Abstract:After going through the period of hunting civilization, farming civilization, industrial civilization, Chinese government put forward creatively the Scientific Outlook on Development and the concept on Ecological Civiliza tion by the model of challenge and response based on the national conditions within the context of learning the idea of sustainable development. Ecological progress, the innovation of 18th Party Congress, is thought not only as key note, but also difficulty to Five Construction (promoting economic, political, cultural, social, and ecological Prog ress). Ecological Progress emphasizes to reduce the ecological deficit, expend ecological surplus, and implement the green development. Developing forestry is considered as the important foundation, means and mission of propelling ecological progress which will undertake glorious task and great responsibility.
