Abstract:The modernization of urban construction is a key index in the process of urbanization, and also is an important index to measure the level of socio-economic and cultural development. This paper analyzes and explores the related concepts of modernization of urban construction, analyzes the situation and identity of urban construction layer by layer so as to establish an evaluation index system of the modernization level of urban construction and then the paper evaluates the modernization level of urban construction from four different angles, which are the perspectives of the urban planning control, the level of urban facilities, urban management, urban construction funds. It later analyzes the evaluation results by choosing Jiangsu Province as a research hierarchy from the scale chains of urban study and makes efforts to the operative and directive development direction.
TEMPORAL AND SPATIAL ANALYSIS OF REGIONAL DIFFERENCES OF URBANIZATION QUALITY IN JIANGSU PROVINCE

Abstract:According to the meaning of urbanization and the aim of promoting urbanization,from population urbanization,economic urbanization,residential living urbanization,landscape environment urbanization and infrastructure urbanization,we build the evaluative indices system of regional urbanization quality and use entropy method to estimate the urbanization quality of the counties and cities of Jiangsu Province from 2001 to 2009.And then taking these as variables,we also use coefficient of variation to analyze the process and pattern of urbanization quality of the counties and cities of Jiangsu Province.The results are as follows: firstly,since the beginning of the new century,the differences of regional urbanization quality in Jiangsu Province have shown the trend of expansion;secondly,the urbanization quality of cities and counties in Jiangsu Province improves gradually,but their spatial polarization becomes increasingly obvious at the same time.Prefecture-level city downtown areas give priority to downward convergence,central and northern Jiangsu counties give priority to upward convergence;Lastly we should accelerate counties economic development of the northern and central areas in Jiangsu Province(especially in coastal areas),constantly improve their infrastructure construction and people's living standards,establish the regional cooperation organization which is promoted by the government in order to break through the region as a unified regional economic system.With those measures have been finished can we accelerate the upgrading of the urbanization quality development in Jiangsu Province,narrow the disparities in regional development and promote the strategic transformation of urban development initiatives.

Abstract:According to the connotation of urbanization quality,the paper constructs the appraisal index system of urbanization quality,including economic development,people's livelihood,urban-rural gap and sustainable development.With the method of entropy,the urbanization quality of 13 cities in Jiangsu Province is analyzed.The result show that the urbanization quality of Jiangsu has been increasing year by year,but there is the difference of south-northern in the spatial distribution,and there is not changing between the three types but changing significantly in the group for the spatial distribution of urbanization quality.The urbanization quality of Jiangsu is commonly decided by economic competition,people's livelihood and happiness,urban-rural gap and sustainable development,however,their contributions are various,and there is not the corresponding correlations among them.At the same time,to the results of evaluation it are suggested that urbanization should be oriented in the urbanization of quality and given classification guidance to make the healthy development,providing a reference to the development of urbanization in other regions.

Abstract:Construction of an ecological civilization is the new requirement for China to build an affluent society.Taking Jiangsu province as an example,this paper tries to establish an index system of ecological civilization in province administrative areas,which is aimed at the dynamic and regional characters and its connotations.Based on the index system,the article evaluates the performance of ecological civilization from temporal and spatial aspects in Jiangsu province.The thesis compares the differences between Jiangsu province and China during 2000-2007 years.It also summarizes the variances of 13 cities of Jiangsu province in 2007 year.As a result of the construction of ecological civilization being still at the starting stage,the paper proposes some suggestions,including the eco-infrastructure construction,the eco-compensation mechanism,the eco-industry development and the eco-ethics foundation.

Abstract:China is currently undergoing the most inf luential urbanization phase in its history, and this process will probably last for a few decades to come. Along with the accelerated urbanization, the quality of development has been elevated to an equal position with the quantity. Being of the most developed and best urbanized provinces in China, Jiangsu has achieved an urbanization rate of 57%. Dealing with large construction scales, Jiangsu is presently striving to improve the quality of its urban space, and to elevate human settlements to a higher level. By contextualizing Jiangsu’s urbanization within a certain development stage and a specif ic historical era, the paper proposes the overall idea and action strategies for improving the quality of urban space, on the basis of the analysis on contemporary cultural pursuits. It aims at changing the current situation of one outlook for thousands of cities, improving the quality of urban space and the competitiveness of urban culture, and eventually creating better human settlements and a harmonious society.

