Abstract:ObjectiveTo review drug policies, health technology assessment (HTA), and HTA’s use in drug policies in China, to further improve the quality and efficiency of drugs.MethodsThis study draws on multiple methods. A systematic review of the literature, review of Chinese government documents and statistical handbooks, and authors’ experiences in drug policies and HTA in China were combined to achieve the objective.ResultsOf 571 studies identified in the initial search, 14 eligible articles (6 English, 8 Chinese) were finally included. On the Web site of the National Health and Family Planning Commission, the National Development and Reform Commission, and the Ministry of Human Resources and Social Security, we found that HTA or pharmacoeconomics evaluation is mentioned in recent years and its frequency has been increasing; however, there was not one hit about HTA or PE on the Web site of China Food and Drug Administration.ConclusionsThe decision makers have realized the importance and value of HTA and have tried to integrate HTA into drug policies and regulations. However, the application of HTA findings to drug policymaking is not yet widespread and there are a number of challenges in using HTA in China. Therefore, it is necessary to establish a national HTA commission and develop pharmacoeconomics guidelines to support the use of HTA in decision making. Moreover, the most important steps are to encourage technology innovation, groom more HTA experts, and build reliable databases in China.

Abstract:In order to find out the reasons of the slow development of open access in China, strategy of open access (OA) journals and open access repository were analyzed. Based on the analysis on the modes and features of Chinese Sci-tech journals,the effects of national policy and economic environment, and issues concerning the intellectual property rights,some suggestions were drawn off such as the establishment of the non-coinstantaneous OA journals, development of the self-archiving, reinforcement of the administration and relative policy, and strengthening propaganda.

Abstract:Background The combination of the internet and healthcare has excellent benefits and far-reaching positive effects in improving service efficiency and promoting social equity. The role of the “internet plus healthcare” (IPHC) has been recognized, especially during the COVID-19 pandemic. This new healthcare model is also familiar to people and shows a bright prospect. Objective This article seeks to accurately understand and fully grasp the characteristics of IPHC policies that can enlighten the formulation of future policies. Methods The content analysis method was used to analyze China’s IPHC policies collected from the Beida Fabao database and several official websites. Results We found that the development of IPHC policy has gone through 4 stages and is currently entering a phase of rapid development. IPHC policymakers are primarily health administrative departments. In addition, policy instruments are classified into either supply, environment, or demand, and policy themes can be summarized into 4 categories: facilities, technology, service, and management. Conclusions China’s IPHC policy has good prospects from the perspective of development trends. The health administrative departments mainly lead the development of China’s IPHC policy. It is suggested that these departments involve other stakeholders (ie, medical workers, medical industries, and technology sectors) in formulating policies. Policies prefer to use supply-based and environment-based policy instruments. The policy themes emphasize improving infrastructure construction and high-quality diagnostic and treatment services, strengthening the supporting role of information technology, and ensuring all stakeholders understand their responsibilities.

Abstract:Ample evidence shows that Trade-related aspects of intellectual property rights (TRIPS)-plus provisions have seriously affected access to and availability of drugs in the developing countries. In recent years, developed countries have pressured many developing countries to implement TRIPS with stronger intellectual property (IP) protection than required by the TRIPS Agreement. The stronger provisions are called TRIPS-Plus provisions. This article focuses on IP and the health implications of limited access to medicines in China, explores the TRIPS-plus arrangements in Chinese IP laws and regulations, and makes suggestions for China's negotiation strategy in resisting pressure from developed countries to tighten IP laws and regulations.

Abstract:Objective As one of the important parts of medical scientific research outcomes,the significance of nursing patents is becoming more and more prominent during recent years.However,the nursing department is the blind spot of intellectual property in most hospitals.This article tried to explore strategies to eliminate harriers to the implementation of nursing intellectual property rights in order to promote nursing patents.Methods This paper conducted systematic analysis of the problems and obstacles in the implementation and transformation of nursing patents,and proposed tailored administrative plan.Results Identified obstacle factors include personal reasons of the nursing staff,heavy daily clinical work,as well as the immature patent system and patent market in China.Accordingly,our hospital adopted several corrective measurements,for instance,improving the support for the implementation of nursing patents,strengthening the cultivation and incubation of the intellectual property of nursing staff and standardizing the patent management.Conclusions These measures have effectively im proved the awareness and enthusiasm of nurses' patent knowledge.And we have obtained the ice breaking of the transformation of nursing patents in our hospital.

