A Review of China’s Health Care Reform After the Reform and Open Policy in 1978

Abstract:Since 1978,China’s health reform has gone through three stages. The key issues of the first stage(from 1978 to the early 1990s)were decentralization and deregulation,which were consistent with the overall transition from a command economy to a market economy. The second stage (from the 1990s to the early 21st century) was known for the synchronization of reforms on the healthcare service delivery system,health insurance system and pharmaceutical industry. The third stage,beginning after the SARS epidemic in 2003,changed the trend of over-marketization and re-emphasized the role of the government. The three stages of reform are consistent with the macro strategy of social-economic development. During the 30 years of reform,we have gradually deepened our understanding of the key issues of what the mission and goal of the healthcare system are,how the market mechanism works and what the specialties of the healthcare sector are. China’s health reform has great challenges ahead but also has great opportunities. Starting again,at this point,30 years after China’s reform and open policy was instituted and the Alma-Ata Declaration was declared,we should reconstruct and innovate the healthcare system with Chinese characteristics,taking advantage of Traditional Chinese Medicine,our large population scale and modern information technology.
