Abstract:Based on literature research,the paper abstracted the conceptual model of innovative enterprises,put forward criterion of innovative enterprises from six aspects of enterprise target,product technology,R&D institution,Process,management and culture. The paper defined meaning of innovative enterprises,estimated and analyzed six innovative enterprises in Shanghai and put forward the development countermeasures of innovative enterprises at the governmental level and enterprise level.
