Abstract:The Good Manufacturing Practice (GMP) is one of the gold standards by which governments worldwide judge modern pharmaceutical companies' production processes and product-safety standards. However, in all the nations, it is difficult to obtain real data about GMP inspection results, so conducting the related research is impossible. Taking advantage of a rare chance to obtain the on-site GMP inspection results in China, we have been able to initiate an empirical analysis of how company characteristics and risk management affect the GMP inspection results of certain pharmaceutical companies. The 2SLS method regression was employed in this study. Our four main findings are as follows. First, compared with Chinese state-owned companies, foreign commercial and private enterprises are held to higher standards. Second, the GMP inspection results tend to be better for those enterprises whose main sources of capital are not dependent on bank loans. Third, enterprises with higher fixed assets tend to receive the better GMP inspection results. Fourth, the longer the quality authorized staff has worked in a company, the better the GMP inspection results expected of that enterprise. These findings offer insights into inspections and production improvements in China and other GMP-compliant countries.
Comparative analysis of consistency evaluation for generic drugs in foreign countries

Abstract:The national drug safety"12th Five-Year Plan"had clearly put forward enhancing the quality of generic drugs and launching the generic drugs consistency evaluation.As the evaluation work is being launched in our country,lots of literature abroad was reviewed.The history and methods of consistency evaluation for generic drugs in foreign countries were analyzed in this paper,and technical requirements of dissolution tests across different countries were introduced as well.The situations in Japan and America were primarily introduced.The experience of consistency evaluation for the quality of generic drugs in foreign countries would provide much assistance on current evaluation work in our country.

Abstract:OBJECTIVE:To provide reference for further improvement of law and regulation system of health products in China.METHODS:The differences of the concepts and the market supervisions of health products in the China,Japan,USA and EU were compared and analyzed.RESULTS CONCLUSIONS:The concepts of health products in the countries and areas differ from each other.Those countries and areas' opinions are in agreement about health products.The supervision models can be summarized into the approval system(China) and the recording system(USA).Our country lack of strong supervision of listed products,which result in low quality of health products,abuse of label and confuse propaganda behavior,etc.It is suggested to learn from Japan and USA to formulate comprehensive regulation on the production,operation,circulation of health products and their qualities.There are rules to go by in market behavior of enterprise and supervision behavior of government.At the same time,smooth development of market behavior and supervision behavior can be guaranteed by updating related regulations timely and avoiding contradictions and disjointing.

Abstract:After joining World Trade Organization( WTO) , the Chinese government carried out pharmaceutical data protection under the TRIPS agreement, but there are still some deficiencies in the pharmaceutical data protection system of China.The rapid progress in the pharmaceutical industry of Japan was tightly related to the implement of pharmaceutical industry related polices, the re-investigation policy of post-marketing drugs in Japan not only played an important role in stimulating the initiatives of drug research companies, but also effec-tively weakened the side effects of the data protection system.By comparative study on pharmaceutical data protection system of China and Japan, this paper aims to find out the shortcomings existing in the process of the pharmaceutical data protection in China and provide some feasible suggestion for the further improvement of Chinese pharmaceutical data protection system.

Abstract:Medicinal plants or Chinese materia medica (CMM) are now attracting worldwide attention as they have increasingly prominent advantages over chemical drugs in disease treatment and healthcare. Since the 1990s, World Health Organization (WHO) and International Organization for Standardization established the Technical Committee of Traditional Chinese Medicine (ISO/TC 249) have carried out the development of quality standards on medicinal plants or CMMs respectively, and a considerable number of monographs and international standards have been published. Since the two international organizations adhere to different principles, the standards they develop naturally have different emphasis. Driven by market demand and international trade, ISO mainly takes quality, efficacy and safety into consideration when developing standards, while WHO pays more attention to clinical practice, quality control and medication guidance. Up to now, there is a lack of comparative analysis on the records, background, principles, basic content, and main requirements of quality standards on medicinal plants or CMMs respectively published by WHO and ISO. Therefore, based on international standards of CMM developed by ISO/TC 249 platform and WHO Monographs on Selected Medicinal Plants, this paper systematically compares the purposes, selected principles, standard-developing process, basic content, and main quality requirements to summarize their similarities and differences, and find their merits, aiming to serve as a reference to the development of international standards for CMMs that helps them go global.

