Abstract:By comparing China with other large populous countries on the similar level of economic development thirty years ago,we can see that the achievements in human capital development may be an important factor accounting for the growth of Chinese economy.In particular,the results in health and education in the first thirty years after the establishment of New China laid the important foundation for economic development,which differentiated China from other countries.An important experience New China had in the first thirty years was that it found a correct way to ensuring health and education of the public,improving labor qualities and lowering death rate and birth rate of the population by means of labor-intensive input.One of the important characteristics of"China model"is to put in operation with the minimum cost the mechanism for endogenous improvement of human capital, which enabled China to have better human capital than other developing countries before the institution of reform and opening up even though China had a very low per capita income.This provided an inner driving force for China to quickly seize the favorable opportunity of globalization after it launched the reform and opening up.
