An Analysis of Government Coordination Mechanism in Marine Crisis Management

Abstract:Marine crisis is compound and regional. However, the subjects of marine crisis management in China are dispersed in many different agencies and the power and responsibilities among the agencies are overlapped. The current relatively fragmented crisis management in ocean cannot satisfy practical need to solve marine crisis. Government coordination in marine crisis management is an effective way to solve the problem. The building and running of government coordination needs internal and external conditions. With specific conditions supporting, the government coordination mechanism in marine crisis management is gradually optimized under the interaction with management results. It is suggested that government coordination mechanism in marine management can be improved in three aspects, namely improving the coordinated organizations, improving the rules and policies and building trust.
