Abstract:Chengdu city is the reform experimental area to balance and coordinate the development of urban and rural areas integrally, had put forward three concentration strategy. The CCP central committee proposed to foster new type of agricultural management entities, to develop moderate scale management. Family farms, agricultural enterprises are the microcosmic basis of modern agriculture. The peasant as the main participant of farmland transfer, their behavior directly affects the development of the farmland market. Based on 409 peasant household survey questionnaires which were collected in Shuangliu, Qionglai, Chongzhou and Lezhi, using the binary Logistic regression model analysis the influence factors of peasants transfer behavior, result had shown that family labor force, acreage of the farmland has a negative impact on transfer behavior, topography has a positive influence. The conclusion was that the number of agricultural labor force in the household, and has a significant negative effect on farmland transfer, the more agricultural labor force the household had, the more difficult for household to rent out their farmland. It shows that as long as peasants cannot have stable jobs and employment opportunities in the second and third industry, they will still have to rely on agricultural production as source of income for their livelihoods. The more farmland acreage the peasant household had, the peasants more inclined to do the agricultural business themselves, scale management should based on them as family farm. And we gave the policy implication, to improve the rural social security system, to develop the family farm, to develop the second and third industry
