Abstract:Objective Shanghai is one of the cities that are of highest rate of aging,which is very useful for analyzing the condition of nursing and guarantee and for putting forward the counter measures.The paper has studied the condition of nursing and guarantee of aging in Shanghai and has conducted the measures and suggestions to the problem.Methods the research is conducted about 1800 residents including 600 outpatient service residents in hospital,600 hospitalized residents and 600 residents of community service center.While the actual number involved in the research is 1620(90%).The research methods are mainly reviewing documents,interviewing,evidence-based analysis,discussion among experts group and questionnaire survey.Qualitative and quantitive researches and involved.Results in terms of offering medical care and nursing service for senior citizens,33.8% of them hold the view that the service the hospital offered is not enough in shanghai.About the Medical security,the great mass of residents visiting the hospital hopes that the medical security can cover the institutions for aged people such as the nursing home for aged people.For instance,89.3% residences over 60 years old are in favor of this measure.Conclusion ①assess and assign the resources first;②expand the home-based care for the aged and establish insurance system for nursing for the aged;③carry out the methods of price discrimination;④establish more nursery for the aged in the city center.
