Abstract:Research purposes: Transit ability deficiency and heavy burden of the railway have become the bottleneck of the economic development in China.Unbalance of infrastructure distribution leads to weak railway network in west areas.How to keep fast and sustainable development of China railway industry gradually attracts public and government's attention.Research methods: This paper discusses railway problems from the viewpoint of financing innovation,the concept of regional equity is also introduced. Research results and conclusions: Available modes of financing marketization and multi-investors of railway industry are put forward,and efficient measurements are explored to ensure the priority of railway construction in west areas from the aspects of land,tax and financial support.

Constituent Elements of Feasible Financing Modes for Urban Rapid Rail Transit Projects

Abstract:The demand for the development of urban rapid rail transit (URRT) is increasing. Traditional financing mode, i.e., government investment for URRT projects, is gradually unable to meet the increasing demand and high cost. More and more innovative financing modes have been applied in recent years, but it is hard for decision makers to compare and select from different financing modes. This paper identifies firstly all feasible financing modes for URRT projects based on theoretical analysis and case studies and then analyzes the constituent elements of each financing mode. Four most common constituent elements including investment entity, operation entity, source of funding, and government support form are extracted, based on which a pool of all financing modes could be constructed, including those supported by related theories, have been applied in major cities all over the world, or proposed by relevant researchers. Furthermore, all financing modes could be expressed in a standardized format highlighting their features and facilitating comparison among various modes. The conclusions provide a more standardized classification of different URRT project financing modes so that decision makers could compare alternative financing modes and make a better decision in a specific project environment more easily and comprehensively.

Abstract:The railway sector in China has undergone several major rounds of reform and institutional restructuring since 1986. These reform initiatives have largely been unsuccessful due to strong resistance from vested interest groups. The development of China's railway sector has raised some challenging issues that include the centralization of power in the Ministry of Railways (MOR), state monopoly control, rampant corruption and the accumulation of a huge debt burden. The 2013 railway reform initiatives have provided very little in the way of concrete measures to deal with these thorny issues but have instead created more controversy and problems in an already crisis-ridden sector. For the railway industry, the transformation from the mixed-function MOR to a monopolistic China Railway Corporation (CRC) will not necessarily lead to better railway management.

As the deepening and development of policy-type finance, China's fundamental realities that economy, market and system are being reforming decide that development finance will play a vital and unique role in quite a long time. It reflects system energy and resources with Chinese characteristics: In the combining of government’s coordination advantage and financing advantage, financing promotes the development of market and system. Through the proposition that the exploration of development finance on promoting the marketability and quality of China public rental housing supply system, we can study and research from the feasibility, the rationality and the specific ways of achieving, and we get the conclusion that: in the case of system deficiencies and market malfunction, building public housing system and the market under the development finance backing is not only a creative way to achieve the Government's target for the balance of the social public welfare and the efficiency improvement about the residential services, but also exploration and practice for development finance to expand new function domain through the integration of system resources to obtain profit.

Abstract:With the high-speed development of industrialization process and the Internet e-commerce in China, the number of the fast cargoes is increasing. The transportation demands of customer should be provided in a convenient and efficient way. However, compared to road and aviation, railway express freight network is lagging in China, the market share is relatively low, and the service is still in a low level. The operation scheme of railway express freight train can improve the railway efficiency. This paper studies the railway express freight train schemes on several related questions. They are as follows: (1) We analyze the factors of operating express freight train. (2) Based on the assumption of the shortest path for the flow of traffic, the operation scheme of express freight railways is optimized by establishing a multitarget model with making the largest railway revenue and the largest satisfaction of cargo owner. (3) The multitarget model is proposed to be converted into a single-target model. It is the case of carrying out the operation scheme in the four logistics node cities of the southwest China. The following conclusions are taken: (1) The choice method of the flow path is generally analyzed by heuristic method, which is more accurate. (2) We establish a multiobjective optimization model on the base of getting the maximum of transport revenue and satisfying the cargo owner’s demand.

Rural Residential Land Transfer in China: Government-Driven or Market-Driven?