Comparison on Limit Detection Methods for Ginkgolic Acid of Ginkgo Biloba Extract by ChP and EP

Abstract:Objective:To compare ginkgolic acid(GA)limited test methods of Ginkgo biloba extract(EGB)in Chinese Pharmacopoeia(ChP)and European Pharmacopoeia(EP)in order to provide reference for the new ChP edition.Methods:ChP and EP detection methods were used to determine ginkgolic acid limit tests of Ginkgo biloba extract,the detailed analysis results were compared,and the law of the differences was investigated.Results:Because of the differences in the sample pretreatment methods,chromatographic conditions and calculation methods,ginkgo acid limit measurement results showed that the determined value by the EP method was higher compared to the ChP method.Conclusion:There is great difference about test methods and analytical results of ginkgolic acid in Ginkgo biloba extract between ChP and EP.It is necessary to develop a more accurate,more reliable limit detection method of ginkgolic acid combining with the advantages of each method.

Abstract:Background: Proprietary Chinese medicine (PCM) is widely used in the Guangdong-Hong Kong-Macau Greater Bay Area (GBA) of China. However, the regulatory frameworks and procedures for PCM registration in the region are not well-established, and there are differences among the three jurisdictions. The study is aimed to compare the legal basis, regulatory guidelines, application requirements, and evaluation criteria in each jurisdiction. Methods: We conducted a comprehensive review of the registration application processes for PCMs in the Chinese mainland, Hong Kong, and Macau based on publicly available information from respective regulators. Results: The study found that the registration application process in the GBA was complex and time-consuming, with differences in requirements and procedures among the three jurisdictions. The study also identified several challenges faced by PCM manufacturers, such as the lack of harmonisation of regulatory requirements and procedures and the requirement of package inserts and labelling for PCM products. The study proposed recommendations for improving the registration process and promoting the development of the PCM industry in the GBA. Conclusion: This study provides a comprehensive understanding of the PCM product license application procedures and requirements in the GBA, coupled with discernment of their similarities and disparities, equips applicants with the knowledge to formulate an appropriate strategy for obtaining product approval. Exploring potential methods for harmonising the regulatory process stands to benefit manufacturers, regulators, and patients by improving efficiency and curtailing costs.

Abstract:With the application of new technologies in development and production, the quality of vaccines in China had been constantly improved, and vaccines manufactured in China were being supplied to international markets while meeting the domestic immunization program need. Meanwhile, the quality management performance of vaccine manufacturers in China was continually improving. The implementation of the Vaccine Administration Law of the People’s Republic of China had imposed legal systematic requirements on full lifecycle management of vaccines in development, production and supervision, which was of important milestone significance for guiding the development of China’s vaccine industry. Based on the understanding of this law, this article had discussed quality management of vaccines from four aspects including biosafety, application of new technologies for vaccine development and production, process changes and deviation management with practical work taken into account, intended to arouse readers’attention and discussions on this law and relevant issues and provide reference to vaccine manufacturers in production, development and product quality improvement.

Abstract:Objective To investigate the application of GMP in the preparation process management of external drugs.Methods Started from production status and actual situation of pharmaceutical manufacturers for external drugs,the most common cream formulations of external drugs preparations were used as example,then analyzed the quality management status and problems on the basis of research.Results The application of advanced quality management model could enhance the production management level of external drugs,and improve market percentage of the product,and reduce the cost of losses caused due to quality.Conclusion Only improvement the quality management system can ensure the safety and efficiency in the drug production and application.

