Why Does the Tripartite of Medical Care,Drug Industry and Medical Security Co-reform Not Succeed?

Abstract:Based on reviewing the goals and approaches of tripartite co-reform of medical care,drug industry and medical security,this research finds that many reasons have led to the unsuccessful reform.First,there were too many reform goals which were unclear and incompatible,so we could not decide the priority of the reform methods.Secondly,the reform methods aimed at controlling instead of motivating could not motivate hospitals and drug firms to participate in and backup the reform.The third is that the reform involved too many areas,so the result was that the coordinating cost was too high to do any reform effectively.Therefore,the research suggests that intending reform should classify and differentiate hospitals and drug manufacturers,adopt different policies and measures for different objects,and try to keep the balance in controlling and development.
