Abstract:Regional liaison network is a key element of National Science Foundation management system.It aims to identify how to position liaison network under new environment as well as what functions should the liaison network perform.By analyzing the data collected through interviews,surveys and archives,it presents an analytical framework to position the liaison network along two dimensions,namely the scope of activities and the stability of activity rules.Furthermore,a function design is conducted based on the positioning analysis framework.Finally,it provides some safeguard measures for the convenience of implementation.
