Abstract:Coal mine safety is closely related to the stable development of China's economy. Coal mine safety supervision system provides a powerful guarantee of coal mine safety. A comprehensive review of the reform process of China's coal mine safety supervision system is important for exploring its impact on coal mine safety production. This study focuses on the reform process of China's coal mine safety supervision system from the establishment of the State Administration of Coal Mine Safety (SACMS, later renamed the National Mine Safety Administration (NMSA) in 2020) in 1999–2022. The safety status and safety supervision systems of the coal mining industry and the construction industry are compared to verify the importance of the establishment of the SACMS. It is found that the coal mine safety status has improved significantly, and the number of fatalities has decreased steadily, which is in sharp contrast with the accident trend in the construction industry. Finally, this study compared the coal mine safety status between the United States and China. Results show that there is still a gap between the two countries in coal mine safety levels. Coal mine geological conditions, coal mining technology, safety training, and coal mine safety supervision forces are the influencing factors of coal mine safety. Based on the advanced experience of the United States, this research puts forward suggestions for China's safety supervision. In addition, the law enforcement activities of the NMSA are also reflected in this study. The outcomes are significant for understanding the containment effect of coal mine safety supervision on coal mine accidents. Besides, the research also provides professional materials for coal mine enterprises and other production industries, which is conducive to promoting the safe production of various industries to a certain extent.

Abstract:Excessive mining of coal has given rise to the issues of safety and energy consumption in coal mine, and the crux lies in power network largely. In this paper, a set of monitoring system for power network in coal mine is present. Based on the demands of network operation, deep analysis is taken for the objectives of monitoring system: safety for workers underground, reliability of power network and A class equipment, power conservation. After that, system architecture and technical details are addressed and their pros and cons are discussed. This unified monitoring system rather than the conventional ones in which only a single monitoring object is concerned, integrates both equipment and workers into the monitoring schema, while the power network monitoring still be the core. Operated and tested in the laboratory, this monitoring system proved to be accurate, robust and easy to operate.

Abstract:This paper studies the occupational safety and health management methods as well as risk control technology associated with the coal mining industry, including daily management of occupational safety and health, identification and assessment of risks, early warning and dynamic monitoring of risks, etc.; also, a B/S mode software (Geting Coal Mine, Jining, Shandong, China), i.e., Coal Mine Occupational Safety and Health Management and Risk Control System, is developed to attain the aforementioned objectives, namely promoting the coal mine occupational safety and health management based on early warning and dynamic monitoring of risks. Furthermore, the practical effectiveness and the associated pattern for applying this software package to coal mining is analyzed. The study indicates that the presently developed coal mine occupational safety and health management and risk control technology and the associated software can support the occupational safety and health management efforts in coal mines in a standardized and effective manner. It can also control the accident risks scientifically and effectively; its effective implementation can further improve the coal mine occupational safety and health management mechanism, and further enhance the risk management approaches. Besides, its implementation indicates that the occupational safety and health management and risk control technology has been established based on a benign cycle involving dynamic feedback and scientific development, which can provide a reliable assurance to the safe operation of coal mines.

Abstract:Fire hazard is one of the severe casualty accident, which injures the life-safety of the miner crucially and disturbs the sustained development of the coal mine. Recently the check-up table is the mere method applying for the assessment of the fire hazard, and the assessment conclusion is subjective intensively and the Index System of the Safety Assessment is not perfect, because the dangerous degree of fire hazard is set up by the professional. In this paper, the seven factors were generalized through the statistic and analysis of the 56 fire hazards, which included self-ignite gradation of coal bed, miner stuff, management of ventilation of coal pits, fire control system, safety administration, mine combustible, risk ratio of the electrical equipment. The ratio of each factor was confirmed by the method of layered analysis, the safety degree was set up through data processing and the proper measure and suggestion were put forward according to the safety result.

