Idlers’Discipline and Social Governance Strategies in Rural Renovation——Taking “Modify the - Idlers”Movement as Example

Abstract:Based on the elementary theoretical frame of Volkmann’s motto theory and social governance theory,this article analyzes and explains the"reform-the-idlers"movement of the Shan-Gan-Ning border region from the perspective of social governance strategies.Compared with caird discipline measures of Chinese imperial power in authoritarian societies,the caird discipline and social governance of the Shan-Gan-Ning border region are undertaken with whistle-blowing of mass movement,joint review and self-censorship,and in accordance with systematically discussed and evaluated standards.This is done in order to clearly define the "idlers"from population,and also to encourage other people,under peer pressure from social acquaintances,to conduct self-censorship in contrast with the adopted standard for "idlers".Another way is to set "negative examples"to encourage farmers to advance through self-improvement.These governance strategies have successfully disciplined the rural population and have made each individual become more efficient and more productive through cautious selection and self-censorship.
