Abstract:Four types of banking institutions responded differently to the drive to centralize Chinese rural banking operations. In 2009 city commercial and market-oriented banks had a higher density of outlets in economically developed than in less developed counties, as expected, while rural banking institutions had an unexpectedly higher density in non-agricultural than in agriculture-based counties. Circumstantial evidence suggests that the wholly state-owned and policy-oriented Agricultural Development Bank of China has invested in business-oriented activities in non-agricultural counties. These banking sector developments could have long-term policy implications for rural development in China.

Abstract:Rural banking in China: geographically accessible but still financially excluded? Regional Studies. Based on the distribution patterns of rural credit cooperatives in about 2200 counties in 2009, this paper examines two aspects of financial exclusion in rural China after the restructuring of the banking industry. Despite the state's efforts to ensure financial inclusion in rural areas, poor farmers could be spatially included while still being denied loans due to their inability to provide collateral, and the lack of formal credit records. The mismatch between the supply and demand of credit has led to informal loans substituting for formal loans and thus contributed to the proliferation of informal banking in China.

Abstract:Empirical analysis on the structure of financial institutions and economic growth in rural areas after China's reform and opening for 26 years shows that it is urgent to reform the financial institutions.The development of decentralization and diversification of rural finance cannot meet the requirements of promoting economic growth in rural areas.Agricultural socialized service system should take centralized system of Chinese rural financial system as the basic mode,including services for each stage before,during and after production.

Abstract:Historically, China's political attempts to provide access to rural credit has met with mixed results and an institutional structure that often strays from intended policy goals. Unlike Robin Hood of English lore, the emergence of financial institutions in China appears to have robbed from the poor to lend to the rich, with actions that severely depleted the lending resources required for rural development. Historically, there has been a close correspondence between financial depression and the many policy‐driven financial institutions that dominated the rural financial system in China. More recently, ongoing reforms are dedicated towards a gradual liberalization within the system. Therefore, the purpose of this paper is to rethink the structure of rural finance in China, reviewing the current reform and putting forward the policy implications. The paper explores the context of agricultural transition and political process as defined by the various interlinkages across the Chinese rural financial system. The paper finds that there has been negligible progress in the evolution of the rural financial market in China. The policy‐led financial institutions ended up as merely a disbursement window and a costly drain on state budget. Institutional changes were locked in by patching up the existing institutions. The ongoing reforms projected by policymakers promote competition among different institutional lenders and thus potentially improve the financial services in rural areas. This paper analyzes the new‐round reform of rural finance in China and brings forward the future direction of rural finance in China.

Abstract:As the country has been placing greater emphasis on agricultural development, rural finance based on supply-side structural reform has achieved tremendous growth. However, investigations have found that the rural financial market still has problems in its service modes, organizational systems, product innovation, and risk evaluation, thus requiring urgent attention. Therefore, this study analyzes and expounds on these problems from the aforementioned four aspects and proposes the following solutions: encourage the creation of agricultural service institutions, establish and improve the rural financial organization system, vigorously develop new rustic financial products, and strengthen the risk supervision and management of financial markets. Only in this way can the agricultural supply-side structural reform and the innovative development of rural finance be realized.

Abstract:The low-level disequilibrium of China's rural financial markets can be attributed not only to the control of financial supply,which is the result of stock reform,but also to the shortage of financial demand.To further the reform and development of rural financial markets and to reach the high-level equilibrium,there are two crucial approaches.The first is to effectively increase financial supply through improving both incremental reform and stock reform.The second is to stimulate financial demand of agriculture,rural households,and rural areas by promoting their multi-dimensional development simultaneously.

Abstract:In this paper, rural financial systems in the United States, Japan and India are investigated. It has been found that in these countries, there is a relatively mature rural financial market which caters to the rural economic activities through different channels. The experience of the three countries may provide inspiration to China's rural financial system. The diversity of the current economic structure in China requires a diversified economic system; therefore, the financial reform in the rural areas of China should be carried out in multi-dimensional mode in order to establish a standard rural financial market in diversified organizational forms.

