Logic in the Evolution of China Telecom Industry:a Framework of Analysis

Abstract:This paper reviews the process of the China telecommunication reform, and puts forward and sets up the TDG-RCP analysis framework, based on the simple analysis of the technical and economic characteristics of the telecommunication industry, summarizing up the telecommunication reform experiences in the world. The aim of this framework is to make clear step by step of the China telecommunication reform to improve the marketing performance and social welfare in the spiral upgrading and gradual progressing way of evolution logic of regulation-competition-property rights. As for the tendency, the telecommunication legal system, professional regulations, full business competition of the operating companies, open business and applying of the private capital are being realized, with the aim to set up an effective competitive layout, under the conditions of the continuous increase of the 3G implementation, 3C mixing and realizing the WTO promises and demands.
