Farmland Protection:International Experiences and Implications for China

Abstract:The quantity of farmland usually decreases as urbanization and industrialization accelerate,which is a natural result of economic development.On the basis of discussing the externalities of the land market and the characteristics of income distribution,this article argues that farmland protection to an extent is necessary and policymakers should not take farmland losses for granted.Internationally,the most popular farmland protection policies include regulatory policy,incentive-based policy,participatory policy and mixed-type policy.The future policy orientation lies in market-oriented farmland protection.Regarding China's land policy reform,the article suggests that reforms be carried out in clarifying the property rights of rural land and differences between land in the cities and the countryside be bridged.Other suggestions include continual control of farmland use,establishment of a market for transaction of farmland protection rights,and preferential taxation policies aimed to protect farmland.The local governments,meanwhile,should be allowed to take over collectively-owned rural land,based on market prices,for the purpose of public causes or special farmland protection plans.