Abstract:After 20 years's opening and reform policy enforcement, our country has fulfilled the first 2 steps of the 3 steps in constructing modernization society plan,and our life standard has reached the well-off level.But this level is low, un-comprehensive and unbalanced. Our party brought forward the development aim to construct an all-round well-off society in the first 20 years of the 21st century. To scale beyond our present situation and establish a standard for further development, based on sustainable development theory, 14 indicators were selected to establish an indicator system. And the process of constructing well-off society was analyzed by using the statistics from 1990 to 2000 in China and Jiangsu province.

Abstract:An eco-city is an eco-sustainable, balanced and intensive human settlement, and the method selected to evaluate an eco-city is an important determinant of the accuracy of the evaluation. We present a new eco-city evaluation method comprising an ecological vulnerability evaluation index system and an economic, social and environmental evaluation index system based on land use, economic development, social progress and environmental protection using spatial analysis technology (remote sensing (RS) and geographic information system (GIS)). We constructed an ecological vulnerability evaluation index system using a pressure-state-response (PSR) model and the analytic hierarchy process (AHP) based on an ecological suitability index, landscape pattern index and land resource utilization degree index and comprehensively evaluated the ecological vulnerability condition using principal component analysis (PCA) and an expert scoring method. We established an economic, social and environmental evaluation index system using factor analysis. These index systems are associated with the GIS and the AHP, and Jiangsu Province was used as an example to verify the applicability and efficiency of the evaluation method. The results show the following. (1) The ecological vulnerability of Jiangsu is relatively low but unevenly distributed. The regions with slight, light and medium vulnerabilities comprised 79.49% of the total area. (2) Thirteen cities were divided into economic advantages type (Suzhou), environmental advantages type (Nanjing, Wuxi, Yangzhou, Zhenjiang and Taizhou), social security advantages type (Changzhou, Xuzhou and Nantong) and general type (Lianyungang, Huaian, Yancheng and Suqian). (3) The overall condition of the eco-cities was classified as middle or upper and was unevenly distributed. The eco-cities were divided into four categories and there was a gradually decreasing trend from southeast to northwest, resulting in a gradient from southern Jiangsu to middle Jiangsu and northern Jiangsu. Every city should be constructed on the basis of its weak points to achieve healthy and optimum development. The results indicated that the method is an efficient and practical process, which differs from existing methods, and makes extensive use of spatial information technology and can be widely applied to evaluate eco-cities.

Abstract:Ecological civilization is a transcendence of industrial civilization. The improvement of China’s ecological civilization system can not only provide developing countries with an empirical reference for ecological civilization construction, but also make a huge contribution to the progress of global ecological civilization. This paper focuses on improving the provincial ecological civilization evaluation system. First, the Provincial Ecological Civilization Construction Evaluation Index System is established according to the Green Development Index System issued by the Chinese government in 2016, and then the applicability of the Spatio-Temporal Factor Analysis (STFA) is verified as the evaluation method of the provincial ecological civilization construction level. Further, taking Jiangsu Province, China as an example, this paper evaluates the level of ecological civilization construction in each city of Jiangsu Province, and analyzes the main factors affecting ecological civilization based on the evaluation results. Finally, according to the relationship between the ecological civilization construction and economic quality of each city, the four-quadrant method is applied to divide Jiangsu Province into four types of regions to help each city position itself in ecological civilization construction. This paper mainly draws the following conclusions: (1) Due to its simple operation and accurate evaluation results, STFA is applicable in evaluating the provincial ecological civilization construction level. (2) Taking Jiangsu Province as an example, it is found that the level of ecological civilization construction in the southwestern region is higher than that of the northeast coastal region in Jiangsu. Three inequality indices are applied to measure the regional inequality of ecological civilization construction among 13 cities, which is relatively high in recent years. (3) By analyzing the results of STFA, it is found that economic quality and natural protection are not only the main factors affecting the ecological civilization construction in Jiangsu province, but also the main reasons for the regional heterogeneity of provincial ecological civilization. (4) For the four types of regions, suggestions are proposed according to the characteristics of each region to help improve the provincial ecological civilization construction level. This paper not only improves China’s ecological civilization construction system, but also provides information for the provincial ecological civilization construction in developing countries.

