Focus and Direction of Top-notch Innovative Talents Cultivation

Abstract:The capability to effectively cultivate a large number of top-notch innovative talents has become the greatest variance explaining variable of national scientific and technological strength, and an important focal point and indicator in the competition of national competitiveness（including institutional advantages）. However, cultivating top-notch innovative talents is not just a partial and technical matter, but a systemic reform involving concepts, systems, methods, technologies, resources, and other elements. First of all, we should be wary of the traditional path of “formal training” and should not focus on the identification, screening, and training of top innovative abilities. Secondly, the focus of top-notch innovative talents cultivation is not to select a small number of students for individual cultivation, but to change the overall education pattern for the majority of students, and to create a diversified evaluation system that is conducive to the emergence of various students. Finally, the priority of top-notch innovative talents cultivation is to improve the quality of postgraduate training and to consider the postgraduate stage as the key stage of cultivating top-notch innovative talents, which will lead to the quality improvement of the whole talent development chain.
