Abstract:Private SMEs is a new and developing active economic force in the transitional process from planned economy to market economy in China, but it is often treated unfairly or even biased against in getting loans in a monopolistic credit market. The phenomenon that commercial banks "spare"or even refuse to lend money to private SMEs is a reflection of the inferior financial position of non-public-economy, on the other hand, it also shows that the marketization reform of the commercial banks has been severely restrained with the planned financial system, and the backwardness of financial reform leads to a lot of unreasonable credit actions. In this paper, under a series of hypotheses,we set up a financial and collateral model, it shows that private SMEs have been adversely affected because of market monopoly and interest rate regulation, secured loans which comes from private collateral or the third-part benefit private SMEs as well as commercial banks.
