Abstract:The large-scale construction of railway tunnels in China in recent years has resulted in serious resources waste and environmental damage due to the lack of conception of sustainability. This paper establishes a sustainable evaluation indicator system of the railway tunnel and analyzes the weight of each indicator. Firstly, the fuzzy Delphi method was used to screen the initial indicators. The selected 30 final indicators constitute the railway tunnel sustainable evaluation indicator system, which includes three major dimensions (Policy Management, Support Structure and Auxiliary Facilities, and Regional Ecological Environment) and nine subdimensions; Subsequently, using the analytic hierarchy process to calculate the relative weight of each indicator. The differences in relative weight were compared between the academic researchers and railway tunnel builders. The study results show that on the major dimensions, both sides agree that the "Regional Ecological Environment" should be given priority. However, on the subdimensions, "Ecological Restoration" has gained the greatest consensus among academic researchers, and the railway tunnel builders believe that "Daily Maintenance" should be the key direction of sustainable construction. Therefore, the indicators related to the recycling and utilization of construction waste were recognized by academic researchers, while the indicators related to the optimization of construction management were more valued by railway tunnel builders. This divergence may be due to academic researchers focusing on ecological restoration results, while railway tunnel builders are more concerned about additional construction and maintenance costs. The sustainable evaluation of the Jianhuazhen Railway Tunnel by using the indicator system has obtained positive and effective results.

Abstract:With urbanization and motorization, the sustainable development of urban transport has drawn extensive attention worldwide. As one of the key components of the transport system, urban public transport is the breakthrough. This study focused on the characteristics of public transport, analyzed the causal and restrictive relationships between anthropogenic activities and urban public transport sustainability based on the Driving Force-Pressure-State-Impact-Response (DPSIR) framework, and decomposed the interaction to establish an evaluation index system. An improved set pair analysis-variable fuzzy set model (ISPA-VFSM) was constructed to evaluate urban public transport sustainability in China's 36 major cities in 2020 and analyze the critical influence factors and restriction modes according to the contribution degree and obstacle degree. The results show that: (1) The sustainable development of urban public transport is a systematic process, and public transport sustainability in 36 major cities shows the spatial distribution characteristics of "high in the southeast and low in the west;" Most megacities are at the forefront, benefiting from outstanding state and response levels, with Shenzhen ranking first; while the megapolises generally display moderate sustainability. Cities in Northeast and Northwest China present lower levels of sustainability. (2) Public transport sustainability in China is deficient, exhibiting a certain gap from the target. The levels of the driving force, pressure, state, impact, and response of public transport sustainability in 36 major cities are unbalanced; (3) The restriction mode of urban public transport sustainability in 36 major cities can be roughly divided into three categories: pressure-impact restriction mode, driving force-impact restriction mode, and state-response restriction mode; (4) State and response play a crucial role in achieving public transport sustainability. Public transport infrastructure, electrification substitution, and efficiency of public transport operations are the primary contributing factors to public transport sustainability. This study enriches the indicators and methods for sustainability evaluation and provides a reference for urban public transport sustainable development.

Abstract:Due to its large capacity, safety and punctuality, urban rail transit has become one of the most important measures to promote public transport and relieve traffic congestion. The planning of rail transit service exerts considerable influence on conventional public transport and land use. In this paper, a comprehensive suitability evaluation system of urban rail transit system is presented. Three aspects are taken into consideration in this system: the coordination between urban rail transit systems and conventional bus systems, the coordination between urban rail transit systems and urban land use, and passenger transfer capacity analysis. Finally, an overall suitability index is presented to give a comprehensive evaluation on the suitability of urban rail transit system. The feasibility of this evaluation system is verified by the case study in Wuxi, China.

Abstract:Evaluating the public welfare level of the urban rail transit systems has not only great significance for the government to provide fair and reasonable subsidies but for the better operation and management of urban rail transit enterprises. An evaluation index system composed of 3 criterion-level indicators and 12 subindexes has been established in this paper. The 3 criterion-level indicators conclude service level, social benefit, and policy loss which are all affected by operation management. Besides, the subjective and objective comprehensive weighting method combined with the analytic hierarchy process method and the entropy weight method is proposed to calculate the index-level weights. Furtherly, the grey correlation-TOPSIS comprehensive evaluation method was designed to calculate the comprehensive evaluation value of the public welfare level of each city. To verify the effectiveness of the proposed method, urban rail transit systems in 16 Chinese cities are studied as a case study. The results show that (1) the three indicators of passenger travel cost (25.69%), the increase in housing prices around urban rail transit(10.74%), and operating cost ratio(9.95%) are more likely to affect the evaluation of public welfare level of urban rail transit. (2) the level of public welfare in different cities is not balanced. The cities with a relatively high level of public welfare relative closeness exceeding 0.5 include Shanghai, Beijing, Shenzhen, Guangzhou, Suzhou, Wuhan, Nanjing, Wuxi, and Dalian. (3) Both GDP and urban population are positively correlated with the relative closeness of social benefit and service level. (4) The level of public welfare can be improved by reducing the fare price and improving the service level, such as increasing the network density, reducing the departure interval, and increasing the average speed.

