Abstract:At present,the input of public health in quite a lot of districts involve too much subjective factors,while lacks the support of the data of cost accounting.The study mainly used time-distribution coefficient method to measure the cost of the prior service package of essential public health services of community,based on sampling survey on the condition of carrying out essential public health services of community in 5 districts in Shanghai,and gave reference to the governmental input in the process of the equalization of public health services in the community of Shanghai.
