Abstract:The current situation and bottleneck of E-government development are analyzed.The general infrastructure of business application networks of E-government is given.In addition,the method of flexible application integration based on web service in government business is discussed.The architecture of E-government application platform was built based on workflow management and Web service technology,and the prototype system was developed,which can integrates the web site of government service with the business application network seamlessly.At last,as the case of application,a scenario of united annual check-up system on internet is given.

Abstract:Government portal is an important platform for communication between citizens and government,which makes it to be a core role in the e-government.How to improve the public service and citizen's trust to the government by constructing and reforming the government portals is now a problem concerned by both the government and researchers.This paper constructed a research model based on the review of the theory of information system efficiency,TAM and task technology fit.Then we focused on Zhejiang province government portal,explored the factors those would affect the utility of the government portal from the perspective of the users.According to the conclusions,we give out some countermeasures and suggestions to the related government departments.

Abstract:E-government presents a tremendous opportunity to provide higher quality, and cost-effective government services as well as creating a better relationship between citizens and government. The use of Web GIS makes the sharing and applying traditional GIS being possible. Web GIS provides integrated geo-spatial information and services to users and decision support for the government's macro decision-making. However, the current condition of huge initial capital investment in ICT equipment and IT labor does not change. As Cloud Computing enables sharing of resources and costs across a large pool of users while providing on-demand services with dynamic scalability. E-government with cloud computing raises the utilization rate of resource and reduces the budget. In addition, if e-government system is moved to cloud computing environment, cloud computing can construct the system into a service platform which takes service as its core, realizing the transition of government function and promoting the upgrading of local industry and developing low carbon economy. For this reason this research aims to develop a comprehensive framework of support e-government platform, with a specific focus on the e-government system based on Web GIS and private cloud computing based on OpenStack.

Abstract:At present, the resources integration and sharing efficiency between the government systems is not high in China. The phenomenon of repeated system development is common, which results in a tremendous waste of resources and cannot be adapt well to the information exchange, sharing and unified management of the current government systems. Aiming at the unified management of government information resources and according to the actual shared requirement of government information resources, this paper studied the overall structure of the e-government sharing platform for the achievements of business collaboration between inter departments and the solution of "information isolated island" phenomenon between different heterogeneous systems of various government departments. The overall structure designed by this paper will provide technical support for realizing the cross-platform, cross-application, cross-system, cross-regional resource data interoperability and resource information sharing in government systems.

Abstract:The e-government system plays a prominent part in government's office work, however, in the development process, there exist some problems currently, such as repeated development of common functions but hard to satisfy various personalized needs, independence of different systems which makes information difficult to share. These problems have seriously hindered development progress, increased development cost, and may result in information isolated islands. To solve these problems, this paper proposes an e-government oriented BPM OA platform, and introduces its design and implementation process. To achieve rapid development, by analysis and abstraction, we extract main features of common e-government systems and make them into configurable functions. The powerful form builder, the explicit authority management method and the BPMN 2.0 based workflow engine can significantly simplify the development and deployment process, promote the inter-system information exchange, and improve development efficiency.

Abstract:At present, E-government is an application focus of computer technology based on web and the development trend of government office. But, it still exists many problems to be solved now. Abstract:Government portal websites are the core components of e-Government because it is a platform integrating different government resources. This article was devoted to study the government portal websites in China in order to disclose the development status of e-Government in China. In order to do this, two questions are answered: from which aspects should government portal websites be evaluated; how to develop the indexes for different aspects of government portal website evaluation. In our solution, we aligned the evaluation of government portal website with new public administration principles so that government can provide better services to the users because new focuses of public administration bring new strategies for e-Government. The proposed framework emphasizes content, function, and construction of government portals. The validation analysis showed that the proposed evaluation framework is well fitted. 30 major cities’ government portal websites in China are evaluated. The results suggested China has implemented advanced e-Government services such as e-democracy but the performance of those services is not appreciated by the user very well.

This project builts the office platform based on the sufficient research firstly. Abstract:Government informatization has become an important component of the national information infrastructure and a major factor affecting international competitive power. E-government construction is regarded as one of the most important tasks for the national economy and society informatization in China today. TH-DGRC has been researching and developing e-government projects since 2003. In this chapter, we first introduce China's e-government history, progress, challenges, and plans. Next we propose a methodology for an e-government plan and design - GIA (Government Informatization Architecture) - and discuss its key reference models. Abstract:This chapter introduces the goal of ShanghaiGrid and its sub-project E-government on the grid. It first presents the main achievements of the E-government in Shanghai, points out that one of problems of the E-government is how to integrate each government agency’s resources to form cross-agency services for citizens, and argues why grid technique is an ideal way to solve that problem: grid can enable municipal government to integrate its information resources dispersed in different organizations in secure way with open standards and strengthen collaboration and information sharing. Then it gives a conceptual framework of E-government on the grid. Based on the GT3 core services, some core middlewares are developed to support the E-government infrastructure, i.e. workflow, transaction. OGSA-DAI is used to integrate data from different government agencies. The real-name citizen mailbox along with the MyProxy is the basic authentication method used in E-government.
