Abstract:Knowledge is the core competitiveness of small and micro technology-based enterprises.Protection of intellectual property rights is not only a need to ensure its profitability,but also needs to maintain the competition order and create innovative environment.Innovation is the only way to enhance themselves for small and micro technology-based enterprises.Sunk costs of innovation,coupled with the lack of collateral make it more difficult to obtain credit from banks.Legal restrictions on small and micro technology-based enterprises' public financing should be relaxed.Legal normative work of private financing and venture capital for small and micro technology-based enterprises should be strengthen.