Abstract:The urban land use involves more severe sustainability challenges than agricultural land use. An effective approach for evaluating urban land use is essential for meeting this challenge to improve efficient land use management. This approach must fit into a coherent conceptual and analytical framework covering different aspects, including social, economic, environmental and rational land use structure. A major problem with this is the lack of the evaluation approach for objectively evaluating the sustainability of urban land use in practice. In this paper, an evaluation system for the sustainability of urban land use (ESULU) is presented aimed at rectifying this situation. This is based on 13 indicators drawn from previous literatures in consultation with a group of experts in this field. Principal Component Analysis (PCA) is applied to assist in identifying the major factors for evaluating the sustainability of urban land use. Examination of the results provides a grouping analysis of the capital cities and municipalities, indicating a general disproportion between coastal and interior urban cities in China. The findings lead to further suggestions and recommendations for central and local government to design relevant policy in achieving the sustainable development of urban land use and planning.
Exploring the Interactive Coercing Relationship between Urban Rail Transit and the Ecological Environment

Abstract:The Chinese environment is experiencing the "U-Type" course from sharp deterioration to significant improvement. In order to achieve the fundamental improvement of the ecological environment, China has implemented several relevant policies and strategies. Among them, the development of urban rail transit, as an essential measure to improve the ecological environment in China, has attracted more and more attention, but the research on the interactive coercion relationship between rail transit and the ecological environment is minimal. Therefore, this study selected ten cities opening urban rail transit before 2005 in mainland China as research objects and established an urban rail transit and ecological environment comprehensive evaluation index system. Then, the interactive coercing model and coupling coordination model were used, and the dynamic relationship between urban rail transit and the ecological environment was explored. The research results in this study showed that (1) there is an apparent interactive coercion relationship between urban rail transit and the ecological environment, and the evolution trajectory conforms to a double exponential curve. (2) From 2006 to 2019, Wuhan's ecological environment pressure index showed a continuous downward trend. The ecological environment improved the fastest. The rest of the cities showed a trend of first rising and then falling. (3) The type of coupling coordination degree of urban rail transit and ecological environment showed a changing coordination trend from severe incoordination—slight to incoordination—basic to coordination—good. Beijing has the highest degree of overall coordinated development in urban rail transit and the ecological environment. The results of this study can provide a theoretical reference for the realisation of the virtuous circle development of rail transit and the ecological environment.

Abstract:Infrastructure projects have major effects on implementing the principles of sustainable development. Infrastructure projects will continue to be developed in the coming years, particularly in developing countries such as China and India; therefore, it is important to find methods and solutions for improving the sustainability of them. Although existing studies have suggested various methods for practicing sustainable development principles in the process of implementing infrastructure projects, effective assessment indicators are unavailable, which presents a barrier to the effective assessment of infrastructure project sustainability. This study introduces key assessment indicators (KAIs) for assessing the sustainability performance of an infrastructure project. The research data used for analysis were collected from a questionnaire survey given to three groups of experts, including government officials, professionals, and clients in the Chinese construction industry. The fuzzy set theory was used to establish KAIs. A procedure for using the KAIs is demonstrated by a case study. These research findings provide an alternative solution to appraise the sustainability of infrastructure projects.

Abstract:Urban rail transit can alleviate traffic congestion if sufficient ridership is achieved. The accessibility to rail transit stations largely determines public willingness to utilize urban rail transit. The current studies on the accessibility to rail transit stations tend to concentrate solely on individual rail transit lines or stations, neglecting the impact of the external macro-environment. Consequently, the outcomes of these measurements cannot accurately reflect the overall accessibility level of the region, nor do they furnish decision-makers with references for devising plans for rail transit development. This study introduces a novel approach for evaluating the accessibility to urban rail transit stations from a macro-level standpoint, utilizing expert knowledge. The present study conducts an analysis of the impact of political, economic, social, and technological factors on the accessibility to rail transit stations in urban areas. Subsequently, a comprehensive evaluation indicator system is developed based on the aforementioned analysis. Then, experts are summoned to provide their subjective evaluations for every indicator, which are depicted as probability distribution functions. The collective evaluation is derived through the aggregation of individual evaluations utilizing a bi-objective optimization approach that factors in both the collective fairness utility and the confidence level. Finally, the quantile average method is employed to consolidate the collective assessment outcomes of individual indicators, thereby deriving the level of accessibility to rail transit stations in urban areas. We design a small-scale application experiment and attempt to evaluate the accessibility to rail transit stations in Wuchang District, Wuhan with the proposed approach in order to demonstrate the feasibility of the approach.

