Abstract:Independent college is a special school-running model established in a certain stage in China. Since the late 1990s,Chinese independent colleges have experienced three stages of historical evolution: start-up exploration,standardized management,and transformational development. The theory of historical institutionalism provides an effective analytical framework for explaining the institutional logic of the development and evolution of independent colleges. The study found that the decentralized higher education management system,the insufficient financial investment in higher education,and the “official-based” cultural model are the underlying structure. The combination of high adjustment costs,the opposition from vested interest groups and the learning effects leads to strong path dependence in its development. The interaction of key actions of the central government,local governments,parent universities,social investors,and private universities is the driving force for the emergence and development of independent colleges. In this sense,the current transfer process of independent colleges still depends on the interactive process of multiple actors and the shift of their strength. Therefore,to accelerate the transfer of independent colleges,it is necessary to increase institutional supply and optimize the policy system,to strengthen interest compensation and reduce interest disputes,and to innovate the transfer path and promote the transfer step by step.
