Analysis of the US Energy Strategy Evolution from the Climate Change Perspective

Abstract:The US energy strategy evolution is analyzed from climate change perspective based on Bai and Perron’s structure breaks test. Results indicate that two breaks exist and tendency terms of energy consumption per GDP are of opposite algebraic signs. The US energy strategy in the vicinity of second breakpoint lowers effectively growth rate of energy intensity per GDP, demonstrating that improvement of energy technology and energy conservation improve the ability to deal with climate change. Implementation of US energy strategy slows down the rate of decline in carbon emissions per GDP, verifying the effects of Reagan Administration’s antienvironmental policies. It is worthwhile for China to learn from the US its diversified energy supply, renewable energy quota system policies and R&D incentive policies, which have enhanced the supply of clean energy.
