as saving, development, compensation, guarantee and administration. To sum up,measures avoiding chaotic competitive water use must be put into practice, so as to protect the farmers( economic profit and to implement the sustainable development of agriculture and rural development.
Analysis of present situation of water resources and countermeasures for sustainble development in China

Abstract:As the social progresses and economic development,shortage of water resources in China has become an increasingly serious problem,the low level of water use,the utilization of imbalances,the development and utilization of water resources in different degrees,the excessive exploitation of groundwater,the waste of water,less efficient use of water resources has been highlighted.This paper from the water resources situation and characteristics of water resource in China analyzed the current problems of water resources,and then pointed out the water crisis.According the actual situation,this paper proposed that improved the ecological environment,and developed production technology,strengthen management,and infrastructure construction,developed sewage treatment technology to improve the circulation of water resources utilization and inter-basin water transfer,and other appropriate countermeasures.

Abstract:CONSPECTUS: Access to safe drinking water is among the 17 United Nations sustainable development goals. As the largest developing country, China has confronted large challenges to providing safe and sufficient drinking water to its population of 1.4 billion under the conditions of limited water sources and ubiquitous water contamination. This Account outlines these challenges as well as the practical solutions implemented by Chinese water professionals. We first provide a general introduction of the water supply in China. Next, we describe the main challenges of water source shortages and source water contamination. The practical solutions developed by Chinese water professionals are the core part of this Account, to which we have devoted ourselves to and contributed in some issues and cases. The water supply in China is a binary system that reflects the gap between urban and rural communities. Both urban and rural water supplies have been subject to water source shortages and contamination. Water shortages are mainly solved by long-distance water transportation projects. Urban water utilities generally pay attention to organic matter, ammonia, algae, and chemical spills in source water while also focusing on micro-organisms and disinfection byproducts in tap water. Microorganisms are a widespread concern for rural water supplies, whereas arsenic, fluoride, and ammonia are an endemic concern in some rural communities. Investment in updating of treatment processes significantly benefits urban water supplies, and advanced treatment of ozonation and biologically activated carbon processes are now commonly used to ensure that strict drinking water quality standards are met. However, this is not the case for rural water supplies, where expensive advanced treatment is not affordable. Thus, improving rural water supplies requires approaches such as searching for sources with better water quality, using automated ultrafiltration instruments, or connecting to urban water supply distribution systems. For rural areas with high concentrations of arsenic or fluoride in source water, specific adsorbents are a practical way to help farmers. Similar challenges will be encountered elsewhere in the world; therefore, the practical solutions applied in China will be useful to other countries in different stages of development.

Abstract:The United Nations (UN) has identified 17 Sustainable Development Goals (SDGs) to tackle major barriers to sustainable development by 2030. Achieving these goals will rely on the contribution of all nations and require balancing trade-offs among different sectors. Water and food insecurity have long been the two major challenges facing China. To address these challenges and achieve the SDGs, China needs to safeguard its agricultural irrigation and water conservancy projects. Although China is making efforts to transition its agricultural development to a sustainable trajectory by promoting water-saving irrigation, a number of issues are emerging, both with policy reforms and technological innovations. Through synthesizing the historical development of agriculture and its relationship with policy and political regimes, this paper identifies four major issues that are challenging the sustainability transformation of China’s agricultural irrigation system and water conservancy projects: (1) problems with financial policy coordination between central and local governments; (2) the lack of incentives for farmers to construct and maintain irrigation infrastructure; (3) conflicts between decentralized operation of land and benefits from shared irrigation infrastructure; and (4) deterioration of small-scale irrigation infrastructure calls for action. In addressing these challenges, policy changes are required: government financial accountability at all levels needs to be clarified; subsidies need to be raised for the construction and management of small-scale irrigation and water conservancy projects; local non-profit organizations need to be established to enhance co-management between farmers and government.

Abstract:This paper deals with hydrological research in regard to the water resources crisis in the vulnerable areas found in the northern part of China. This area includes three main river basins, namely the basins of the Yellow (Huang) River, the Hai River and the Huai River. Several water problems are becoming very severe. Among them, two are the most critical: the Yellow River has been drained dry in the main course of its lower reaches and along its major tributaries, and the groundwater table has rapidly declined in the floodplains of the three rivers' downstream areas. To counter the problems, particularly the critical issues mentioned above, hydrological research, which serves as the basis of water development and management, has been carried out in the last two decades. This paper addresses three basic scientific problems in North China, namely: (a) water consumption and the capacity for saving water; (b) the changes in hydrological processes and water resources caused by natural change and human activities; and (c) the ability to supply water resources and water safety in terms of both quantity and quality within a changing environment. However, opportunities and challenges for ameliorating the problems exist, and new ideas and methodology to solve the problems have been proposed, such as the interface process study on the interactions in the soil–root interface, the plant–atmosphere interface, the soil–atmosphere interface, and the interface of soil water and groundwater. In order to manage water resources in a sustainable manner, the study of water resources' renewal ability as affected by natural change and human activity is addressed from the viewpoint of both water quantity and quality, and their integration. To reduce the vulnerability of water resources in regional water management, a paradigm of sustainable water resources utilization is also proposed, using water–heat balance, water–salt balance, water–sediment balance, and water supply–demand balance. This approach may help reveal the basic problems and point to possible approaches to solving the water problems in North China in the 21st century. Copyright © 2004 John Wiley & Sons, Ltd.