Abstract:In this paper, we attempted to explore the legislation and practice of Pharmaceutical Patent Linkage System in USA and assess their legislative shortcomings by literature survey, in order to provide a useful reference for policymakers to build the pharmaceutical patent linkage system in China. In China, the USA system should not be followed blindly, the interests of both innovative and generic pharmaceutical companies should be weighed, and public health interests should be protected. The mechanism to prevent the abuse complaint of originator pharmaceutical companies should be designed properly, and the pharmaceutical patent linkage system suitable for our national conditions should be established.

Abstract:With China's economic development and life-style changes,the spectrum of diseases and risk factors affecting our people's health has drastically changed.The current systems,including health laws and decrees,education about clinical and preventive medicine,health services,disease prevention and control,and so forth,do not meet the real demands of the Chinese people's health promotion and protection.In this article,we analyze China's historical achievements,as well as current challenges and opportunities in healthcare policy formulation and implementation,and administrative strategy,and discuss how to establish an innovation-oriented national preventive medicine system in order to make efficient and ultimate use of limited resources to control the rapid increase in the prevalence of chronic non-communicable diseases,and to protect and promote maximum public health across the nation.

Abstract:China's healthcare reform aims to provide affordable and equitable basic healthcare for all by 2020. Access to medicines is an essential part of the healthcare. The efforts of promoting access to medicines have been moving from meeting the needs of the basic healthcare, towards increasingly dedicated resources to offer breakthrough therapies. Looking at access to novel medicines from a health system perspective, and placing the changes China has made into that system context, this paper makes a comprehensive review of the progress of access to novel medicines in China. The review drew on two sources of information, which included desk review of published and grey literature, and key informant interview. Five hurdles were identified which create barriers of access to novel medicines, ranging from regulation and financing of medicines, intellectually property rights protection, and development of innovation capacity, to other health system components. Multiple policies have been implementing in China to remove the multiple access barriers gradually. Universal access to medicines has been moving from towards the basic common conditions to the world breakthrough technologies. We see cause for optimism, but recognize that there is a long way to go. Achieving broader and better access to modern medicines for Chinese patients will require multiple and coordinated government efforts, which would need to target the whole lifecycle regulation of novel medicines with a health system perspective, from balancing IP protection, strengthening R&D and public health, to appropriate regulatory approach and financing mechanism, and to supply chain management, as well as smart use.

Abstract:USA and China are two leading countries engaged in nanotechnology research and development. They compete with each other for fruits in this innovative area in a parallel and compatible manner. Understanding the status and developmental prospects of nanotechnology in USA and China is important for policy-makers to decide nanotechnology priorities and funding, and to explore new ways for global cooperation on key issues. We here present the nanoscience and nanomedicine research and the related productivity measured by publications, and patent applications, governmental funding, policies and regulations, institutional translational research, industrial and enterprise growth in nanotechnology-related fields across China and USA. The comparison reveals some marked asymmetries of nanotechnology development in China and USA, which may be helpful for future directions to strengthen nanotechnology collaboration for both countries, and for the world as a whole.

Abstract:OBJECTIVE:To facilitate Chinese pharmaceutical industry's understanding and application of the new Patent Law.METHODS:The amendment of the Patent Law related to 3 aspects of medicine,i.e.specifying regulations on the information disclosure in the utilization of genetic resources,adding the clause of forced permission for the patent drugs for the purpose of public health,and introducing the Bolar exception clause was analyzed using law hermeneutic.RESULTS CONCLUSIONS:The medicine-related amendment of the new Patent Law generally reflects an international tendency of restricting pharmaceutical patents so as to maintain public interests,which is in line with the status quo of low technological level of pharmaceutical industry in China.
