Abstract:The function of "discourse" is to empower. "Discourse" implies that a social constitute communicates its meaning to other constitutes according to some norms, so as to determine its social status and win its social recognition. Human beings gain their knowledge through "discourse". To let the world learn about China can not occur without "China’s Discourse" practices of China’s English media. Only in this way, shall China win her international discourse right, construct her international discourse sphere, establish her international discourse status, and ultimately get herself known and recognized by other nations. After an elaboration on Foucault’s post-modern outlook on discourse, this paper points out: one of the most effective ways to improve the international communication of China’s English media is to employ a literality policy in translating and communicating China’s own discourse and enforce the discourse construction function of China’s English media.