Abstract:China's severe water challenges as a result of rapid social and economic development, has led to significant impacts on regional eco-security, ecosystem service and human health. Grounded in ancient Chinese human ecological philosophy, a social-economic-natural complex ecosystem-based approach 'China Water Vision' is briefing to help people understand and simplify the complicated ecological dynamics and cybernetics of water. To transform the complexity vision into a sustainability mission, an integrative and adaptive management approach is being enhanced through capacity building including philosophical rethinking, institutional reform and technological renovation so as to transform reductionism to holism, fragmented to integrated management, and physical to ecological engineering. Rapid industrialization and urbanization have taken place in China since its opening up to the world and transition from planned to market economy. In the past 28 years, China's average annual economic growth rate (GDP) was about 9.67%. The pace, depth, and magnitude of this transition, while bringing prosperity to citizens, have exerted severe ecological stresses on local human living conditions and regional water sustainability. Water shortage, contamination, flooding and drought are only the surface symptoms of the water issue. Its indirect and long term impacts on regional and global eco-security are far-reaching. Water sustainability can only be assured with a human-ecological understanding of the complex interaction among environmental, economic, and social/cultural factors. In dealing with this complexity, the key issue is to allow more people to understand China's comprehensive water vision, its ecological dynamics and cybernetics, and search for effective technological instruments including integrative planning, engineering, management and capacity building to promote water sustainability (Fig. 1).

Abstract:Water is one of the most critical issues of concern in China’s ongoing rapid economic development. The resource is scarce and demand is growing as China becomes more industrialized and urbanized. The situation is exacerbated by natural and anthropogenic events such as climate change, pollution, exorbitant patterns of water consumption, and an uneven distribution of water resources, with devastating impacts on ecosystems, international relations, food security and public health. In this paper, an overview of China’s water resources is presented. Studies on distribution, consumption patterns and pollution of water resources are reviewed in order to understand the over-exploited and unexplored dimensions of the Chinese water landscape. The status of water resources is also studied with an intention of providing information on the dynamics of water quality and quantity. The paper concludes with a discussion on China’s commitment to rebalancing its water growth model and the measures taken to achieve that.

Abstract:China currently faces a water resource sustainability problem which is likely to worsen into the future. The Chinese government is attempting to address this problem through legislative action, but faces severe challenges in delivering its high ambitions. The key challenges revolve around the need to balance water availability with the need to feed a growing population under a changing climate and its ambitions for increased economic development. This is further complicated by the complex and multi-layered government departments, often with overlapping jurisdictions, which are not always aligned in their policy implementation and delivery mechanisms. There remain opportunities for China to make further progress and this paper reports on the outcomes of a science-to-policy roundtable meeting involving scientists and policy-makers in China. It identifies, in an holistic manner, new opportunities for additional considerations for policy implementation, continued and new research requirements to ensure evidence-based policies are designed and implemented and identifies the needs and opportunities to effectively monitor their effectiveness. Other countries around the world can benefit from assessing this case study in China.

Abstract:This study summarizes the progress of the coordinated management of routine and emergency water resources globally and then investigates the Chinese situation. The results show that China's coordinated management system needs further optimization, the technical system needs further innovation, construction projects need further support and information construction needs further updating. This study proposes perfecting the management system and routine and emergency management mechanism; improving the engineering technical system to promote the ability to build water resources management; strengthening the ability to identify routine and emergency thresholds; adhering to comprehensive prevention and control management; and encouraging public and stakeholder participation.

Abstract:This paper examines the current status of water resource management and conservation in China, along with strategies to address the water resource crisis. Given the current situation, the paper highlights issues such as incomplete legal mechanisms, limited environmental awareness among enterprises, and insufficient government investment. To address these challenges, the paper proposes a series of strategies, including improving the ecological environment, enhancing production techniques, strengthening management systems, rationalizing water resource allocation, and implementing water-saving measures in both industrial and agricultural production. These strategies serve to achieve sustainable water resource management, reduce water pollution, and effectively tackle the pressing water resource issues faced in China currently.