Abstract:The implementation of an effective quality management system has always been considered a principal method for a manufacturer to maintain and improve its product and service quality. Globally many regulatory authorities incorporate quality management system as one of the mandatory requirements for the regulatory control of high-risk medical devices. The present study aims to analyze the GMP enforcement experience in Taiwan between 1998 and 2013. It describes the regulatory implementation of medical device GMP requirement and initiatives taken to assist small and medium-sized enterprises in compliance with the regulatory requirement. Based on statistical data collected by the competent authority and industry research institutes, the present paper reports the growth of Taiwan local medical device industry after the enforcement of GMP regulation. Transition in the production, technologies, and number of employees of Taiwan medical device industry between 1998 and 2013 provides the competent authorities around the world with an empirical foundation for further policy development.

Abstract:China is a big country of imitation, nearly ninety-seven of the drugs are made of imitation, but the quality of imitation drugs is uneven, causing widespread concern in China. The state, in order to regulate the safety of generic drugs, has steadily promoted the work since the publication of the opinions of the general office of the state Council on the quality and efficacy of generic drugs. But the products of enterprises sometimes as many as a dozen or more, this article from the perspective of pharmaceutical economics to help enterprises scientifically in many products to determine the priority of quality and efficacy consistency evaluation of products, save their capital costs, time costs, so that enterprises better deal with consistency evaluation policy, for the product to obtain a better development prospect.

Abstract:In this paper,through an empirical research on a sample of 319 firms with the experience of the quality management practice(QMP) in China,it is verified that although QMP construct in China is congruent with the MBNQA in most aspects,some differences exist between the two models.Based on the comparison between the manufacture industry and application industry,it is concluded that there exists significant statistical difference among the application levels of the social responsibility,the new product and design of the service,and the inspection instrument.Furthermore,on the comparison of the different organization size,another statistical difference of application level has been discovered among three managerial measures,namely the gathering and analyzing of the quality information,attention to the employees'satisfaction,and the communication of the employees between departments .

Abstract:Objective Through finding differences between "ICH Harmonised Tripartite Guideline,Statistical Principles Clinical Trails E9"and"Chinese Guideline of Statistical Principles in Clinical Trials",we aimed to provide references to the revised edition of Chinese guideline.Methods ICH E9 based comparison was done to analyze the necessity and directions of the amendment.Results Two guidelines gave same suggestions on principles in clinical trials in general.But in detail,contents in ICH E9 were more comprehensive and specific.Conclusion It was necessary to add more details to Chinese guidelinewhich could be meaningful to the conduction of clinical trials.Statistical problems should be considered when protocols were designed.And it would promote the level of Chinese trails if contents such as IDMC and dynamic randomization were added to the amendment.
Advancing the Regulation of Traditional and Complementary Medicine Products: A Comparison of Five Regulatory Systems on Traditional Medicines with a Long History of Use

Abstract:Background: An appropriate regulatory system to ensure and promote the quality, safety, and efficacy of the products of traditional medicine (TM) and complementary medicine (CM) is critical to not only public health but also economic growth. The regulatory approach and evaluation standards for TM/CM products featured with a long history of use are yet to be developed. This study aims to investigate and compare the existing regulatory approaches for TM/CM products with a long history of use. Method: A mixed approach of documentary analysis involving official and legal documents from official websites, as well as a scoping review of scholarly work in scientific databases about regulatory systems of TM/CM products in China, Hong Kong, Taiwan, Japan, and Korea, was employed in this study and used for comparison. Results: For registration purposes, all five regulatory systems recognized the history of use as part of the totality of evidence when evaluating the safety and efficacy of TM/CM products with a long history of use. Generally, the list of classic formulas is predefined and bound to the formulas recommended in the prescribed list of ancient medical textbooks. Expedited pathways are usually in place and scientific data of nonclinical and clinical studies may be exempted. At the same time, additional restrictions with the scope of products constitute a comprehensive approach in the regulation. Quality assurance and postmarketing safety surveillance were found to be the major focus across the regulatory schemes investigated in this study. Conclusion: The regulatory systems investigated in this study allow less stringent registration requirements for TM/CM products featured with a long history of use, assuming safety and efficacy to be plausible based on historic use. Considering the safety and efficacy of these products, regulatory standards should emphasize the technical requirements for quality control and postmarket surveillance.