Abstract:Land has become an important constraint in the development of Southern Jiangsu,and intensive use of land has formed a consensus.In this paper,we take the five cities of Southern Jiangsu(Suzhou,Wuxi,Changzhou,Zhenjiang and Nanjing) as the evaluation objects to the evaluation of intensive use of urban and rural construction land,setting up the mathematical analysis models of five index systems,which are economic development,constructive intension,environmental ecology,rural construction,and public building.We evaluate whether the construction land use of urban and rural areas in Southern Jiangsu is intensive,and analyze the effective factors,hoping to provide reference to a new round of plan-making with the overall view of urban and rural coordination,together with the goal-oriented policy-making of land-intensive use in Southern Jiangsu.

Abstract:In November 2009 Jiangsu Provincial People’s Government circulated the Suggestions on Promoting the Intensive Development of Urban-Rural Construction made by Jiangsu Provincial Department of Housing and Urban-Rural Development in the whole province. The suggestion nailed down the general requirement, working priorities, policies and measures. It signified the intensive pattern of urbanrural planning & construction was not just a theory discussed by the specialists and scholars but the strategies and actions of the government. Based on the analysis of the backgrounds of domestic and international urban transition, combined with Jiangsu’s glorious history, modern achievement and restrictedresources, this paper expounds the necessity that Jiangsu chooses the intensive pattern of urban-rural planning and construction and provides the general approach and short-term projects, which aims at the goal of creating the 21 Century sustainable human habitat--HOME.

Abstract:In this paper,thirteen prefecture-level cities in Jiangsu Province are taken as examples.Fifteen indexes are selected from population,economy,life style and infrastructure through the composite indicator method to set up the indicator system of the urban modernization in Jiangsu Province.The overall evaluation model is established of the urban modernization in Jiangsu Province,based on the clustering function of self-organizing feature map(SOM) in artificial neural network(ANN).This model is used to evaluate the urban modernization level of thirteen prefecture-level cities in Jiangsu Province in 2006 and the classification results are drawn.The classification results basically conform to the actual situation in Jiangsu Province.

Abstract:As the basement of reasonable land use and adjustment,evaluation of land use efficiency is important for coordinative development among regions and socioeconomic and eco-environment in Jiangsu Province.Firstly,the evaluation indicator system of comprehensive land use efficiency is established,which consists of 22 evaluating indicators and three sub-goals of social efficiency,economic efficiency and eco-environment efficiency.Then the weighted multiple-factors synthetic appraisement method is applied to the evaluation of comprehensive land use efficiency.Simultaneously,the coordinated degree among the three sub-goals is also analyzed.Based on the relative value,comprehensive efficiency and coordinated degree are classified into three grades of high,moderate and low.According to the combination status of comprehensive efficiency and coordinated degree of each county or city,the whole province is divided into three types,i.e.land use area with high efficiency and coordinated degree,land use area with moderate efficiency and basic coordinated degree and land use area with low efficiency and basic coordinated degree.On the whole,comprehensive efficiency and coordinated degree decreased gradually from south to north,which was caused mainly by socioeconomic development level.Based on the results,Jiangsu Province should make different land use strategy and relative policies to promote the coordinative development among regions and socioeconomic and eco-environment.
Comprehensive Measurement and Obstacle Diagnosis on Efficiency of Urban Land Use in Jiangsu Province

Abstract:The efficiency of urban land use was an important index of the utilization level for urban land.With comprehensive assessment method of multiple indexes,the comprehensive evaluation and obstacle degree diagnosis on utilization level for urban land for 13 cities in Jiangsu Province in 2004 were performed.The results showed that the whole level of efficiency of urban land use was lower with significant regional difference in Jiangsu,the economic factor was dominant obstacle of effecting utilization level for urban land,the intensive use level of urban land should be enhanced urgently,and each obstacle factor of regional economy had its features and specialties.Therefore,the policies and suggestions were put forward in the aspects of overall planning on regional economic development,scientific programming and management,raising the ratio of utilization and output of urban land,and paying attention to the urban environmental construction on the basis of developing urban economy powerfully.

Abstract:On the Fifth Plenum of the 16th CPC,New Rural Construction was put forward as a task.And recently a symposium on New Rural Construction was also held in Jiangsu.This paper analyzes the existing relevant index system.Then based on the connotation of "the development of production,affluent and civilized style rural village,clean,democratic management",an assessment index system on New Rural Construction is discussed.At last,the system is applied to evaluate the achievements of New Rural Construction in Nanyang town.The result shows that Jiangsu has a high level of rural development already,however,there is still much hard work before the goals of New Rural Construction is achieved.
