Abstract:This paper summarizes the connotation of public service facilities in urban communities,and finds out that foreign research has focused on the impact of public service facilities on residents' health,the fairness of spatial distribution of facilities and the distribution of public facilities in urban communities and the service performance and residents' satisfaction.The domestic research focuses on three aspects:facility configuration standard,layout evaluation and planning location and layout,configuration status and satisfaction evaluation.According to the characteristics of research at home and abroad,the literature review was implemented,and the difference between domestic and foreign configuration research was studied.

The Review and Evaluation of the Domestic and Foreign Research on Rural Public Service System

Abstract:In recent years,the domestic and foreign academia have conducted a comprehensive and systematic study on rural public service and its system and formed steady theoretical results. However,in the perspective of the existing literature,the scholars in China mostly discuss the macroeconomic policy of rural public service system and tend to be bonded by "diversification of supply" of the new public management theory,which leads to relatively narrow views and the lack of oretical tools. At present,the research of rural public service system should draw on the experience of "Joined-up Government" theory tending to collaboration and integration ,focus on the equalization of basic public services in urban and rural areas and explore the application standards of new rural public service system which are suitable for China’s current development.

Abstract:Public service value co-creation has become a fledgling research field.The paper be-gins by presenting an overview of public service value co-creation research in terms of publication trends,key journals,co-citation analysis of the literature,and theoretical basis and research meth-ods.Secondly,the research themes of public service value co-creation are systematically discussed:concepts and contexts,drivers,barriers,and benefits.Again,the progress of domestic and interna-tional research is compared and analyzed,and the content framework of public service value co-crea-tion is extracted.Finally,the authors want to encourage more studies on public service value co-cre-ation in China.

Literature Review on Public Library Services to the Disadvantaged in Western Countries

Abstract:The disadvantaged are described by several terms in Western library literature. For example, working class, the poor, the deserving poor, the unserved, social excluded and so on. The researches discourse on library services to the disadvantaged has been changing with development of social, economic and political context. Before 1930's, researches mainly focused on the working class groups; from 1960s to 1980s, the main research topics were social responsibilities of public librarianship and community librarianship; in the 1990s, information poor or digital divide and evaluation on services to the disadvantaged under the commercialism were more discussed; and since 1997, social excluded and social inclusion have become one of the most hot topics in British library literature. The changed discourse addresses on social development and changes in library practices. Most importantly, it means that we have to analyze relevant researches and practices according to the history context. However, the changed discourse does not change the essence of library services to the disadvantaged. It is the case that since the inception of public library, library profession has been struggling for serving the social disadvantaged and making library services equally accessible for everyone. 60 refs.

Abstract:The equality of public health services is a current research focus in present socioeconomic life,which is also one of the five major tasks mentioned in the newly published government document "Opinions of Deeping the Health Care System Reform" within the next three years.In this article,the authors discuss the connotation of the equality in public service,analyze and summarize the status quo,issues and the influence of public finance system on equality.It recommends that government should take more responsibilities in public financing for realizing the equality of public health services.Meanwhile,correlative legislation must be reinforced.

Abstract:Objective:To evaluate the difference of people's demand for and satisfaction with the community health service in urban and rural areas, so as to promote community health service in these areas. Method:Studying typical urban communities in Xiacheng District in downtown of Hangzhou city, and taking the residents in random to constitute urban samples; studying typical country communities in Yuhang District, and taking the residents in random to constitute country samples and carrying out questionnaire. Result:In general, samples from both urban and rural areas were satisfied with their community health service. Because of the differences in cultural background, financial conditions and health consciousness, major influential factors on their satisfaction with health service are different: in urban communities the factor is health contract citizens made with community health service station while in rural communities the factors are two-week health situation, health service station and health contract. After the merger of urban and rural areas, the influential factors are sex, educational level, two-week health situation, health service station and health contract. Conclusions:For the satisfaction with community health service, there are differences in the influential factors between urban citizens and rural residents. The satisfaction evaluation is the important indicator for social effectiveness of community health service.

Abstract:Reviewing the development of public service theories in the world and the research situation of service-based government in China based on the New Service Theory and Customer Value Theory,this study explores the citizen value dimension of government public service and its achieving process,and establishes a research framework for government public service towards citizen value.Based on this research framework,the evaluation system of local government public service quality consists of four dimensions,including functional value,feeling value,social value and perceived sacrifices,and 45 indicators.Using this evaluation system and Analytic Hierarchy Process method,this study also evaluates the public service qualities of 48 local governments in Zhejiang Province,comparing and clustering analyses about these local governments' public services.The results indicate that the evaluation of local government public service quality based on citizen value will be not only beneficial for the development of local government performance evaluating patterns with public service orientation and the establishment of long-term mechanism for improving the public service quality,but also helpful for understanding the citizen value needs and delivering the specific public service and establishing service-based governments at different levels of governments in China.

Abstract:Public service facilities are an important part of China's harmonious and livable city construction and people's desire for a better life. The research topics of urban public service facilities allocation at home and abroad are different. It is found that foreign studies mainly focus on the location selection, accessibility, spatial equity and socio-economic effects of public service facilities allocation, while domestic studies pay more attention to the allocation standards of public service facilities and the optimization of layout, accessibility and spatial pattern. According to the characteristics of research at home and abroad, this paper reviews the literature respectively, and finally reflects on the differences of configuration research at home and abroad.

Abstract:The purpose of this study is to analyze the literature on public leadership, to identify emerging methods to research within that discipline, and to recommend potential research directions for the future. Our attention is focused on organisational leadership from the perspective of the PA, as opposed to other types of public leadership, such as political, community, and military leadership, which are discussed elsewhere. While conducting a literature review and analysis of public leadership, this research makes use of a new mix of bibliometric methodologies that have never been used before. The four basic approaches to public leadership (specifically, "functionalism," "behavioralism," "biography," and "reformism"), each with a distinct philosophy of science (viz., "objective vs. subjective") and the degree of analysis employed (i.e., "high vs. low"), are identified by our results (i.e. micro-level vs multi-level). Following our results, we propose four areas for future investigation: shifting the emphasis away from the "leading" component of public leadership, moving from basic to complicated, and concentrating on public leadership as a starting point for further investigation. A combination of co-citation analysis and bibliographic coupling are the two general bibliometric retrieval approaches that we have employed in our methodology for retrieval.

Abstract:The scholars explored the background of the " China Program" from the aspects of historical background, theoretical basis, ideological origin, and practical basis . The scholars explained the scientific connotation and basic characteristics of the " China Program" , they pointed out that the basic characteristics of the " China Program" include the unity of nationality and universality, the unity of theory and practice, the unity of certainty and development . The scholars analyzed the content systems of the " China Program" from the perspectives of global economic governance, ruling party building, poverty governance, ecological environment governance, Internet governance, and international order construction . Moreover, they evaluated the value of the " China Program" from four aspects. The " China Program" research needs to be deepened and expanded, and enriching research content, innovating research methods, expanding research horizons, and strengthening extra-territorial communication are the ways and directions for deepening research.
