Abstract:Under the background of "double first-class" construction, the teaching staff, as the foundation of the construction of colleges and universities, determines the overall construction effect of colleges and universities.High-level teachers are the guarantee of talent cultivation, education and teaching, scientific research and competitiveness of colleges and universities.However, the improvement of teachers' quality is affected by many factors, which leads to teachers' choices that affect their overall performance when facing teaching and scientific research tasks.In view of this, this study attempts to determine the relationship between professional ability, incentive mechanism and career satisfaction in Chinese universities and colleges, and to propose ways to improve teacher quality.A total of 400 valid questionnaires were collected in this study, and SPSS 26.0 software was used for descriptive analysis, variance analysis and regression analysis.The results show that there is a positive correlation between professional ability, incentive mechanism and teacher satisfaction in Chinese universities.This means that the stronger the professional ability of teachers, the better the incentive mechanism, the higher the satisfaction of teachers, and the corresponding improvement of teacher quality.Through this research, universities may encourage and support the training and professional development of young teachers.This will help balance the age structure of the teaching force and provide more development opportunities for young teachers.As teachers themselves, they may continuously improve their level of professional ability, including teaching and academic ability, and formulate their own career plans in order to adapt to the constant changes in society.Regular teacher training programs should be established to help enhance their professional competence, while salaries and benefits should be improved to better motivate teachers.

Abstract:In an era of information revolution, knowledge explosion, internet connectivity, economic restructuring, frequent innovation, increasing global competition, fast changing environment and values, "learning organization" or "learning society" is no longer a mere concept. Rather, it has become a necessary component of our modern life and social practice. The learning aptitude of the civil servants (self-consciousness, interests, and capacity to learn), not only their learned skills, are more and more becoming valuable assets for government organizations. On top of carrying out their traditional functions in human resources management and utilization, public sector human resources managers have to face new challenges in cultivating, guiding, stimulating, and assisting the development and maintenance of the learning aptitude of its employees in order to sustain the competitiveness and innovations in government organizations. The authors argue that, organizational support, organizational culture building, and reinvention of the conventional institutional arrangement are strategies for helping civil servants to overcome their learning obstacles and improve their learning aptitude.

Abstract:It is important to establish a high-quality basic education faculty for improvement of basic education quality and primary and secondary schools shall create faculty with noble teacher's professional ethics, superb business, reasonable structure and sufficient energy. Abstract:Throughout the years. researchers searched for the definition of a good teacher. This article offers to learn from model educators, fictional and historical, how to define values, perception and practices which characterize good teachers. Four fictional teachers were chosen based on two characteristics: First, author’s descriptions that underline their good qualities as a person and as a teacher. Second, remarks from their students’ and/or students’ parents or guardians, stating their acknowledgment of the teachers’ special qualities. and their gratitude for the learning experience they shared. A qualitative narrative analysis of these teachers – ‘Jane Eyre’, ‘Ann of Green Gables’ and his sequel ‘Anne from Avonlea”, ‘Up the down Staircase’ and ‘Goodbye Mr. Chips’ – defined five major characteristics which represent the exceptional teacher: holistic perception of the student, identifying and addressing students’ unique needs, emphasis on student-teacher relationship, creative teaching, a sense of mission and an inspiring personality. Examining the work of exceptional educators such as Ann Sullivan (Helen Keler’s tutor). Janusz Korczak, and Haime Escelante, reveals common themes which corresponds with fictional model teachers characteristics. Qualitative interviews with 14 Israeli rural high school teachers (7 homeroom educators and 7 subject teachers) emphasized similar characteristics of their role perceptions and practices. The key to higher achievements, educational and academic alike, lies in the hands of the teachers. If these traits characterize the ‘good teacher’ we should consider merging then into teachers’ preparatory and in-work professional training, as well as teachers’ evaluation processes. Let us learn from good examples how to become ‘good teachers’.
