Abstract:While urbanization acts as an engine of economic growth, rising inequality and exclusion within cities derails development progress. In the past 30 years, the population in China has converged to large-scale cities, which brought a severe housing issue, not least for migrants. In order to relieve the tension between the increasing demand for housing and the scarcity of urban resources, research on housing policy in response to urban growth is a matter of cardinal significance. This paper made an effort to explore the mechanism of public housing policies coordinated with urban growth management. Taking Chongqing City as the study area, the system dynamics model was adopted in exploring the coordination mechanism. The impact of the two policies were simulated, including the urban population control and public housing supply. The results indicated that the combined policy could more effectively cope with the possible urban housing crisis under the long-term trend, and promote urban inclusive growth. Meanwhile, the starting time of intervention also has a significant impact on the policy effect. This study shares China's experience and provides reference for other developing countries to pursue socio-economic sustainability in the process of urbanization.

Abstract:This paper compares the public rental housing programs in the US,UK,and Hong Kong,focusing on the policy goals,financing,management,and allocation mechanisms,as well as their major lessons and recent policy transformation.The implications of comparative international experiences for China's Cheap Rental Housing Program are then discussed.We suggest possible ways to improve this program,including:incorporating the role of non-profit organizations in the public housing management,developing affordability-based rent mechanisms,enforcing eligibility examination rules,and reforming the exit mechanisms and conducting better site selection and planning so as to preventing poverty concentration and residential segregation in public housing communities.

Abstract:With the proposal of new urbanization strategy in China, people-centered urbanization turns to be the core, and the housing problem of the urban population becomes extremely important. In order to satisfy the primary needs of families with financial difficulties among the urban population, Chinese government made a great effort to establish a housing security system. However, actual execution process deviates from the original intention of the system. Local government as a dual agent of the economic development and housing security, it is not only to pursue efficiency mechanism, but also to meet the legitimacy mechanism. Under the incentive of efficiency mechanism and restraint of legitimacy mechanism, local government carries out the “goal displacement” in the implementation process of the housing security system. Therefore, this paper studied on the mechanism of housing security system, and further provided policy suggestions to the development of affordable housing in China’s urbanization process.

A set of operating mechanism should be formed as soon as possible,in concrete term,integrated planning,overall development,unified operation,market pricing,shift allowance,rent and supplement separation and to improve low-income housing management mode,to standardize the market operation in accordance with the law,the low-income housing will be operated healthy and sustainably.

Abstract:Rapid urbanization has transformed cities by improving the quality and quantity of production factors, such as population, land, and capital gain optimization. However, housing problems of the floating population (liudong renkou) have seriously increased during the urbanization process. This study reviews the history of indemnificatory housing development in China and explore its effectiveness in the context of sustainable urbanization. Difficulties in the housing subsidy policy are identified, and an optimization-based framework for housing subsidy system that focusing on housing voucher is designed with the consideration of capitation grant, occasion for implementation, cost estimation, implementation procedure, and supplementary policy. The appropriateness of the housing voucher policy was tested on Zhejiang Province, and expert interview was conducted to evaluate the proposed housing subsidy system. This study provides an effective alternative housing subsidy policy which can facilitate the settling down of floating population in cities and also contribute to sustainable urbanization.

Abstract:Urban residential land supply is both driven by and significantly influences urbanisation processes, the optimisation of which are necessary to address housing issues. At present, China's urban housing system has three major problems, namely a shortage of affordable housing, rapidly increasing prices for regular commodity housing, and an under-supply, relative to market demands, of high-end commodity housing, calling into question the effectiveness of existing land supply policies. This paper first reviews policies governing residential land supply and then considers these policies in light of findings from semi-structured interviews conducted with key actors and a survey of households in Hangzhou, a city of more than nine million in eastern China. These analyses show that although the Chinese government has undertaken steps to reform land use allocation and increase housing affordability in its cities, significant opportunities for reform remain in both affordable and commodity housing sectors. Results from this study aid in formulation of a framework for residential land supply and a dynamic model for reform for Chinese governments to undertake to integrate housing provision across a range of household income and housing type classifications. The model demonstrates how reformation of the residential land supply system through improvements to the elasticity of residential land supply, optimisation of land supply for affordable housing, deregulation of land supply for and taxation of high-end commodity housing will significantly ease housing stress within Chinese cities. Finally, international experience indicates that the Chinese government can leverage revenues to acquire or otherwise support construction of additional affordable housing, with the in helping to arrest housing price inflation while achieving socialist ideals..

