A Discourse on the Process of Cross-Strait Political Dialogue

Abstract:Cross-Strait political dialogue should be regarded as an ever-developing and evolving process to be conducted on multiple levels as well as with different phases and steps.The principles of "easy matters and lower levels first,growing patience after initial breakthroughs,well-controlled efforts to promote the dialogue,and progress in proper sequence" should be adopted instead of seeking to settle all issues with a package of agreements through one round of negotiation or even expecting to make final arrangements for cross-Strait relations once and for all.As a developing process, the dialogue can be conducted separately to address procedural issues and substantive ones;it has to go through three stages in sequence,namely,political contact,political consultation and political negotiation.This paper maintains that,in order to promote cross-Strait political dialogue,both sides should start from addressing issues about the state power rather than sovereignty.To be more specific,Taipei's administrative power over Taiwan,Penghu,Kinmen and Matsu should be recognized as the initial driving force for the dialogue;all possible common grounds must be explored including referring to "Constitutional One China;" the crux of the dialogue,the political positioning of both sides,is to be settled under the principle that "both sides across the Taiwan Strait belong to one China."
