Abstract:The change of Yongzheng's policy was the milestone for Jiangnan Haitang Project.He wanted to get it done once and for ever and his cruelty aroused many arguments from the ministers.The outlay of the project was from the money fined from criminal ministers.The Seawall Project was not a simple cold building but bore abundant political,economic,social and cultural meanings.The study on political history of China's large public sights is beneficial for us to know more about its richness,complexity and situation.