Abstract:To promote comprehensive, coordinated and sustainable development of Public rental housing supply, we must solve the bottleneck problems and market defect. As the deepening and development of policy-type finance, China's fundamental realities that economy, market and system are being reforming decide that development finance will play a vital and unique role in quite a long time. It reflects system energy and resources with Chinese characteristics: In the combining of government’s coordination advantage and financing advantage, financing promotes the development of market and system. Through the proposition that the exploration of development finance on promoting the marketability and quality of China public rental housing supply system, we can study and research from the feasibility, the rationality and the specific ways of achieving, and we get the conclusion that: in the case of system deficiencies and market malfunction, building public housing system and the market under the development finance backing is not only a creative way to achieve the Government's target for the balance of the social public welfare and the efficiency improvement about the residential services, but also exploration and practice for development finance to expand new function domain through the integration of system resources to obtain profit.

Abstract:This paper discusses different allowance strategies of affordable renting house,and concludes the standard for making choice under specific social and economic situation.By constructing optimization model,allowance strategies of 281 cities are estimated.It points that more than 70% of the cities shall be guaranteed by provision of low-rent homes at present time.The result indicates that provision of monetary subsidy,the presently main way,is not reasonable for the social economic situation in China.Based on international experiences,the paper researches the options for affordable renting house.

Abstract:Urbanization and industrialization have achieved great promotion since market economy was adopted last century in China. City, the most important carrier to support urbanization, of course, realizes quality and quantity optimization on production factors such as population, land and capital. Whereas, housing inequality becomes serious due to urban-rural dual structure during urbanization. People pay more attention to floating population urban housing problems than before. Based on new-type urbanization, the paper firstly analyzes indemnificatory housing’s difficulty in construction as well as its implement and combines the reality of commercial residential building in stock, utilization to justify the rationality of housing vouchers policy. Finally, for the sake of easing urban housing problems, the paper puts up an idea and constructs floating population urban housing purchase system via housing vouchers, where containing housing vouchers financial channels, subsidy objects and cash approaches.

Abstract:The paper briefly reviews the process of reforming China's housing system, then explores in greater detail the issue of housing policy, the supply and demand structure of housing markets, and the affordability of for China's urban residents . Based on this analysis, it concludes that, to build a real housing market, China needs a comprehensive series of reforms, including strengthening its property right system, financial markets, reform of the wage system, the household registration system, and the standardization of market management. Finally the paper gives reasonable proposals for the establishment of a fully-functioning housing market in China. 1. Welfare Allocation Period (1949-1978) China's traditional housing system was characterized by a highly centralized planning system in housing investment and supply, rigid administrative control over housing distribution, and welfare policy in housing consumption. Composition of housing factors in workers wages was deducted by the State. At the same time housing investment funds as an element of basic capital investment financed by the government budget expenditure, was allocated to various state-owned enterprises and institutions (simplified as work units hereafter). Then housing was allocated to the employees. The housing was owned by the State or work units. Employees only had a bundle of rights of possession, use and benefit, not of disposition. User-residents were only required to pay a nominal rent. The rent was so nominal that the State had to subsidize maintenance fees and other expenditures related to housing

Abstract:The first public rental housing of partial city has already stepped in distribution phase with the phenomenon of deserted vacancy.In order to promote benign docking between demand for and supply of Dalian public rental housing,the paper takes Dalian Quanshui public housing which is about to enter the lottery stage as an example,and uses questionnaire survey on the attitude and confidence of the public rental housing from the potential demanders for housing.The questionnaire results are analyzed based on testing of validity and reliability.The results indicate that the public currently is lacking confidence and acceptance with a grain of salt about public rental housing security system.Finally,the article puts forward five proposals to improve the Dalian public rental housing system:Guiding the concept of residential housing consumption correctly,encouraging social forces to participate in raising public rental housing,establishing scientific and reasonable rent,relieving the household registration restriction and improving the mechanism of management.

