Abstract:According with urban economy's rapid development,there is a common characteristic appearing in many China cities which is speed of urbanization in these cities is growing faster and faster.Then,a number of historical culture cities are rethinking a question what is how to making their conservation more effective in progress of modernization in China.This article takes Hangzhou as an example,first,compares two different conservation methods between Hangzhou and Suzhou;then,finds reasons why Hangzhou cannot conserve its historical cultural resources effectively by using the old city rebuilding conservation method;after that,analyses relationship between economic development and urban space structure;finally,deduces conclusion that conservation of a old city must depends on developing of a new city.With contribution of leisure economy development,the historical cultural city-Hangzhou could achieve a wonderful consequence that is the old city feeds on itself.

The Spatial Consistency between Compact City and Mixed Land Use Development：A Case Study of Shanghai

Abstract:This paper aims to present space development characteristics of Shanghai about urban compactness and mixed land use degree, and to further explore the spatial consistency. ArcGIS technology and analytic hierarchy process(AHP) are employed. The results show that: 1)Compactness of Shanghai is not high as a whole, which shapes as ‘palmate’ distribution with city center as the core and suburban new town as the extension, with significant spatial gradient difference in ‘city center-periphery’; 2)Mixed land use degree of Shanghai is high, and decreases from city center to suburb slowly with more balanced distribution; 3)Overall, the area of spatial consistency accounted for about 43%, and Shanghai can be divided into three regions: ‘city center-suburban new town’ with high compact high mixed, ‘city fringe area’ with low compact high mixed, ‘outer suburbs’ with low compact low mixed. Shanghai has formed ‘central city-suburban new town’ which spreads toward the heart with a high compact and high mixed spatial pattern. We can <br> implement multiple and complementary regional development policies through integrating urban space form and layout of land use, in order to facilitate urban space optimization and the stock land reform.

Abstract:Although urban land leasing is supposedly a local government matter, local leaderships' proactive pursual of economic growth for their career advancements can sometimes be at odds with national policies. Yet, how land conveyance decisions are made in midst of the implementation of national policies and land financing has been a rather overlooked aspect in the studies of China's land market. Hence, this paper explores this issue through a study of land conveyance decisions in Beijing and Shanghai's residential and commercial land markets from 2007 to 2018, and their subsequent land price effects. Deploying endogenous treatment effect models, it is revealed that land conveyance decisions in Beijing were highly subject to national policies and the status of its City Party Secretary, but not in Shanghai. Also, the use of Guapai resulted in higher residential and commercial land prices in Shanghai, but lower prices for Beijing's commercial land parcels. The findings indicate that Beijing, due to its closer proximity to the Central Government, appears to have stringently followed the national policy directions, whereas land officials in Shanghai seem to have had a higher degree of autonomy in their decisions. Additionally, the contrasting price effect of Guapai on land prices for residential and commercial land parcels enabled Beijing's government to compensate for the latent losses in land revenue when leasing residential land parcels, due to Nation #10, by leasing commercial parcels at higher prices via tender.

Abstract:Since the 1980s, Chinese cities have witnessed significant growth, resulting in urban sprawl all over the country. Under the strict land quota system, local government has had to transform its approach of Greenfield development to land consolidation. Under the Increasing and Decreasing Balance' land use policy, the Shanghai government began to consolidate rural construction land in order to acquire extra quota for state land by transferring development rights from collective land to state land and by establishing a three-level land consolidation planning system. This paper firstly examines the expansion of non-agricultural land in Shanghai since 1990. It explains the policy arrangements of land consolidation from the perspective of property rights transfer between state and collective land. Taking Xinbang Township as an example, this paper examines the roles of various stakeholders in land consolidation, the municipalities, district and township governments, village collectives, local villagers and entrepreneurs, and analyses the impact land consolidation has upon them. The paper concludes with discussion and policy implications of future land consolidation.

Abstract:The polycentric urban structure is regarded to be more rational than the monocentric structure in recent urban studies. However, challenges have emerged in the implementation of the polycentric strategy accompanying with rapid urbanization in developing countries. The concept of polycentricity need to be re-examined in the developing context and the performance of polycentric urban development need to be further quantitatively assessed. This paper attempted to fill the research gaps and established a general framework for evaluating intraurban polycentricity based on China's context. The measurement of morphological and functional polycentricity as well as the relationship between them were explored based on urban big data. Using the case of Shanghai, it was found that the functional subcenters identified by mobile phone communication data are not always consistent with the morphological subcenters recognized through land development. The development of functional polycentricity (e.g., urban functional linkages) generally lags behind that of morphological advancement (e.g., physical urban expansion). Both socioeconomic and planning forces have significantly shaped the polycentric pattern of Shanghai. Policies that aimed to promote the further development of polycentricity are also proposed.
A Micro View On Public Land Granting, Land Price And Housing Price: A Hangzhou Study

