Abstract:As an important basis for medical equipment resource allocation, cost-beneift analysis obtained more and more attention from government management departments and hospital management. In this paper, the method of informatization technology was used to make the cost-benefit analysis so as to monitor the equipment assets, operating costs and revenue in real time. It also provided decision-making basis for department cost control and master planning for medical equipment, and improved the level of ifne management for medical equipment.

Abstract:Cost-benefit analysis and evaluation of education informatization is a complex system engineering,whose core work lies in clarifying key factors for restricting construction cost and application benefit of education informatization.Education informatization cost consists of three factors,namely,information construction cost of teaching and scientific research,information infrastructure costs and information security system cost.Benefit index is composed of teaching benefit,scientific research benefit and management benefit.According to the above evaluation system,a cost-benefit analysis of education informatization has been made in 19 colleges and universities in Zhejiang province.The findings are as follows:the key factors influencing education informatization cost include infrastructures,information resources,computer equipments,personnel,network and training funds;and the key factors influencing education benefit include the quality of scientific research personnel,multimedia network utilization,informatization management application,scientific application of information resources,information network popularization and multimedia teaching application;there are significant correlations between cost and benefit of education informatization in these colleges and universities;the key factors further concretize the cost-benefit indicators,which will actively guide the practice of performance evaluation of education informatization.

Abstract:The paper discusses the importance of library collection to the development of academic libraries.Using the case of Shanghai University Library,the authors conduct statistical analysis,comparison and review on the circulation of the Chinese books acquired in 2007.Based on that,the authors point out that academic libraries should conduct collection evaluation and optimization from both qualitative and quantitative aspects.A scientific and reasonable academic library collection should be built and aligned to the university's objective of development,subject construction,target customers and other factors.

Abstract:As the financial capital from public finance is increasing,public libraries are facing the questions about investment benefit,which are raised by taxpayers and administrative offices of public finance.The questions require public libraries to describe the benefit of its existence.In order to solve the questions,the evaluation research on the economic value of public libraries is arising.This study is based on the evaluation on the economic value of Hangzhou library.We use the contingent valuation method and consumer surplus method in this evaluation,and analyze the factors influencing the economic value of public libraries.The findings include:(1)The way to deal with substitute's price and the question pattern of questionnaires brings great influence to the reliability of contingent valuation method and consumer surplus method;(2)The economic value of a group of libraries is much larger than that of an individual library;(3)Under the condition of unchanged basic services,to promote the economic value of public libraries,librarians should provide more high value-added services;(4)Under the condition of unchanged fund input,reducing the costs of services can promote the economic value.

Abstract:The university libraries may play as two roles in the university digital library federation's knowledge resources services,which are knowledge resources seekers and knowledge resources contributors.Then in the view of knowledge resources utilization,the cost sharing mechanism of common knowledge resources construction in the federation is discussed on the basis of the establishment of the federation's internal knowledge resources flow network model.It is suggested that the library members' own knowledge resources of high quality should be treated as the federation's common resources and be supported with constructing funds,so as to promote the library members' participation in the knowledge resources services.

Abstract:Purpose – The purpose of this paper is to develop a decision-making model for buy vs borrow selection decisions. Design/methodology/approach – The authors conduct a statistical analysis of circulation transactions and Interlibrary Loan (ILL) request data related to Western books as well as the overall subject content of local collections. They compare the relative costs and delivery times for obtaining materials through interlibrary loan channels vs purchase from domestic or foreign publishers. Based on this analysis, they make recommendations for buy vs borrow decision-making model relevant to the Western books collection at the Peking University Library. Findings – For materials available domestically, requesting through ILL is the preferred acquisitions strategy because of the low cost of domestic service and the comparable speed of delivery. Materials that can only be obtained from foreign libraries are best acquired through a combination of purchase-on-demand and ILL. Originality/value – This paper adds to the corpus of professional literature on buy vs borrow collection development models but adds a unique perspective by applying this model to a Western book collection in a Chinese academic library.

Abstract:Building intelligent system has become one of the standard configurations in a public building even in a residential building. Intelligent buildings are expected to provide high-efficient, convenient, comfortable and energy-saving built environment so as to bring additional benefits. However, problems like sensor faults and control strategy flaws may result in low performance and high energy consumptions and maintenance costs are needed as well. Thus it is needed to synthetically evaluate the costs and benefits of intelligent systems to help building investors to make decisions. This paper proposes a cost-benefit evaluation method for building intelligent systems. Life cycle net present value (NPV) of all the costs and benefits, including tangible and intangible, is used as an index to evaluate the performance of the building intelligent systems. The proposed method puts emphases on the quantitative evaluation of intangible benefits using Analytical Hierarchy Process (AHP) method to determine the weights of each aspects of intangible benefit. The building energy consumptions are taken as an another emphasis as well. The proposed method is applied to evaluate three actual buildings to check its feasibility and effectiveness. Sensitivity analysis of NPV to energy consumption of the case study buildings shows that the energy consumption increase or decrease caused by different performances of intelligent systems can influence the positive or negative of NPV, which implies the building intelligent systems are worth of investment or not. Abstract:Even though most universities in China have successively introduced digital resources, traditional paper-based resources still share major percentage in the whole library resources. In the current library management schemes, the information of the resource requirement and usage record is not utilized effectively either in resource purchase decision or in resource allocation plan. Furthermore, there is no efficient approach proposed to utilize the advanced information technologies in library management. In this paper, we firstly analyze the patterns of the current library services in Chinese universities and points out some problems existing in the current resource management systems. We then propose several approaches attempting to improve user satisfactory and resource utilization by considering customer behavior and requirement information.
