Abstract:Kangzhan Ribao (War of Resistance Daily) was the cornerstone of the CCP’s ideological propaganda among its troops in the Shanxi-Suiyuan Base Area, which the Party established in early 1940. In response to the Party’s call for publishing newspapers for and by all party members and the masses, this newspaper maintained a large network of reporters while relying on those at the grassroots as its authors and turning the illiterate and semi-literate populace into its faithful audience. All these made the newspaper a remarkable success in the history of Chinese journalism.

Abstract:The Chinese Communist Party launched a comprehensive and thorough Party Rectification Movement in order to resolve the difficulties during the Land Reform.The Party encouraged the masses to participate in the movement and authorized them to judge the party members at local levels,which makes the movement also known as Open-Door Party Rectification.The relations among the Party,the Party members,and the masses in the Party Rectification Movement revealed profound changes in the power structure of rural China and in patterns of the CCP's rural governance.Through Open-Door Party Rectification,the CCP not only effectively supervised and controlled the grass-roots political elites,but involved the masses in rural area into the power system of the Party and the state as well,and hence realized the goal of rural governance.

Abstract:This study examines how People’s Daily, an organ of the Chinese Communist Party, and Beijing Youth News, a market-oriented newspaper, covered the SARS crisis in 2003. A qualitative analysis of the SARS-related stories shows that the two newspapers basically followed the Party’s overall policy towards information management regarding the epidemic. The newspapers’ censorship and publicity of information about the epidemic were based on the Party’s strategies rather than their own editorial decisions. However, the two newspapers also had some important differences in handling news about the Party leaders, the medical workers and the public. While People’s Daily tended to follow the Party line in its daily reports about the epidemic, Beijing Youth News was more likely to follow its bottom line by presenting stories of greater relevance to the public.

Abstract:The author argues that the great changes in the structural systems of economy and society since the reform and opening-up of our country has brought challenges to the train of thought of traditional party construction that "party branch is to be set up in a company", the dynamics of the Party construction at the bottom, the logic of organization operation and the developing path of the individual party member have had great changes, which have led to the failed continuity of the Party construction system and method in the new economic and social structural form and operational system, where is the strategic significance of the Party construction lies. In the Party construction of the community, there are two theoretical propositions: in the new social structure of interests, how we should expand sources of the Party's legitimacy and how we should realize the coordination of political development and social development the same time we realize the coordinated development of economy and society. Consequently, it is necessary to pay more attention to community Party construction, realize the shift of the Party construction center from the unit to the community and promote the network integration of the Party organizations in the community. So the author proposes the specific path and breakthrough point of the new system of community Party construction.
Complex Roles of Chinese Media: Regional Variation of Party Newspaperʼs Attitudes Towards Government Agencies

Abstract:In China, Party newspapers, newspapers that are directly run by the various levels of Party agencies, constitute the mainstream media to publish political news about the government and the Party. They are supposed to play the supervising role to monitor the government’s performance. However, the effectiveness of such supervising role depends on the relative power, i.e. the hierarchical distance between the newspaper and the targeted government or Party agency. Party newspapers are more critical to the subordinate level of government agencies than the ones with the same or higher level. A comparative content analysis on party newspapers from two cities, Beijing and Guangzhou, confirms that the city-level party newspapers are more critical to their subordinate districts and townships, while more gentle on the city-level government agencies. However, we also discover that Guangzhou Daily casts more criticism onto city-level officials than Beijing Daily does, in that Guangzhou has a more competitive and civic-engaging media environment. This result shows that the regimeʼs expectation of the mediaʼs role is affected by local social conditions.

Abstract:Abstract: The Third Plenary Session of the 20th CPC (the Communist Party of China is referred to as CPC in this paper) Central Committee stressed that the focus is on improving the Party's leadership and long-term governance capacity, innovate and improve the mode of leadership and governance, deepen reform of the system for Party building, and optimize the system for seeing party self-governance exercised fully and with rigor. This is a strong response to Xi Jinping's speech on July 1st that "it takes a good blacksmith to make good steel" and the report of The 20th CPC National Congress emphasized "the Party's self-revolution." It highlights the significance of full and rigorous Party self-governance and the value and orientation of building the ranks of party cadres. In the new era, to carry out the Party building in government organs and ensure the construction of cadres, this study focus on the "high-quality" under the "full and rigorous Party self-governance". That is, the historical starting point and the theoretical quality of the guiding ideology of Party building is "high-quality", and the "evaluation criteria" of Party building promotes the responsibility of The Times, the quality and ability.