Abstract:With the rapid development of public-private-partnership (PPP) urban rail transit (URT) projects in China, their social responsibility (SR) is considered to provide a useful way of guaranteeing passengers’ rights and to help urban sustainable development. However, what remains largely unknown is how passengers’ perceptions of the SR effort of such projects’ influences their satisfaction. To bridge this knowledge gap, the current study first proposes a conceptual model based on social responsibility and satisfaction theories. Hypotheses are then tested through bootstrapping analysis based on data drawn from a questionnaire survey of 436 residents from three typical PPP URT projects. The results show that the relationship between the passengers’ perceived SR effort and their satisfaction with PPP URT projects is sequentially and doubly mediated by perceived quality and perceived value. The findings contribute to the current body of knowledge in social responsibility and user satisfaction by introducing passenger-perceived SR effort as an antecedent factor, and offer valuable practical and managerial implications for the projects’ operation management to help promote urban sustainability.

Abstract:Based on a systematic study of the objects,contents,surveys and methods,an approach of investigation and evaluation to the production safety management of urban rail transit engineering is made,and then applied to the current status of the production safety management for a certain project of urban rail transit.The practical result shows that this method in evaluating the current status of the safety production management of urban rail transit engineering is pertinent in the promotion and prevention of the production safety management,and could also help to enhance the management level in urban rail transit engineering construction in China.

Abstract:As global urban infrastructure renewal progresses, the urgent need for sustainability-driven urban renewal intensifies amidst resource scarcity and environmental concerns. Effective evaluation and decision making regarding urban road renewal schemes are prerequisites for their successful implementation. However, variation in the prioritization of indicators in project evaluations and the poor adaptability of existing frameworks hinder the quick assessment of diverse projects. To address this issue, this paper proposes a scheme evaluation framework with embedded renewal project features comprising four modules. Following the initial construction of a sustainability-driven evaluation system, an indicator-filtering mechanism combining the Latent Dirichlet Allocation (LDA) model with a text similarity algorithm is developed. The Entropy Weight-–TOPSIS method is then employed to derive the final optimal decision based on selected indicators. Applying the decision framework to the G15 Jialiu Widening and Reconstruction Project in Shanghai, China, indicators are reduced by 48.3%, with the optimal scheme decision consistent with the traditional Entropy Weight–TOPSIS method. The framework is robust and enhances decision efficiency, filling theoretical gaps in existing indicator-filtering mechanisms.

Abstract:Road transportation is the lifeline of sustainable, healthy, and rapid development of the social economy. However, with the advancement of urbanization and industrialization, the pollution and environment of road transportation become unbalanced. This paper focuses on the research method of road sustainable development evaluation. Firstly, the objective weight of each index can be calculated by the variable fuzzy iterative clustering model, and then the subjective weight is calculated by AHP. Next, the combined weight is obtained according to the minimum discriminant information principle. Finally, the variable fuzzy recognition model is used to evaluate the sustainable development level of the index. It is proved that the method is reasonable and effective, which can help the management department to formulate a reasonable strategy for sustainable development of road transportation.

Abstract:The development of the urban economy and the effect of linkage radiation are inseparable from the urban transportation system's efficient operation. In the context of the new era, environmental pollution caused by economic development has gradually become an invisible killer that endangers human health and the atmospheric environment. It is a pillar industry of economic development, a key part of urban infrastructure construction, and a necessary guarantee for urban residents to travel and live, and it is important to develop a low-carbon, environmental-friendly, energy-saving, and emission-reduction potential for urban transportation systems. On the basis of a large number of literature research, this paper attempts to establish the role of an urban rail transit system in energy conservation and emission reduction in three aspects: residents' travel behavior, ground transportation operation, and low carbon, energy conservation, and reduced emission under the influence of the urban rail transit system. Based on the temporal and spatial distribution characteristics of urban rail transit passenger flow, a relatively complete energy-saving and emission-reduction evaluation model is established. Through case analysis, it is verified that the model can effectively evaluate the effect of energy saving and emission reduction under different rail transit settings and its spatial and temporal distribution characteristics, and provides ideas and technical guidance for multidimensional quantitative analysis of urban rail transit carbon environmental protection, energy conservation, and emission reduction.

