Research on Guarantee Mechanism of Input of Emergency Resources— focusing on natural disasters

Abstract:Emergency resources are an important support of emergency management work,its guarantee ability can be achieved through the guarantee mechanism of input of emergency resources.For China's guarantee mechanism of input of emergency resources,the status of China's guarantee mechanism of input of emergency resources is systematically reviewed by using five main bodies of guarantee mechanism as research hub,such as central government,local government,central government departments,local authorities and social forces.In connection with major cases,with three links of guarantee process as research clue,current problems of guarantee mechanism of input of emergency resources are analyzed and the core crux of the problems is found,namely,the lack of special emergency funds and the absence of a unified system for emergency management agency.For the core crux of the problems,proposed appropriate policies to establish emergency management system of earmarked funds and set up integrated emergency management organizations are recommended.