Abstract:Due to the negative image of public housing projects, housing policies globally tend to shift from government-led to market-led, from project-based subsidies to household-based subsidies. What theories does the Chinese government rely on to launch a large number of public housing construction projects since the beginning of 21th Century? In the past decades, what kind of impact has the supply of public housing produced on urban development? From the perspective of urban inclusive growth, a discussion on the impact of public housing supply policy is not sufficient to fully analyze this diversity. Therefore, this paper includes theoretical and empirical research to explore the association between the supply of public housing and urban inclusive growth in China. A data-driven method is adopted that provides analysis of China’s socio-economic situation. Based on nationwide observations, the structural equation model is applied in testing the impact of public housing supply on urban inclusive growth. The results run counter to the stereotype and indicate that, at this stage, increasing the supply of public housing not only contributes to urban social integration, but also does not hinder urban economic growth. This study shares the Chinese experience of the impact of public housing supply on urban inclusive growth, and provides support for the urban development model based on inclusive growth theory.

Abstract:In recent years, the number of the China's low-rent housing increases constantly. This growth partially alleviates the growing pressure of tight housing, while the low-rent housing in China is still in short supply. There are some flaws in the exit mechanism of China's low-rent housing, which caused that a large number of low-rent housing can not be recycled. Therefore, the effectiveness of the low-rent housing's original protection didn't fully reflect. This paper, according to the data in China Statistical Yearbook 2004-2010, discussed the difficulties and causes of the exit mechanism for low-rent housing in China, and gave the reasonable policy recommendations. to improve the low-rent housing exit mechanism by analogy analysis and game analysis.

Abstract:With domestic large-scale construction of indemnificatory apartments aimed at providing basic housing need for low-income people, it has also begun to expose a series of problems involving many aspects. On the basis of establishing an new indicator system of residential satisfaction of public rental housing, uses the grey comprehensive assessment method to build a residential satisfaction evaluation model, then calculates overall satisfaction of public rental households based on the survey on public rental households in Chongqing, and identifies the key factors which affecting the residential satisfaction of public rental households, such as surrounding facilities,property management and so on. Finally it puts forward a couple of related suggestion for improvement.

This paper gives a brief review of the recently implemented housing policies and provides some basic information about the current situation of the housing market and housing system reform in urban China. It appears that China is very successful in improving the housing conditions of urban residents. However, there are still a number of problems related to housing disposition and consumption. Based on accepted criteria, this paper makes an assessment of the performance of current housing policy, resulting in several suggestions.

Abstract:This paper explores the dynamic nature of the transformation of public housing regimes in urban China since the abolishment of the urban welfare housing system in the late 1990s. We summarize the latest progress in the development of public housing in post-reform China and investigate the driving forces behind these developments. A close examination of the public rental housing program in Shanghai helps to show that the recent revival of public housing in Chinese cities is mostly driven by the desire for economic growth. We conclude that the state provision of housing could be a short-run state remedy to alleviate economic imbalance and social inequality. However, in the long run China needs to seek more effective solutions to solve the low-income population's housing affordability problems.

Abstract:By combing the information from newspapers,journals and other literature,this paper summarizes the focuses of the new housing policy named "six pieces of advices" which include the house supply structure,indemnificatory house construc-tion and house price. It argues that the new housing policy is aimed at building the harmonious society by improving the public housing system and building the conservation-minded society by increasing small-size house supply. While cutting house-price is not a good target in the game,it is more clever if letting the market do what it should do and the same to the government.

Abstract:Along with the development of state housing system in the industrialized counties since the 1970s,the role of demand-side subsidies from both central and local government played a more important role to enable citizens to gain access to and /or retain the use of decent housing and to improve social equality.Compared with the supply-side subsidies,demand-side subsidies show higher efficient and release the governmental financial burden.The design and practice of demand-side subsidy policies in the industrialized and developed countries provide valuable experiences and lessons for China to establish its urban housing security system.This paper aims to examine the international experiences and lessons of demand-side subsidy policy and to draw useful implications to China.It first reviews the changing trend from supply-side to demand-side subsidy since the 1970 and summaries the theoretical explanations to demand-side subsidy.It then focuses on demand-side subsidies in several countries including the Netherland,the UK and the USA,and evaluates its advantages and disadvantages.The last part of this paper shows several suggestions from the international experiences to the urban housing policy design in China.