Examining the Effect of Urban Rail Transit on Property Prices from the Perspective of Sustainable Development: Evidence from Xuzhou, China

Abstract:Urban rail transit (URT) promotes sustainable urban development by alleviating traffic congestion and environmental degradation. However, many cities have developed URT projects recently, often encumbering local governments with debt. Land value capture (LVC) is an important theory that explores the new financing modes for urban rail transit. Despite prior studies that have found a positive relationship between URT and property prices based on LVC, limited empirical studies explore sustainable paths to better examine the effect of URT on property prices. This study collects 1036 properties in Xuzhou, China. Meanwhile, multiple regression models are established to analyze the impact mechanism of URT on property prices, and to further examine the combination effects of multidimensional neighborhood infrastructure and URT on property prices from the perspective of sustainable development. The results show that the coefficients of URT in all models are negative, indicating that the property prices decrease as the distance from the URT to the property increases, and the positive coefficient of TRANS implies that the transfer station would raise house prices. Combining Park, School (and Hospital) variables with URT, respectively, the negative coefficients of URT increase from 0.0435 to 0.0846 and 0.0525, and these URT variables are significant, indicating that parks, schools, and hospitals can enhance the effect of URT on property prices. However, adding the Shopping variable, the negative value of URT drops from 0.0435 to 0.0192, and is not significant, which means shopping centers have a restraining impact. Moreover, the combination of parks and schools (and hospitals) can better enhance the effect of URT on property prices (the highest URT negative coefficient is 0.0870). This study can provide a reference for the government to facilitate URT planning and better decision-making.

Abstract:With the economic globalization, urban sustainable innovation ability has become one of the important factor of urban comprehensive competitiveness. Urban sustainable innovation ability is referred to as an ability that a city transforms the various factors such as information into new products, new services, which is also directly related to the sustainable development driving force and long-term competitiveness of city or region. In this paper, we mainly study the comprehensive evaluation of urban sustainable innovation ability based on factor analysis method. Firstly, we decompose the urban sustainable innovation ability and select the evaluation indices, and then establish evaluation index system of sustainable innovation ability. Secondly, we set up the evaluation model of urban sustainable innovation ability using the factor analysis method, and evaluate the sustainable innovation ability of the sample city and calculate the comprehensive score. Finally, according to the evaluation result, through the analysis on the aspects of urban sustainable innovation ability, what the strengths and weaknesses of the innovation work for the city can be got, which can enhance the sustainable innovation ability of the city and make the corresponding measures for the construction of innovation system improved. This whole paper mainly emphasizes on the sustain ability for urban innovation ability.
Integrated Model for Evaluating Infrastructure Sustainability in China

Abstract:Being critical to modern economy and society, infrastructure must be sustainable to maintain long-term use value and to satisfy the future need for urban development and economic growth. Although existing knowledge and practice of evaluating sustainable infrastructure is focused primarily on an individual project or facility, research is needed to integrate sustainability into infrastructure evaluation at the system level (e.g., a city or region). The system level of sustainability evaluation is especially important to support public policy decision making on infrastructure investment. This paper presents an integrated framework of sustainability assessment for urban infrastructure systems. The framework adopts a hierarchy structure of indicators to measure sustainable infrastructure system. It also integrates factor analysis, TOPSIS model, entropy weight model, and combined evaluation method into the analysis and decision-making process. A region of Yangtze River Delta (YRD) in China is discussed as a case study to demonstrate the merit of the integrated framework. The evaluation results indicate that the sustainability of infrastructure system is different among the cities of YRD and is closely related to the economic development level and geographical position. Some cities, such as Shanghai, Nanjing, and Hangzhou with high economic development levels, have advanced infrastructure systems, whereas the infrastructure sustainability in some cities away from regional economic centers and lack of competitive industries are relatively low. This study provides an alternative methodology to assess the sustainability of urban infrastructure systems.

Abstract:With social progress and economic development, urban rail transit systems have been developed to satisfy the growing travel demands in China. Undoubtedly, it is necessary to evaluate the operation efficiency of urban rail transit systems and analyze their influence factors, which are highly significant for promoting management performance. In the present paper, an integrated approach is proposed, which consists of a data envelopment analysis (DEA) model, a Malmquist productivity index, and a Tobit regression model. For evaluating the operation efficiency of urban rail transit systems in China, the DEA model and the Malmquist productivity index provide an evaluation metric, and the Tobit regression model is used to carry out influential factor analysis. The test data are collected from six typical cities at different stages of rail transit system development from 2013 to 2017, in order to investigate the effectiveness of the proposed methodology. The experimental results demonstrate the operation efficiency of different rail transit systems and the effects of several influencing factors. The conclusions from this paper can guide policymaking and provide references for enterprises to improve the operation efficiency of rail transit in China.

Abstract:To establish the evaluation index system on relationship between urban mass rail transit and its surrounding land use based on transit oriented development (TOD) mode, the suitable methods and principles of evaluation index system were analyzed. An evaluation procedure frame was proposed based on data envelopment analysis (DEA) model. Then the evaluation indexes from urban mass rail transit system and land use system selected based on interactive relations between urban mass rail transit and land use under TOD mode.