Abstract:Parliament is the main place that political parties play their roles and grab. In the 2nd congressional election of the period of Min Guo, the election of political parties totally varied to the struggle between party groups. Kinds of party groups resorted to all kinds of means for the interest of their groups and abandoned the democratic and just spirit of election. As a result, bribe election, violation of the law and fraudulent practices, and powerless judicature relief went to the serious and common extreme. The framework of the modern western democratic system (system of representation, party politics, the election system, etc) was distorted again. This situation further destroyed countrymen’s confidence in the modern western democratic system that had been fragile and cast deep influence on the political development in the latter periods of Beiyang and Nanjing National Government.

Abstract:In representation studies, an ongoing debate revolves around whether a non-Western democratic regime can promote representation to win the public's trust and enhance its political legitimacy. Although conventional literature frames this question within the context of legislature-constituency relations, this article broadens the analytical dimension to incorporate a political party's representative claim based on digital connectivity and demand responsiveness. Using the case of China, we explore how a ruling party puts its "people-centered" representative claim into practice through digital technology. Our study focuses on a service reform in Zhejiang province known as the "Visit Once" reform. The Communist Party of China utilizes digital technology to legitimize its "people-centered" claim of representation. Through digital means, the ruling party (representative) better perceives the needs of the people (represented), enabling the provision of government services with more accurate and timely information.

Abstract:The phenomenon of the “popularization” of journalism has become widespread in the process of media marketization, globalization and digitalization. This phenomenon has been studied mostly in the Anglo-American context. This article instead draws attention to China, where the tendency toward popularizing (party) journalism is also occurring but taking a rather different form. It focuses on the case of Xinhua News Agency—the pioneer as well as the most representative case of traditional party journalism in the country. The article considers to what extent Xinhua’s online media content concerning the ruling party since 1949—the Communist Party of China—has been popularized both in terms of content and style. The changes to online media content made by Xinhua are indicative of the extent to which it is possible to combine the status of a state-owned central news organization with a new journalistic orientation that seeks to make the messages from and about the party more appealing to technology-savvy and entertainment-driven audiences in the new media environment in mainland China.

Abstract:Besides being the most influential television news program with the largest viewership in China, Xinwen Lianbo (Television News Simulcast) also boasts of unique political value in the Chinese media landscape. Each and every change in form the program has adopted since its first broadcast in 1978, has been a reflection of a certain aspect or element of the arch of political reform in the country, and has been widely interpreted as such, thus making it ‘the toughest nut to crack’ in news reform. Throughout its 35 years of history, by striving to represent, maintain, adapt and disseminate the established ideological framework, thus ensuring political reform has progressed at a cautious and gradual pace acceptable to the ruling party, Xinwen Lianbo has proven to be a great example of the construction of political reality by journalistic text on the symbolic level. This article adopts the methodology of new social history with semi-participatory observation as it combs through the evolution of Xinwen Lianbo over 35 years, in an attempt to explore the patterns and paths of Chinese journalistic reform and the factors that have come to shape this journey in the broader context of political reform in China.

Abstract:In the new era of Xi Jinping, the Party has become more assertive, reclaiming the function of managing social organizations that the government agencies had carved out for themselves over the past decades. This article utilizes an analytical framework grounded in a party-state-society trichotomy to analyze the interactive dynamics of the politics of the ruling party, the government, and social organizations in China. The article argues that the party-state has pursued a new strategic approach to advance the Party and that the administration has partly retreated in governing and managing social organizations in the new era of Xi Jinping; this is a form of compromise as the party-state is adapting to the market economy and changing society while the party's dominating role in social organizations strengthens. By analyzing the administration's retreat and the party's advance with the case study of Wenzhou City, this article investigates how government agencies and social organizations at the local level respond to the party-state's new strategic approach. The article concludes with a discussion of the policy implications and with broader reflections on the political trends in other areas of social and economic life affected by the administration's retreat and the Party's advance in China.

Abstract:Based on framing theory, this study compares the differences between the most authoritative and influential newspapers in China, and the People's Daily's news coverage on four online platforms, including the Chinese official website, the English official website, Weibo, and Twitter. By collecting and analyzing the media coverage of People's Daily on July 1 (known as the Party's Day of the Communist Party of China) and July 8, this study argues that People's Daily selects and constructs coverage differently on four platforms, trying to adapt to the specific character of various audiences and platforms. The findings indicate that the influence of the Partys Day on Peoples Dailys coverage was more reflected on Chinese platforms, and People's Daily constructs different narratives in two dimensions: website - social media and China-foreign news. This study adopts the research method of quantitative statistics and content analysis to investigate the changes in People's Daily due to different platforms, which will provide new insights into People's Daily's reporting strategy and value orientation.

The research in future will focus on the following few aspects: research of the period of democratic revolution and the period of socialism construction will be continued; the period since the reform and opening up will be the key of the further study; research of certain specific themes will be conducted systematically and readings for the public will be compiled so that the achievements of the research will have more extensive social influence.