Abstract:This article examines the relationship between market competition and efficiency in the banking industry as well as developmental trends using case studies from South Korea,Chinese Taiwan and the Chinese mainland between 1996-2005 in the context of financial globalization.This comparative study demonstrates that after liberalization and internationalization,the Taiwan banking industry as a whole shows a high degree of competition,but over-liberalization has gradually resulted in a negative correlation between competition and efficiency.South Korea's banking industry was severely damaged in the East Asian financial crisis because of long-standing direct government intervention and a lack of supervision during banking liberalization.Following large-scale reconstruction,South Korea's banking industry is showing a marked tendency toward monopoly,and the previous negative correlation between market competition and efficiency is becoming positive.The banking market on the Chinese mainland has a relatively low degree of openness.There is a clear positive correlation between competition and efficiency;competition facilitates improved efficiency.

Abstract:We develop a simple two-sector neoclassical growth model in which the upstream sector produces intermediate goods, and the downstream sector produces final goods with outputs from the upstream. While the downstream sector features perfect competition, firms in the upstream sector engage in Cournot competition and charge a markup. We show that the deregulation and the introduction of competition in the upstream goods sector not only increases the productivity in the sector but also has a substantial spillover effect on the productivity of the downstream sector and factor prices. We calibrate the model to the Chinese economy and use the calibrated model to quantitatively evaluate the extent to which the deregulation in the upstream market in China from 1998 to 2006 can account for the rapid economic growth and the high and rising returns to capital in China over the same period. Our quantitative experiments show that the deregulation in the upstream sector can account for a significant share of economic growth in China during the study period. In addition, our model delivers implications that are consistent with several other relevant observations in China during the same period.

Abstract:By establishing rural land banks, we can broaden the financing channels of agriculture and promote rural construction. The rural land bank can help develop scale operation of agricultural land and increase farmers' income. This paper illustrates the necessity for the construction of rural land banks. We can learn a lot from foreign experience. Combined with actual Chinese conditions, this article clarifies the main business scope of Chinese rural land banks. The article conceives the operating modes of Chinese rural land banks and discusses the organizational structure of the land bank in Germany, the United States cooperatives, and land banks. Finally, the article enumerates and analyzes the potential risks that the rural land bank may face in the process of development.

Abstract:Rural depression is a global issue in the process of worldwide urbanization. Compared with rural economic institution reform, rural land institution reform is more thorough in realizing rural revitalization. In this paper, polycentric governance theory is used to introduce marketization reform of collective profit-oriented land (MRCPL). MRCPL aims to allow rural collective profit-oriented construction land to be sold and leased with the same rights and at the same price as state-owned construction land. In the process of MRCPL, we suppose that the key subject is the central government, and the multiple auxiliary subjects include local governments, markets, villagers, and village collectives. Herein, Deqing County was selected as the research area and its achievements, conflicts, and potential risks in the process of MRCPL were studied. This study found that in Deqing County, a unified urban–rural construction land market has been preliminarily established, the rural revenue allocation mechanism has been updated, and the rural land finance mechanism has been developed. However, MRCPL may have conflicts with existing land requisition institutions and land banking institutions, and may also have conflicts within different subjects (farmers, village collective, local government, and central government). These conflicts may lead to potential risks, such as rent-seeking risk, land-financing risk, and real-estate-bubble risk. In general, the MRCPL aims to allow rural collective profit-oriented construction land to be sold and leased with the same rights and at the same prices as state-owned construction land. This reform can protect farmers' land rights and promote the construction of urban and rural integration.

Abstract:The financing problems affect the efficiency and fairness objectives of rural economic development very much. Why we need a rural financial system, not choose to spread the market financial system to rural area instead? This article argues that, there are four key issues in rural financial market that can't be solved by market financial system: critical information asymmetry, lack of collateral, specific costs and risks, and non-productive usage of funds. If the rural markets were evolved naturally, the market failures and negative-externalities can't be avoided. But when the government interrupts in rural financial market, it will prefer to build up a formal financial system, which restrains the development of informal arrangement, but the later has the advantage to solve the four key problems, then the government failure will come out. In this market-based logic, the key to solve market and government failures lies on the construction of vertical cooperation rural financial system. Studies on the practices of many developing economies and China proved the evolving process. But the market-based logic can't solve the rural financial difficulties in essence. China should use the market-based logic, and also try to use anti-market-based logic to solve rural financial puzzle.

