Comparative Evaluation on Medical Service Provision in Bejing and Shanghai from 2010 to 2016: Taking Beijing and Shanghai as Examples

Abstract:Objective:To compare the performance of medical service provision in Beijing and Shanghai,analyze the characteristics,shortcomings and advantages of the medical service development,and provide references for the health system reform.Methods:Through the retrieval of relevant statistical yearbooks,the review of the domestic and international literature and policy documents,based on comprehensive expert consultation,the analysis was conducted on the construction of the indicator scheme and empirical study of the comparative evaluation of the medical service provision of Beijing and Shanghai.Results:There were differences in the reform scheme of target design on health development,hierarchical diagnosis system construction,improvement mode of separating admission and agency and separation on drug and diagnosis.The constitution of the medical service providers of Beijing was complex,resulting in tremendous difficuhies to manage.There was no significant improvement in the structure of the service provision system,and the mismatch of health resources continued in both cities.The medical expenses in Beijing were higher with an older price scheme,while the efficiency of medical service provision was lower.Conclusion:Based on the actual characteristics of Beijing and Shanghai,great efforts should be taken to promote the localization and integration of the management of the medical service providers.Meanwhile,it is suggested to actively improve the construction of the hierarchical diagnosis and treatment system,and explore the innovative reform of price scheme,so as to improve the overall efficiency of the medical services in Beijing and Shanghai.