This paper analyzed current development status of mine emergency rescue from system reformation,rescue team development and rescue support. Problems in current mine emergency rescue system was indicated and corresponding countermeasures were put forward as follows. Abstract:Microseismic monitoring technology is the important method for safety monitoring of coal mine. The Xinzhuangzi coal mine is high gas and outburst mine, in order to ensure safety in process of mining and tunneling, the microseismic monitoring system is built. Waveform analysis database of microseismic information and interference signal is built, the results of microseismic monitoring is preliminary analyzed. The results showed that microseismic monitoring system is stable and reliable, and the results are accurate. Microseismic monitoring technology provides a new monitoring tool and method for coal mining.

Abstract:At present, China's intelligent coal mine construction is still in the primary development stage. The integrated development of a new generation of information and communication technology and the coal industry is accelerating, and this industry's intelligent green transformation and upgrading is being promoted. With the continuous acceleration of China's intelligent coal mine construction and the continuous improvement in the degree of coal mine intelligence, system compatibility, information acquisition, and intelligent research have raised awareness of new mining safety risks. Based on the analysis of the process of China's intelligent construction, this paper describes the safety management and control risks and the technical challenges faced by China's intelligent coal mine construction in terms of norms and standards, data acquisition, subsystem and terminal sensors, multisystem integration, safety risk management, and control ability. It is important to make full use of the collaborative advantages of intelligent scientific and technological coal mine resources. Technological innovation and intelligent equipment safety access verification need to be supported, so as to promote the intelligent and high-quality development of coal mines.

Abstract:Based on GIS, Bayesian networks, using object-oriented programming idea, exploratory conduct coalmine hazard monitor control and early warning research, developed visual management system of dynamic digital ventilation network (DDVS). In this paper, coalmine hazard monitor control and early warning study is focused on ventilation, gas control, fire control and dust control. The DDVS system is developed with modern safety management principle and based on the geographic information system. It has important theoretical and practical significance in improving coalmine safety management theory, promote coalmine safety management decision-making level, solve coalmine hazard identification problem, improve coalmine hazard early warning ability, reduce accident rate and then raise the overall safety management standards of coalmine.

Abstract:Coal mine safety management has been one of the most successful public governance cases in China in the last 20 years. This paper systematically analyzes the reform measures and experience effects of the Chinese government in coal mine safety governance. It does so from three aspects: government supervision, technical equipment, and miner training. The results show that the number of coal mine accidents in China has fluctuated greatly, which can be divided into five stages. Small and medium-sized coal mines, dominated by township and village coal mines, are the key targets of coal mine safety management in China. Two policies —"shutting down small coal mines" and "integrating resources"—have strengthened the government's safety management of small coal mines. Secondly, the establishment of the State Administration of Coal Mine Safety has solved the supervision conflict caused by the multiple identities of agents and represents a turning point in China's coal mine safety management. Third, coal mine mechanization has a significant negative correlation with the number of accidental deaths and is a crucial measure for improving the intrinsic safety of coal mines. Fourth, the improvement of miners' overall education level has an obvious effect on enhancing coal mine safety. Following long-term safety education and skills training, the number of unsafe actions caused by knowledge deficits and cognitive errors gradually fell. More accidents are caused by the coal mine management giving wrong orders and illegal commands. Finally, this paper discusses the potential deficiencies of coal mine safety management in China at present, and makes some policy suggestions.

Abstract:This article sets out from the angle of systemic risk assessment, identification and control. Based on the deep research on coupling warning technology of multi-source information in weighty disasters, combined index system of weighty gas disasters in coal mines has been established, and the method of abnormal risk positioning of time and space combined with control chart and histogram has been put forward. Based on the coal mine safety risk, the article establishes risk management models of technology guarantee mechanism, organization guarantee mechanism, education training mechanism, safety culture mechanism. Comprehensive warning system of multi-source have been developed about great coal mine gas disasters, and the system integrates 6 kinds of security risk analysis and assessment methods as well as 5 kinds of prediction methods in regional or working face coal and gas outburst risk. Industrial application shows that the risk assessment system can improve the systematization and accuracy of weighty gas disasters in coal mine, and has an important significance in gas disasters prevention and control.