Abstract:Purpose This paper seeks to understand the evolution of financial intermediation in the course of China's economic transition. Design/methodology/approach The research is based on a unique data set collected by the authors and other collaborators from a 1998 survey of financial institutions, enterprises, and government officials in southern China. Findings Based on an empirical investigation of rural financial reforms, it is argued that China's two‐decade long financial reform was a gradual process that accommodates reforms in other sectors and responds to changing policy goals and the economic and institutional environment in which financial institutions operate. Although using standard measures of financial system performance may cast doubt on the effectiveness of China's rural banking system, when one understands the different roles that it has been asked to play, it can be argued that it has not operated so poorly. Research limitations/implications In conclusion, it is found that China's rural economic environment is still changing. If the system continues to change in the future, responding to pressures in the economy, further financial reforms will almost certainly emerge in the coming years. Practical implications These findings, although primarily from the 1980s and 1990s, are still helpful in understanding the reform process that is currently ongoing. Social implications This paper will help readers make sense of agricultural financial reforms and will allow for more discourse over what has been accomplished and what still is needed. Originality/value This is the first manuscript to comprehensively put China's rural financial reforms into the context of modern economic analysis, explaining why China's government proceeded as they did and why the reforms have unfolded in such a stop and start manner.

Abstract:From 2006 to 2011, with the change in regulatory policies, most regions of China relaxed restrictions on the intercity branching of city commercial banks, which led to a significant increase in the number of nonlocal branches of city commercial banks. We assess the impact of this bank branching deregulation on the credit risk of the regional banking sector across 286 prefecture-level cities in China. We find that deregulation has increased the credit risk of the regional banking sector in host cities by intensifying competition and encouraging risk-taking behaviors such as "lowering lending criteria" and "attracting deposits with higher interest". Moreover, this effect becomes more pronounced in regions with a higher initial level of the loan-to-deposit ratio and regions with a higher initial level of competition in the banking sector.

Why the Informal Financial Market Plays an Important Role in China?

Abstract:We develop an asymmetric-information oligopolistic model to analyze the informal financial market.When outside investors' monitoring is quite easy,the equilibrium interest rate is low and the project is financed with high investment level,and vice versa.In China's rural area,where people have deep social interaction with each other and entrepreneurs invest mostly in the labor-intensive business with low technology,outside investors easily monitor entrepreneur,and good project is invested and the equilibrium informal financial market is characterized with low interest rate and high investment level.This paper can partially explain the argument highlighted in Allen et al.(2005):even though the legal system does not efficiently protect investors,the development of informal financial system supports the growth of the informal sector in China.This paper also argues that it is the inefficiency of the formal financial system that leads to the existence of equilibrium with high interest rate,which may induce local financial crises in rural China.To prevent local financial crises,the government can either improve the efficiency of formal financial system,or increase the external investment opportunity of capital held by external investors through policies supporting the development of small and medium banking system.

Abstract:Rural internet finance is a new business mode combining traditional rural finance with internet technology, which has the functions of accelerating the innovation of rural financial products and inclusive finance, and has important practical significance for promoting agricultural modernization and solving the problems of agriculture, rural areas and farmers. On the basis of expounding the present situation of China's rural Internet finance development, this paper analyzes the opportunities and challenges faced by China's rural Internet finance development, and puts forward some countermeasures to promote the healthy development of rural Internet finance from five aspects: strengthening the supervision of rural Internet finance, perfecting the rural credit system, establishing and perfecting the risk control system of rural Internet finance, increasing the publicity of rural Internet finance, and cultivating rural Internet finance talents.
Research on the Driving Factors for the Development of Inclusive Finance in Rural Commercial Banks: Market Competition or Government Intervention?

Abstract:Based on the survey data of 43 rural commercial banks in Jiangsu Province, China, from 2015 to 2018, 14 indicators among 3 dimensions—coverage, business implementation and service quality—were selected to establish the inclusive finance index of rural commercial banks. The impact of market competition and government intervention on the development of the inclusive finance of rural commercial banks and the mechanism were empirically tested. The heterogeneous performance of market competition and government intervention in different market conditions were also thoroughly discussed. The results show that both market competition and government intervention can help reduce the pricing level and broaden the service coverage of rural commercial banks, which can promote the development of inclusive finance. But the role of market competition has a stronger impact than that of government intervention. The heterogeneity test shows that market competition plays a more significant role in the regions with higher levels of market competition and financial development, and in the southern and central Jiangsu Province, where the economy is relatively more developed. However, in the regions with lower levels of market competition and financial development, as well as in the northern Jiangsu Province, with a relatively backward economy, government intervention significantly improves the degree of inclusive finance of rural commercial banks. Finally, we advocate that the roles of market and government should be applied according to local conditions, and the development of the inclusive finance in rural commercial banks needs to be continuously promoted.
