Problems and Strengths of China’s Public Service Facility:Beijing Xicheng District Example

Abstract:Urban public service facility of rational allocation and construct is the need of government management and the prerequisite of community resident’s autonomy is the important part of harmonious society.Take Beijing Xicheng district example,this research analyzes the condition of China’s public service facility,finds the problem such as misdistribution,undersupply,mismatching and inefficiency which cause by the history effect,and cognition,policy,system and management,and then,proposes that start with the needy of user,emphasizes the co-ordination of supply and demand,formulates the index base on the styles of community and service facility,adopts the different construct methods,enhances the plan,construct and management,formulates the polices,come true the resource’s integration and use,enhances the availability factor.
