Abstract:Brantly Womack's theory of Structural Misperception links the structure of power relations with cognitive factors and to explain the reasons why asymmetrical power relations between countries lead to tension. According to this theory,there are great differences in national interest and risk perception of countries with asymmetrical power relations. Such differences cause misunderstandings of a country's behavior and intentions,which then bring about tension and conflict.