Abstract:In recent years, several modes of rural residential land transfer have emerged in the rapid urbanization of China, which could be categorized as government-driven mode and market-driven mode. This paper, firstly, reviews the development history and drawbacks of the current rural residential land system, then analyzes the feasibility of government-driven mode according to the current literature, lastly, propose a market-driven mode of rural residential land transfer, namely, the market-driven nationalization, of which the superiority and feasibility are verified based on the IAD framework. The results indicate that (1) the present rural residential system highly restricts the capitalization of rural residential land, which not only leads to the waste of land resource, but also infringes the benefits of rural residents, also hinders the progress of urbanization. (2) The capitalization of rural residential land will play a significant role in the urbanization of China, but the government-driven mode, including the complete nationalization and complete privatization of rural residential land, is infeasible according to the actual national condition. (3) The market-driven nationalization of rural residential land is more of feasibility in capitalizing the idle capital of rural residential land, narrowing the rural-urban economic gap, and furthering the development of China’s urbanization.
Developing Metro-Based Accessibility: Three Aspects of China’s Rail+Property Practice

Abstract:Populous Chinese cities have invested heavily in metro systems and planned proactively for transit-oriented development. Rail plus property (R+P) programs, where metro corporations engage in, and even orchestrate real estate development in or around rail station areas, have been recurrently reported among these cities. However, careful assessment of these programs is still rare in the existing literature. Built upon multiple R+P programs led by Shenzhen Metro Cooperation and/or Hong Kong Mass Transit Railway Cooperation, this article fathoms the rationale for R+P programs in Mainland China, the obstacles for oversea private investors' participation and the balance between profit making and social goods supply. It finds that R+P programs serve as alternative funding sources for expensive metro projects. It decreases municipal governments' cash flow contribution to those projects, which is mandated by the central government. In addition, local business environment for R+P projects has disadvantaged private sector participation, especially those private investors from overseas. Furthermore, public subsidy to local metro corporations is likely to persist as R+P programs have not been designed for economic value maximization; rather, they are in place because (1) they reduce the cash flow burden of the municipal government; (2) they are tasked by the municipal government to produce a considerable number of affordable public housing.

Abstract:Under the long influence of planned economy system, Chinese railway system has the characteristics with the combination of government and enterprise, uniformed operation management, the monopoly of nature and administration, they are harmful to the social common benefits. Its market role, economic characteristics, dignities of natural monopoly and administration monopoly were analyzed. The necessity and possibility to break down the railway situation of unique monopoly in order to adapt to the demands of marketing system and deep economy system reforming were studied. It is pointed out that breaking down the monopoly needs to wipe out the combination system of government and enterprise, form the competition system depending on fast rail development, fasten the reform of railway investment system and ownership construction, creat the firms according to market company system, and loosen the governmental control on the tariffs. 5 refs.

Abstract:The paper investigates the developing progress of express freight transport on high-speed railway at home and abroad. It is found that there are many successful cases for high-speed express freight transport products in foreign countries, suggesting the feasibility to carry out relevant services in China. Lack of advanced technology and effective operation management, the process of express freight transport on high-speed railway in China is postponed. After freight market demand analysis, the paper emphasizes on the infrastructures and running modes to analyze technical feasibility and on transport costs, efficiency and timeliness to analyze economic feasibility, ending with the conclusion that it is feasible for China to carry out express freight transport on high-speed railway, combined with some construction recommendations.

Abstract:This report briefly analyzes the overall situation of China’s infrastructure investment and financing in 2018 from the aspects of legislation, governance, PPP projects and market relations. Starting with the four dimensions, namely, obtaining external support based on the nonprofit or quasi-nonprofit nature of PPP projects, capturing value based on the externality nature of PPP projects, obtaining equity interest based on the conditioned delivery of the government rights and obligations, and obtaining debt financing based on the nature of commerciality, this report sorts out the inherent logic of infrastructure investment and financing comprehensively. Based on the above, this report sets forth the direction of the research and application of relevant mainstream ideas. By combination with the Chinese perspective of PPP, this report proposes relevant suggestions for the reform of China’s infrastructure investment and financing system and mechanism, i.e., with the XOD concept as the main guide, creating an investment and financing mode that can realize an effective balance between the central and local governments, market relations, and ownership relations, to lay a solid foundation for China’s sustainable development in the next ten to twenty years.

Abstract:In the context of building a country with a strong transportation network, railway container transportation (RCT) is an important means of reducing costs, increasing efficiency, and adjusting transportation structures. Thus, its impact on regional economic development is important. Based on data from railway container-handling stations and spatial econometric models, this study discusses the differences in the development of RCT and their impact on regional economic development at different leves. This study has three main findings: first, there are significant regional differences in the development of the RCT. The intra-regional differences between the eastern and central regions of China (which do not include Hong Kong, Macao and Taiwan) are gradually narrowing, while the regional differences in the western region are widening. Meanwhile, the intra-regional differences in important economic zones (such as Pearl River Delta Economic Zone (PRDEZ), Chengdu-Chongqing Economic Zone (CYEZ), Bohai Rim Economic Zone (BHEZ), and Yangtze River Delta Economic Zone (YRDEZ)) are narrowing daily. Second, the development differences of RCT in regional level and important economic regions level show different trends. The unbalanced features of large regions are increasingly evident, whereas the differences in economic regions are decreasing. However, the problem of overlapping RCT remains prominent. Third, the transformation of RCT development mode and fierce competition among transportation modes cause RCT to have a restraining effect on the regional economy at three levels. Rational allocation of resources and other means must be used to guide the transformation from inhibition to promotion, and by formulating targeted policies that will promote the development of RCT, which will improve the transportation structure and help construct a country with a strong transportation system.