Abstract:The relationship between the public land granting, land price and housing price has been a hot topic in China for several years, especially in some developed cities where the housing price has undergone an upsurge. Though there are lots of literatures on this issue but many of them are from the macro view and sometimes seem like battles between the different groups, especially the land management department, construction department and the developers. This paper analyzes the relationship between the public land granting, land price and housing price from the project view and from an academic viewpoint. The lots granted in 2000-2003 and developed in 2000-2005 in Hangzhou are samples. The paper finds that the lots public granted often superior to lots granted by negotiation in micro conditions. Besides, in order to get extra profit, the developers who get the lots in the public land price with a higher price are likely to build high-quality buildings. Thus, if we use a comprehensive variable to represent the micro conditions of the lots and neglect the quality of the housing the price of housings whose lots are public leased is assumed to be higher. Our investigation and quantitative results support the hypothesis.

Abstract:For almost three decades, China has been undergoing significant transition from a planned economy to a market economy. Fast-paced economic growth and urbanization, interacting with market-oriented reforms in land resources allocation, have caused profound spatial restructuring of Chinese cities. This paper examines urban expansion and land use reconfiguration in Shanghai's central city from 1979 to 2002, with a special focus on the effect of the adoption of the land-leasing system in 1988. The empirical research, which employs GIS-based spatial analysis techniques to explore land use data for multiple years, indicates fundamental changes in the spatial characteristics of urban development in Shanghai after this important land policy reform.

Abstract:This paper investigates the emergence of diversified landscapes in postreform China. The new urban forms are understood as a result of broader changes in the institutional and sociocultural spheres since reform. The commodification of housing provision on the supply side and the rise of a new rich and consumer culture on the demand side have together led to an ever-important role of place marketing in adding to the exchange values of land and buildings. Three projects in Shanghai are further studied in detail to illustrate what has been built and how they are built. It is revealed that, whatever the building style, the landscapes are manipulated to conjure up a certain type of good life by mixed-use packages and distinctive images. Furthermore, a new mode of publicprivate partnership favoring place marketing and holistic development strategies has also emerged. In comparison with other countries that have witnessed similar urban changes, an important process that China is experiencing is the commodification of urban space under globalization. But the dominant role of the state makes the case of China distinct. How market and global forces could shape the built environment still largely depends on the state's urban policies.

Abstract:With the tightening of resource and environmental constraints and the increasing manifestation of land use conflicts, construction land reduction has become an important way to optimize land resource allocation and improve resource use efficiency. Taking the towns of Zhuqiao and Zhujiajiao in Shanghai as research subjects, this paper uses field research and case studies to summarize the main practices and completion of the land reduction and analyzes the interest preferences of different stakeholders. The results showed that the main stakeholders in the reduction of inefficient construction land in Shanghai include the municipal government, district government, town government, rural collective economic organizations, entrepreneurs, and villagers, which form a complex and intertwined interest relationship. The allocation of new construction land indexes, the supply of funds for the cost of reduction, and the resettlement method of the reduced enterprises are the key factors affecting the coordination of the relationship between the stakeholders. Protecting the economic interests of village collective organizations and villagers is an effective way to reduce the conflicts that occur between government and villagers, and between government and village collectives. The research outcomes will provide a theoretical reference for improving the existing reduction policies and function as a reference for the spatial development and control work in other regions of China.

Abstract:The large-scale changes that had affected every corner of Shanghai since the early 1990s made it easy for us to assume that territoriality has become less an issue than it was in the recent past. Over the course of our ethnographic fieldwork and observations conducted intermittently between 2000 and 2010, however, we came to realize that the age-old dichotomy between the lower quarters and upper quarters had hardly been blurred by the profound social and economic transformations. Making explicit links among Shanghai nostalgia, place attachment, and neighborhood gentrification, this article explores the ways in which historical memory was reified and manipulated in dichotomized "upper and lower quarters" as a consequence of conscious efforts by local residents and municipal officials. Our research findings suggest that the notions of the "lower quarters" and "upper quarters" continued to be an extremely meaningful category of articulating one's status and position in a rapidly stratified society. We argue that the ongoing spatial reconfiguration have answered the strategic need of the municipal officials in their bid for a global metropolis and has impacted the community-building practices in rapidly gentrifying neighborhoods such as Bay Bridge. © 2011 M.E.
