Have Local Governments Taxed Agglomeration Rents?

Abstract:Based on the theory of The New Economic Geography and by the use of the panel data between the year 1999 and the year 2007 on the industrial enterprises of China's cities of the prefecture level,we have,in this paper,tested the relationship between the city agglomeration economy and the industrial agglomeration on one hand,and the enterprises' tax burden on the other.We have discovered that China's local governments have not taxed agglomeration rents created by the agglomeration economy and that the tax competition to race to the lowest level has still been the normal reality of the strategic reaction between local governments,which means that the spontaneous tax harmonization mechanism realized by the fact that the local governments are guided by the agglomeration rent created the agglomeration economy,does not exist in China.China's type of decentralization and the system of the GDP-based performance evaluation of officials has resulted in the competition for economic growth between local governments,in the local protectionism,in the domestic market separation in the deficiency of the agglomeration economy in China's cities,and in instability and convergence of city agglomeration economy;the agglomeration of the false industry formed by relying on "the policy rents" may have led to the obstacle to the operation of the mechanism of this spontaneous tax harmonization.We think that,by means of relative policies and systems,this mechanism of the spontaneous harmony should be a useful supplement to equalizing the inter-regional transfer made by the central government for the related coordination.