Abstract:The China Railway Express stands as a crucial facilitator of trade across the land routes of Eurasian countries. During its initial developmental phase, the China Railway Express heavily relied on subsidies to establish a market presence. This dependency hindered its independence and sustainability. Hence, there exists a paramount need to regulate the subsidy market and institute more rational operation strategies. This study focuses on the dynamics of the subsidies and operations in the market for the China Railway Express under different types of development models. It uses evolutionary game theory and the Activity-Based Costing (ABC) method to describe the dynamic evolution of four cases between local governments and operating-platform enterprises. Four corresponding lines were selected as instances: from Xiamen, Wuxi, Changsha, and Zhengzhou to Malaszewicze, Poland. The findings conclude that the optimal conditions for the development of the China Railway Express market exist when operating-platform enterprises possess higher assets and the local government's supervision and punishment of the market are relatively weaker. This study offers valuable insights for guiding subsidy and operational decision-making processes for the China Railway Express.

Abstract:The suburban railway system is an essential component of the rail transit system. However, the construction of a suburban railway system in China has been suffering from notably slow development and low operation revenue. Under these circumstances, the single-car train system, with lots of operation experience in many developed countries as well as the advantages of flexible marshalling easy maintenance, etc., gives rise to a possible solution to the problems aforementioned. We will start by clarifying the definition of the suburban railway system and the single-car train system. Then we will summarize the history of the suburban railway system in China and analyze the problems in existing suburban railways. We will then introduce examples as well as advanced experiences in suburban railway systems abroad. After that, we will analyze the feasibility of using the single-car train system in China’s suburban railway lines and potential advantages. Lastly, we will give suggestions on China’s transportation infrastructure.
Critical Issues of High Speed Rail Development in China

Abstract:China is building the largest high speed rail network in the world. Apart from the stated objective to enhance economic development, China has not fully optimized the potential impacts of developing a high speed rail network, including regional development and modal shares. This paper analyses the critical issues of Chinese high speed rail development and recommends policy directions in the light of world experiences of high speed rail development. Limited accessibility and connectivity to newly constructed high speed rail lines are common problems resulting in low patronage and low modal share; also financial sustainability is doubtful. Smaller cities, towns and peripheral regions may not be benefited as predicted. This paper proposes possible policy options including designating railway development zones, implementing comprehensive development plans along high speed rail lines as well as adopting a joint railway and property development financial model. The analysis and recommendations are relevant to other countries which plan to develop high speed rail.

Abstract:The establishment of China Railway Corporation is a sign of separation between government function and enterprise management in railway industry. This paper analyses problems of current railway freight transportation pricing and detailed studies the establishment of pricing model of railway freight transportation in transformation period through influencing factors analysis. After researching, this paper considers railway freight state pricing should be replaced by guidance pricing under current background. The pricing model in transformation period takes costs, market demands, competitions, shipper affordability and government policies into account to set benchmark rate, followed by setting upper and lower limit.

Abstract:With the Chinese economic development and urban rapid growth, many cities in China are constructing (or planning to construct) urban rapid rail traffic (URRT) systems such as subways and light rail due to the urban transportation overloading issue. Fund is the key issue in the construction and the operation of the rail traffic because of its vast investment and high operation cost. Since urban rail traffic may enormously add value to the surrounding land,many cities hope to make up the construction investment gap by taking this advantage.Integrating national and international experiences, this paper analyzed and studied bow to develop the land surrounding the urban rapid rail traffic systematically in China from the angles of theory and strategy. Additionally this paper discussed the key issues in the land preferential disposition such as the land use, development sequence, spatial distribution, and operation model combined with the past experiences.

Abstract:Chinese cities have embarked on a task to construct rail mass transit systems on an unprecedented scale. Little has been reported on how China's municipalities have managed to secure funding for capital investment and operational subsidy, particularly concerning how private or overseas investors have become involved. Using Shenzhen as a case study, this paper reveals three elements that make public private partnership work for China's urban mass transit: (a) a deep knowledge of China's formal and informal institutions, (b) a realigtunent of the goals and constraints for transit operation, and (c) a redesign of the mechanism for revenue stabilization.
